    Security of Tenure and Land Registration in Africa: Literature Review and Synthesis

    In 1984, the Land Tenure Center embarked on a project to evaluate the experiences with land registration and tenure reform in Africa. The goal was to determine is African states been able to use tenure reform and land registration to provide greater security of tenure than was available through customary tenure systems. Donor agencies focused attention on the creation of individual freehold title, emphasizing the heightened security of holding, marketability, and access to credit under such tenure. National governments, on the other hand, were more concerned to see that land was used productively rather than merely accumulated for purposes of prestige or inheritance or as a hedge against inflation, and for this reason have tended to favor granting more circumscribed rights, such as leaseholds or rights of occupancy. This literature review and synthesis was prepared as part of an effort to increase very substantially our knowledge, especially on a quantitative level, of tenure and development relationships in Africa. The literature review is an attempt to gather in one place data about the diverse efforts at land registration and to describe briefly for each country the various registration programs that have taken place (if any), why they were undertaken, and what subsequent studies of these programs have found. Among other things, it will be seen that the intended benefits, and beneficiaries, of land registration have changed over the century or so since the first systems were put in place. In addition to these variations over time, there are also differences among Anglophone, Francophone, and Lusophone countries, differences that not only influenced the structure of registration systems established during the colonial era, but also continue to inform the kinds of registration systems adopted today.Land Economics/Use,

    Governing through community-based research: Lessons from the Canadian HIV research sector

    AbstractThe “general public” and specific “communities” are increasingly being integrated into scientific decision-making. This shift emphasizes “scientific citizenship” and collaboration between interdisciplinary scientists, lay people, and multi-sector stakeholders (universities, healthcare, and government). The objective of this paper is to problematize these developments through a theoretically informed reading of empirical data that describes the consequences of bringing together actors in the Canadian HIV community-based research (CBR) movement. Drawing on Foucauldian “governmentality” the complex inner workings of the impetus to conduct collaborative research are explored. The analysis offered surfaces the ways in which a formalized approach to CBR, as promoted through state funding mechanisms, determines the structure and limits of engagement while simultaneously reinforcing the need for finer grained knowledge about marginalized communities. Here, discourses about risk merge with notions of “scientific citizenship” to implicate both researchers and communities in a process of governance

    Regionalization of Flood Data Using Probability Distributions and Their Parameters

    The U. S. Geological survey recently used the method of residuals to delineate seven flood regions for the State of Kentucky. As an alternative approach, the FASTCLUS clustering procedure of the Statistical Analysis system (SAS) is used in this study to delineate five to six cluster regions in conjunction with statistical properties of the AMF series, like the coefficient of variation as estimated using method of L-moments, LCV, the parameters of the EVl and GEV flood frequency distributions, and the specific mean annual flood, QSP. For both cluster and USGS flood regions, regionalized flood frequency growth curves are developed and their performance evaluated using Monte Carlo simulation techniques. Flood regions are.then evaluated and compared ·using trends in the hydrological characteristics of important.variables, performance of the regionalized flood frequency growth curves, discriminant analysis and regression equations relating flood quantiles to watershed physical characteristics. Results show that the cluster regions are more distinguishable in terms of their flood characteristics than the USGS regions. The.regionalized flood frequency growth curves of the EVl and GEV model are more distinct for the cluster regions than the USGS regions, although their performance in terms of bias and RMSE are comparable. The standard errors associated with the regression equations, developed for predicting the EVl and GEV flood quantiles, are similar for cluster and USGS regions

    A combined phase I and II open label study on the effects of a seaweed extract nutrient complex on osteoarthritis

    Background: Isolated fucoidans from brown marine algae have been shown to have a range of anti-inflammatory effects. Purpose: This present study tested a Maritech® extract formulation, containing a blend of extracts from three different species of brown algae, plus nutrients in an open label combined phase I and II pilot scale study to determine both acute safety and efficacy in osteoarthritis of the knee. Patients and methods: Participants (n = 12, five females [mean age, 62 ± 11.06 years] and seven males [mean age, 57.14 ± 9.20 years]) with a confirmed diagnosis of osteoarthritis of the knee were randomized to either 100 mg (n = 5) or 1000 mg (n = 7) of a Maritech® extract formulation per day. The formulation contained Maritech® seaweed extract containing Fucus vesiculosis (85% w/w), Macrocystis pyrifera (10% w/w) and Laminaria japonica (5% w/w) plus vitamin B6, zinc and manganese. Primary outcome was the average comprehensive arthritis test (COAT) score which is comprised of four sub-scales: pain, stiffness, difficulty with physical activity and overall symptom severity measured weekly. Safety measures included full blood count, serum lipids, liver function tests, urea, creatinine and electrolytes determined at baseline and week 12. All adverse events were recorded. Results: Eleven participants completed 12 weeks and one completed 10 weeks of the study. Using a multilevel linear model, the average COAT score was reduced by 18% for the 100 mg treatment and 52% for the 1000 mg dose at the end of the study. There was a clear dose response effect seen between the two treatments (P≤0.0005) on the average COAT score and each of the four COAT subscales (pain, stiffness, difficulty with physical activity and overall symptom severity) (P≤0.05). The preparation was well tolerated and the few adverse events were unlikely to be related to the study medication. There were no changes in blood parameters measured over the course of the study with the exception of an increase in serum albumin which was not clinically significant. Conclusion: The seaweed extract nutrient complex when taken orally over twelve weeks decreased the symptoms of osteoarthritis in a dose-dependent manner. It was demonstrated to be safe to use over the study period at the doses tested. The efficacy of the preparation now needs to be demonstrated in a phase III randomized controlled trial (RCT).
