    "This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy.

    Cytogenetics and reproductive biology of Anthaenantia lanata (Kunth) Benth. (Poaceae: Panicoideae)

    Anthaenantia lanata (Kunth) Benth., generalmente citada como Leptocoryphium lanatum (Kunth) Nees, es una gramínea ampliamente difundida en regiones tropicales y subtropicales de América. En este trabajo se presentan recuentos y caracterización cromosómica, estudios del sistema reproductivo y fertilidad de dos poblaciones tetraploides (2n = 4x = 40) de Argentina. El comportamiento de los cromosomas en meiosis fue regular, con formación de asociaciones cromosómicas bivalentes y cuadrivalentes. El análisis de la ontogenia del megagametofito permitió inferir la tipología de los sacos embrionarios, los que resultaron ser monospóricos, bipolares, octonucleados y con proliferación de antípodas, por lo que corresponderían al tipo Polygonum var. Poaceae. Las poblaciones analizadas se reproducen sexualmente. Pruebas de compatibilidad polenpistilo sugieren la existencia de un sistema de autoincompatibilidad que prácticamente impide la autofecundación, por lo que se trataría de una especie alógama por autoincompatibilidad.Anthaenantia lanata (Kunth) Benth., often cited as Leptocoryphium lanatum (Kunth) Nees, is a grass widely distributed in tropical and subtropical regions of America. In the present paper we describe chromosomes counts, meiotic chromosome behaviour and breeding systems in two tetraploid (2n = 4x = 40) populations from Argentina. Meiotic behaviour is regular, with bivalent and quadrivalent associations. The embryo sac typology of this cytotype corresponds with a Polygonum var. Poaceae type.     Aspectos de la biología reproductiva de Stevia rebaudiana (Asteraceae)

    El género SteviaCav. (Asteraceae) presenta alrededor de 200 especies en el continente americano. Stevia rebaudiana (Bertoni) Bertoni, originaria de Paraguay, es la única especie cultivada. Ha sido ampliamente estudiada desde el punto de vista químico, por los principios activos que poseen sus hojas. Sin embargo existe controversia respecto a su sistema reproductivo, ya que es considerada apomíctica obligada por algunos autores, mientras otros la consideran de reproducción sexual. A los efectos de clarificar esta cuestión se realizaron estudios de: megasporogénesis, megagametogénesis, fenología de la floración, viabilidad de polen y receptividad estigmática en tres ecotipos en condiciones de autopolinización y polinización cruzada. De acuerdo a los resultados obtenidos, las plantas analizadas se reproducen sexualmente y poseen un sistema de autoincompatibilidad que impide la autofertilización

    Relational and reputational resources in the governance of top-down asylum seekers’ reception in Italian rural areas

    Published online: 01 November 2021The dramatic increase in the number of forced migrants and asylum seekers in Europe in the past decade, and the national redistribution policies aimed at diffusing the ‘burden’ of reception across national territories, have led mayors in small towns in rural areas to face the challenges of reception in their communities. In this study, we analyse how this challenge was dealt with in three mountain valleys in the Alpine area of Turin, in the North-West of Italy, where in 2014 the prefecture opened emergency shelters overnight and without consulting with the municipalities. Results from our research show that, in contrast to the thesis that mayors are pragmatic problem-solvers because of their proximity to the issues at hand, the local governance of asylum seekers’ reception is the result of the mobilization of relational and reputational resources on the part of community leaders. Mayors of small towns in rural areas will proactively engage on migrants’ reception only insofar as they can rely on and are willing to mobilize such crucial resources. When mayors fall short of relational and reputational resources, community leaders can eventually fill the gaps and contribute to ‘embedding’ national policies in the local community
