    Faktor – Faktor yang Mempengaruhi Motivasi Bidan Pelaksana dalam Pelayanan Ibu Nifas di Wilayah Kabupaten Blora Tahun 2014

Bidan sangat berperan dan bertanggungjawab dalam pelaksanaan Pelayanan Ibu Nifas. Pelaksanaan pelayanan di masa nifas di Kabupaten Blora masih belum optimal. Hal tersebut dipengaruhi oleh motivasi bidan dalam melaksanakan Pelayanan Ibu Nifas. Ada 5 bidan dari 7 bidan yang mengatakan malas dalam melakukan Pelayanan Ibu Nifas khususnya dalam melakukan kunjungan ibu nifas. Motivasi dipengaruhi oleh faktor intrinsik dan faktor ekstrinsik. Untuk mengetahui faktor–faktor yang mempengaruhi motivasi bidan pelaksana dalam Pelayanan Ibu Nifas perlu dilakukan kajian dan penelitian. Jenis penelitian ini adalah kuantitatif bersifat analitik. Pengambilan data secara cross sectional. Metode pengumpulan data dengan menggunakan kuesioner. Populasi penelitian ini adalah bidan pelaksana di Kabupaten Blora sejumlah 359 bidan. Sampel penelitian berjumlah 76 responden. Sampel dihitung dengan minimal sample size. Uji validitas menggunakan analisis product moment dari pearson. Uji reliabilitas menggunakan koefisien alpha cronbach. Teknik analisis data dengan uji univariat (uji kolmogorov smirnov), uji bivariat (uji chi square), uji multivariat (uji regresi logistic). Hasil penelitian menunjukkan bahwa ada hubungan antara persepsi administrasi dan kebijakan dengan motivasi bidan (p=0,043; C=0,227), ada hubungan antara persepsi supervisi dengan motivasi bidan (p=0,001; C=0,346), ada hubungan antara persepsi Pekerjaan Itu Sendiri dengan motivasi bidan (p=0,000; C=0,503) dan ada hubungan antara persepsi kondisi lingkungan dengan motivasi bidan (p=0,001; C=0,350). Adapun dari keempat faktor tersebut yang berpengaruh terhadap motivasi adalah faktor persepsi Pekerjaan Itu Sendiri (p=0,000) dengan nilai ExpB adalah 11,655. Penelitian ini merekomendasikan beberapa saran yaitu bagi kantor peneliti lain agar meneliti lebih dalam tentang faktor pekerjaan itu sendiri, bagi Dinas Kesehatan agar meninjau kembali tugas pokok dan tambahan terkait dengan beban kerja bidan yang dirasa berat dengan tugas–tugas tambahan serta mempertimbangkan menaikkan insentif untuk kegiatan pelayanan ibu nifas, bagi IBI Blora agar membina dan meningkatkan motivasi bidan terkait dengan pelayanan masa nifas, bagi Puskesmas (Bidan Kordinator) agar mengikutsertakan bidan pelaksana dalam upaya meningkatkan persepsi tentang pekerjaan itu sendiri (pelayanan masa nifas) melalui pelatihan. Midwives played an important role and had responsibility in providing maternal services. Postnatal services in Blora District had not been optimally implemented. This condition was influenced by motivation of midwives in providing postnatal services. Five of seven midwives said that they were lazy to provide postnatal services particularly in visiting maternal. Motivation was influenced by intrinsic and extrinsic factors. Therefore, factors influencing motivation of midwives in providing maternal services needed to be investigated. This was a quantitative-analytic study using cross sectional approach. Data were collected using a questionnaire. Number of population was 359 midwives in Blora District. Number of samples were 76 respondents calculated using minimal sample size. A validity test used pearson product moment whereas alpha Cronbach test was used to analyse reliability. Data were analysed using methods of univariate (Kolmogorov-Smirnov test), bivariate (Chi-Square test), and multivariate (logistic regression test). The results of this research showed that factors of perception of administration and policy (p=0.043; C=0.227), perception of supervision (p=0.001; C=0.346), perception of work (p=0.000; C=0.503) and perception of environmental condition (p=0.001; C=0.350) statistically significantly related to motivation of midwives. Perception of work was the most influenced factor of motivation (p=0.000; Exp(B)=11.655). As suggestions, other researchers need to investigate the factor of perception of work. District Health Office needs to evaluate main and additional tasks and to consider increasing incentive for activities of maternal services. Indonesian Midwives Association of Blora needs to guide and to improve motivation of midwives in providing maternal services. Health Centres (Coordinator Midwives) need to involve midwives in improving perception of work (maternal services) by conducting training. The reseаrch reveаls thаt Environmentаl Services of Pаlаngkаrаyа controlled forest fire аccording to Locаl Regulаtion Number 7 of 2003 concerning Prevention of Forest аnd Lаnd Services in Pаlаngkаrаyа in 2019. However, there аre some impeding fаctors thаt interrupted the control. Thus, forest fire occurred before prevention took plаce.     Analisis Implementasi Kebijakan Penanggulangan HIV/AIDS di Provinsi Jawa Tengah

    Universitas Diponegoro Fakultas Kesehatan Masyarakat Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan 2013 ABSTRAK Wahjoe Handini Analisis Implementasi Kebijakan Penanggulangan HIV/AIDS di Provinsi Jawa Tengah xv + 135 halaman + 11 tabel + 3 gambar + 27 lampiran Dalam upaya penurunan angka HIV/AIDS, ada bebrapa kebijakan penanggulangan HIV/AIDS di Jawa Tengah yaitu Peraturan Daerah Provinsi Jawa Tengah Nomor 5 Tahun 2009 tentang penanggulangan HIV dan AIDS (Perda). Adapun dokumen pendamping Perda yaitu Peraturan Gubernur Nomor 72 Tahun 2010 tentang Petunjuk Pelaksanaan Peraturan Daerah Provinsi Jawa Tengah Nomor 5 Tahun 2009 (Pergub). Dengan adanya Perda diharapkan penderita HIV/AIDS dari tahun ke tahun semakin menurun, tetapi pada kenyataanya penderita HIV/AIDS setiap tahun mengalami peningkatan. Metode penelitian yang digunakan adalah metode kualitatif dengan wawancara mendalam. Subjek penelitian Pengelola Program Komisi Penanggulangan AIDS di Jawa Tengah. Hasil menunjukkan penelitian bahwa jumlah sumber daya pelaksana program saat ini belum mencukupi dibandingkan dengan jumlah wilayah cakupan walaupun ada asisten yang membantu pelaksanaan program, beberapa petugas masih merangkap dengan tugas lain. Alokasi dana terbesar yaitu pada daerah yang sudah mempunyai perda, Kabupaten Batang sebesar Rp 368.720.000,00 dan dana yang terbesar digunakan untuk penanganan sebesar Rp 217.533.240,00. Sedangkan dana terendah yaitu pada daerah yang belum mempunyai perda, Kabupaten Kendal sebesar Rp 143.665.000,00 dan dana yang terbesar digunakan untuk pencegahan sebesar Rp 56.419.141,00. Setiap kegiatan pengimplementasian kebijakan penanggulangan HIV/AIDS saat ini belum ada Standar Operasional Prosedur secara khusus. Namun sebelum melaksanakan kegiatan ada rapat untuk persiapan kegiatan-kegiatan. Kegiatan rapat antara lain membuat TOR, undangan, jadwal, daftar hadir, dokumentasi dengan metode rapat paparan, diskusi, dan diskusi kelompok. Disarankan untuk meningkatkan partisipasi dari SKPD terkait, meningkatkan dukungan dana, membuat Standar Operasional Prosedur untuk mempermudah pengimplementasian kebijakan Kata kunci : Implementasi Kebijakan, Penanggulangan HIV/AIDS Kepustakaan : 20, 2005-2012 Diponegoro University Faculty of Public Health Master’s Program in Public Health Majoring in Health Policy Administration 2013 ABSTRACT Wahjoe Handini Implementation Analysis of HIV/AIDS Control Policy in Province of Central Java xv + 135 pages + 11 tables + 3 figures + 27 enclosures As an effort to decrease number of HIV/AIDS cases in Province of Central Java, some regulations to control the diseases had been released namely Regional Regulation of Central Java Province Number 5 Year 2009 about HIV/AIDS control and Governor Regulation Number 72 Year 2010 about A Guidance for Implementation of the Regional Regulation. In fact, number of HIV/AIDS rise sharply from year to year. This was qualitative research. Data were collected using a method of indepth interview. Subjects were program managers of Central Java AIDS Commission. The results of this research showed that amount of current resources was not sufficient to implement the program compared to amount of the coverage area. Even though there was any assistant who supported implementation of the program, some officers had multi-tasks. The highest funding allocations were in Batang District which had a regional regulation equal to Rp 368,720,000.00 and the highest expenditure to control was Rp 217,533,240.00. In contrast, the lowest funding allocations were in Kendal District which did not have a regional regulation equal to Rp 143,665,000.00 and the lowest expenditure to control was Rp 56,419,141.00. Even though there was no Standard Operating Procedure (SOP) for implementing the policy, a meeting was conducted before implementing the program to prepare Terms of Reference, invitation, a schedule, an attendance list, and documentation using methods of a panel and group discussion. As a suggestion, the commission needs to increase participation of related working units, increase funding support, develop SOP to ease implementation of the policy.     The Effectiveness Of M-Puzzle Toward Preschooler Spatial Skill

    This study aimed to determine the effectiveness of digital-based geometry puzzle games to stimulate the spatial intelligence of children aged 4-5 years. This type of research is RD (Research and Development) using the ASSURE model. This study used the target participants aged 4-5 years in PGRI II Taji Kindergarten as a test of instrument validity, Dharma Wanita Duriwetan Kindergarten as the main sample for testing a digital-based geometry puzzle product and NU Hidayatul Athfal Muslimat Kindergarten as a conventional product trial (LKA). The results showed that the digital- based geometric puzzle media that had been developed was more effectively used as a learning medium to stimulate children's spatial intelligence in recognizing shapes and colors compared to conventional media

    Universitas Diponegoro Fakultas Kesehatan Masyarakat Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Sistem Informasi Manajemen Kesehatan 2014 ABSTRAK Sri Wulandari Evaluasi Sistem Informasi Kesehatan Daerah Berbasis Web di Dinas Kesehatan Kota Semarang melalui Pendekatan COBIT xiv + 132 halaman + 10 tabel + 14 gambar + 8 lampiran Sistem Informasi Kesehatan Daerah (SIKDA) dikembangkan sebagai bagian dari Sistem Informasi Kesehatan Nasional (SIKNAS) dalam rangka memantau, mengevaluasi dan merencanakan upaya atau program kesehatan secara berjenjang dan berkelanjutan dengan menggunakan tolok ukur atau indikator pembangunan kesehatan. SIKDA berbasis web di Dinas Kesehatan Kota Semarang digunakan sebagai sarana diseminasi informasi dan penggunaan data yang sampai dengan saat ini belum pernah dilakukan evaluasi. Tujuan penelitian ini adalah mengevaluasi SIKDA berbasis web di melalui pendekatan COBIT. Penelitian ini adalah penelitian deskriptif dengan menggunakan metode kualitatif. Metode pengumpulan data menggunakan wawancara mendalam dan observasi. Objek yang diteliti adalah SIKDA berbasis web di Dinas Kesehatan Kota Semarang dengan informan orang-orang yang bertanggung jawab dan mengetahui tentang SIKDA yang melibatkan 3 informan utama dan 6 informan triangulasi. SIKDA berbasis web di Dinas Kesehatan Kota Semarang baru mencapai level defined dimana prosedur distandarisasi dan didokumentasikan kemudian dikomunikasikan melalui pelatihan / training. Pada level ini belum bisa mencapai target indikator pengembangan. IT resources sebagai input terdapat kelemahan dalam infrastruktur dan manusia sedangkan Business Requirement sebagai output terdapat kelemahan dalam efektivitas. Dari sisi kepuasan pengguna didapat penerapan SIKDA berbasis web sangat membantu tugas serta informasi yang tersedia di web sesuai dengan kebutuhan pengguna . Kemajuan tehnologi yang sangat cepat serta keterbatasan sumber daya menjadi tantangan tersendiri serta adanya dukungan aturan, kebijakan serta pendanaan dari pemerintah. Rekomendasi yang dapat diberikan adalah membuat prosedur standar operasional website yang ditinjau ulang setiap semester, pengelola website bisa memberikan batas akhir data harus masuk, mengaktifkan layanan forum, mengajukan anggaran untuk pengadaan dan pemeliharaan infrastruktur serta pengembangan sumber daya manusia, Kata Kunci : SIKDA berbasis web, COBIT Pustaka : 47 (1994-2012) Diponegoro University Faculty of Public Health Master’s Program in Public Health Majoring in Health Management Information System 2014 ABSTRACT Sri Wulandari Evaluation of Regional Health Information System based on Web at Semarang City Health Office by COBIT Approach xiv + 132 pages + 10 tables + 14 figures + 8 enclosures Regional Health Information System (RHIS) was developed as a part of National Health Information System (NHIS) to monitor, evaluate, and make an effort or a health program hierarchically and sustainably by using a parameter or an indicator of health development. RHIS based on web at Semarang City Health Office (CHO) was applied as means of information dissemination and data use in which it had not been evaluated yet until now. This research aimed to evaluate RHIS based on web by COBIT approach. This was descriptive research using a qualitative method. Data were collected by performing indepth interview and observation. The research object was RHIS based on web at Semarang CHO by interviewing 3 main informants and 6 informants for triangulation purpose who knew well about RHIS. RHIS based on web at Semarang CHO just reached a defined level in which a procedure was standardized and documented and then communicated by providing training. At this level, a target of a development indicator had not been achieved. IT resources as an input had weaknesses in terms of the infrastructure and human. Similarly, Business Requirement as an output had weaknesses in terms of the effectivity. On the other hand, regarding users’ satisfaction, the system was very useful to accomplish tasks. Likewise, available information on the web in accordance with users’ necessity. Rapid technological advances and lack of resource were being challenges supported by regulations, policies, and funds from a government. As suggestions, Semarang CHO needs to create Standard Operating Procedure for website and review it every semester. In addition, a website administrator can determine a due date of data input, activate a forum service, and propose budgets to provide and maintain infrastructure and develop human resources.     Analisis Fungsi Pelaksanaan Program ASI Eksklusif oleh Bidan Puskesmas di Kota Palangka Raya

    Universitas Diponegoro Fakultas Kesehatan Masyarakat Program Magister Ilmu Kesehatan Masyarakat Konsentrasi Administrasi dan Kebijakan Kesehatan Minat Manajemen Kesehatan Ibu dan Anak 2013 ABSTRAK Seri Wahyuni Analisis Fungsi Pelaksanaan Program ASI Eksklusif oleh Bidan Puskesmas di Kota Palangka Raya xv + 125 halaman + 6 tabel + 9 gambar + 19 lampiran Cakupan ASI Eksklusif di Kota Palangka Raya mengalami penurunan dari 30,2% pada tahun 2010 menjadi 19,5% pada tahun 2011. Program ASI Eksklusif di Kota Palangka Raya merupakan salah satu upaya untuk menurunkan angka kematian bayi. Bidan mempunyai peranan yang sangat penting dalam pelaksanaan program tersebut. Penelitian ini bertujuan untuk menganalisis fungsi pelaksanaan program ASI Eksklusif oleh bidan puskesmas di Kota Palangkaraya. Jenis penelitian ini adalah kualitatif. Pengumpulan data dilakukan melalui wawancara mendalam menggunakan pedoman wawancara mendalam. Informan utama dalam penelitian ini adalah empat bidan yang telah mengikuti pelatihan program ASI Eksklusif. Informan triangulasi Kepala Seksi Pelayanan Kesehatan Dasar dan Staf Gizi Dinas Kesehatan Kota Palangka Raya, Kepala Puskesmas, Bidan koordinator, Ibu Hamil dan Ibu menyusui. Hasil Penelitian menunjukkan bahwa cakupan ASI Eksklusif masih rendah dari target yang ditetapkan nasional. Rendahnya cakupan ASI Eksklusif tidak hanya dipengaruhi oleh petugas kesehatan saja tetapi dapat dipengaruhi oleh faktor lain yaitu: faktor pengetahuan ibu, faktor sosial budaya, faktor psikologis ibu, faktor demografi, belum adanya peraturan walikota tentang ASI Eksklusif. Disamping itu pula faktor motivasi, komunikasi, kepemimpinan, pengarahan, pengawasan dan supervisi juga berpengaruh terhadap rendahnya cakupan ASI Eksklusif. Saran untuk pemerintah agar membuat peraturan walikota tentang ASI Eksklusif dan membuat anggaran untuk program ASI Eksklusif. Bagi dinas kesehatan Kota Palangka Raya agar mengkomunikasikan program ASI Eksklusif kepada petugas kesehatan secara rutin dan berkelanjutan serta melibatkan semua pihak yang terkait. Bagi ikatan bidan daerah meningkatkan perannya untuk promosi ASI Eksklusif. Bagi bidan agar dapat melakukan sosialisasi dan pendidikan kesehatan tentang pentingnya ASI Eksklusif bagi pertumbuhan bayi kepada ibu hamil, ibu bersalin dan ibu menyusui dengan melibatkan keluarga, tokoh masyarakat dan tokoh agama. The program of exclusive breastfeeding is one of the efforts to decrease infant mortality rate. Midwives have an important role to implement the program. This research aimed to analyze the function of the program implementation of exclusive breastfeeding by midwives at health center in Palangka Raya City. This was qualitative research. Data were collected using indepth interview. Main informants consisted of four midwives who had ever followed training of exclusive breastfeeding program. In addition, informants for triangulation purpose were Head of Basic Health Service Section, Staff of nutrition section at Palangka Raya City Health Office, Head of Health Center, Coordinator Midwives, Pregnant Women, and Breastfeeding Mothers. The result of this research showed that coverage of exclusive breastfeeding was lower than the national target. This problem was due to by factors of health workers and others namely mother’s knowledge, socio-culture, mother’s psychology, demography, and mayor’s regulation about exclusive breastfeeding. Additionally, the factors of motivation, communication, leadership, briefing, monitoring, and supervising also influenced the low coverage of exclusive breastfeeding. As a suggestion, the local government needs to make regulation about exclusive breastfeeding and allocate funds for the program of exclusive breastfeeding. Palangka Raya City Health Office needs to communicate the program of exclusive breastfeeding to health workers regularly and involve all related sectors. Midwives association needs to increase the role to promote the program of exclusive breastfeeding. Midwives need to socialize and educate pregnant women, maternal, breastfeeding mothers about the importance of exclusive breastfeeding by involving family, community leaders, and religious leaders.     FAKTOR YANG BERPENGARUH TERHADAP KEPATUHAN IBU HAMIL PREEKLAMSIA DALAM PEMANFAATAN LAYANAN ANC

    ABSTRAK Preeklamsia dapat dicegah apabila didukung oleh kesadaran ibu hamil untuk patuh dalam pemanfaatan layanan ANC. ANC berkualitas yang dilakukan tenaga kesehatan dan kesadaran masyarakat tentang kesehatan ibu hamil, bersalin dan nifas. Penelitian ini untuk menganalisa faktor yang paling berpengaruh dari ibu hamil preeklamsia supaya patuh dalam pemanfaatan layanan ANC di wilayah kecamatan Pemalang. Penelitian kuantitatif dengan pendekatan cross sectional bersifat explanatory research. Sebanyak 66 responden dipilih secara purposive, menggunakan quesioner, dan data diolah secara distribusi. Variabel yang berpengaruh : riwayat keturunan hipertensi dan atau DM (0,037), pengetahuan (p-value 0,021), akseptabilitas (p-value 0,018), dukungan dan sikap tenaga kesehatan (p value 0,041), dan dukungan suami (p-value 0,045). Variabel yang tidak berpengaruh : umur (p-value 0,239), paritas (p-value 0,714), tingkat pendidikan (p-value 0,394), pekerjaan (p-value 0,316), sikap (p-value 0,714), persepsi kerentanan (p-value 0,665), persepsi kegawatan (p-value 0,233), persepsi manfaat (p value 0,066) dan dukungan keluarga (p-value 0,067). Variabel paling dominan berpengaruh adalah variabel pengetahuan (p-value 0,015) dengan OR (Exp B) 5,527. ANC performed by qualified health personnel and public awareness about the health of pregnant women, maternity and childbirth. The aim is to analyze the most influential factors of maternal preeclampsia to obey the ANC service utilization. Quantitative research with cross sectional on pregnant women with preeclampsia in Pemalang district. A 66 respondents taken with purposive, using quessionaire, data analyse with distribution. Mempercepat keputusan rujukan mengurangi AKI/AKP. RS Waled merupakan RS PONEK yang menerima dan menangani rujukan kondisi darurat dan dilarang menolak alasan pembiayaan dan memberikan jawaban rujukan yang tertangani. RSUD Waled tahun 2011, 18 kasus mengalami kematian ibu dari 3.520 persalinan, 9 rujukan bidan desa. Tahun 2012, 25 kasus mengalami kematian ibu dari 4.191 persalinan,10 rujukan bidan desa. Permasalahan bidan desa merujuk, tidak menjelaskan tanda bahaya, kesulitan kendaraan, tidak disertai surat rujukan, tidak prarujukan, tidak menginformasikan RS, tidak siap pendonor darah, melakukan otopsi verbal kematian maternal, tidak ada UTD RS. Dalam pelayanan rujukan mendapat dukungan program EMAS (Expanding Maternal and Neonatal Survival), upayanya peningkatan kualitas pelayanan emergensi obstetri neonatal dan memperkuat sistem rujukan efisien efektif. Jenis penelitian kualitatif, data dikumpulkan dengan retrospective melalui wawancara mendalam. Informan Utama enam bidan desa merujuk, terjadi kematian. Prosedur sampel purposive. Analisis data menggunakan metode analisis isi. Hasil input pelaksanaan rujukan, tiga bidan desa sudah pelatihan APN, kekurangannya tidak menjelaskan dana lainnya, tidak siap kendaraan. Hasil proses, tiga bidan desa menentukan kegawatdaruratan, tempat rujukan, memberikan informasi kepada keluarga, persiapan penderita masih ada kekurangan. Hasil output, tiga bidan desa memberikan pelayanan sesuai kewenangan, satu keluarga yang tidak menerima. Disarankan ANC berkualitas, menindaklanjuti risiko tinggi, melaksanakan P4K, merencanakan rujukan dengan ibu/keluarga, mengikuti pelatihan. Kepala Puskesmas membentuk tim penanganan risiko tinggi/komplikasi, pengadaan donor darah, ambulan desa, penyediaan alat, obat kegawatdaruratan kebidanan, mengusulkan pelatihan, SOP rujukan ke Dinas Kesehatan. RS meningkatkan sarana transfusi, penanganan cepat SpOG, meningkatkan pelayanan rujukan pasien. Peneliti selanjutnya dilakukan pendekatan dalam wawancara. A Waled Hospital is a PONEK Hospital which receives and handles emergency referrals, is not allowed to reject patients who cannot pay, and must answer handled referrals. In 2011 at the hospital, number of maternal mortalities was 18 cases of 3,250 childbirths and 9 patients were referrals from village midwives. In addition, in 2012, number of maternal mortalities was 25 cases of 4,191 childbirths and 10 patients were referrals from village midwives. Unfortunately, when village midwives referred, there was no emergency signal, difficult to transport, no referral letter, no pre-referral, no information for a hospital, not ready of blood donor, verbal autopsy of maternal mortality, and no Regional Technical Unit of a hospital. The referral services were supported by a program of EMAS (Expanding Maternal and Neonatal Survival) to improve quality of the emergency services of obstetric and neonatal and strengthen a referral system to be more efficient and effective. This was qualitative research. Data were collected retrospectively using indepth interview. Main informants were taken purposively. They consisted of 6 village midwives who referred and caused mortalities. Furthermore, data were analyzed using a method of content analysis. The result of this research revealed that three midwives had obtained APN training. Unfortunately, they did not explain other funding sources and were not ready in terms of the transportation. Regarding a process, three of them determined emergency status and referral place, and informed patients’ families. In addition, there was lack of patients’ preparation. Viewed from an output aspect, three of them provided services in accordance with their authorities, and only one family who did not receive proper services. Village midwives need to improve ANC quality, follow-up high risk patients, implement P4K, plan referral with a mother/a family, and follow training. Head of health center needs to form a team of high risk/complication treatment, provide blood donor, village ambulance, equipment and medicines for midwifery emergency, and propose training and referral SOP to health office. A hospital needs to increase means of transfusion, response SpOG quickly, and improve referral services of patients. The next research should be conducted using interview. Pelembagaan PWS-KIA belum dijadikan perilaku oleh bidan koordinator/bides di Kota Sorong. Penelitian ini bertujuan mengevaluasi Pelembagaan PWS-KIA oleh bidan koordinator Puskesmas wilayah kerja Kota Sorong Provinsi Papua Barat. Penelitian ini dilakukan dengan metode kualitatif. Pengumpulan data dilakukan dengan observasi dan wawancara mendalam pada enam orang informan utama yang terdiri dari bidan koordinator Puskesmas wilayah tengah Kota, pinggiran Kota dan pesisir pantai/kepulauan. Informan triangulasi adalah enam orang Kepala Puskesmas dan tiga orang lurah dari wilayah yang sama serta satu orang Kabid Kesmas Kasie KIA-Gizi DKK Sorong. Analisis data dilakukan dengan metode analisis isi. Hasil penelitian menunjukkan aspek masukan: PWS-KIA di Puskesmas wilayah pinggiran Kota dan pesisir pantai/kepulauan belum dilakukan dengan baik, sedangkan Puskesmas Wilayah tengah Kota sudah dilaksanakan dengan baik. Hal ini berkaitan dengan aspek SDM yaitu keterbatasan pendidikan, pelatihan, pengetahuan serta kemampuan dalam mengoperasikan komputer. Aspek pendanaan inisiatif Kepala Puskesmas untuk menyatukan Pelembagaan PWS-KIA dengan kegiatan lain menentukan keberhasilan. Aspek sarana prasarana keterbatasan komputer dan buku pedoman PWS-KIA menyebabkan Pelembagaan PWS-KIA ini kurang baik. Proses pelaksanaan pertemuan lintas program dan lintas sektoral menentukan keberhasilan Pelembagaan PWS-KIA. Puskesmas wilayah pinggiran Kota dan pesisir pantai/kepulauan belum melakukan pertemuan lintas program secara rutin setiap bulan, pertemuan lintas sektor belum dilaksanakan. Pelaksanaan rencana operasional jangka pendek dan rencana motivasi penggerakan masyarakat menentukan keberhasilan Pelembagaan PWS-KIA. Disimpulkan Pelembagaan PWS-KIA berkaitan dengan aspek masukan (SDM, dana, sarpras), Proses (perencanaan,pelaksanaan), keluaran (rencana operasional jangka pendek, dan rencana motivasi penggerakan masyarakat). Direkomendasikan kepada DKK Sorong bersama Kepala Puskesmas agar mengalokasikan dana untuk pelatihan Pelembagaan PWS-KIA bagi bidan koordinator khususnya di PKM wilayah pinggiran Kota dan PKM pesisir pantai/kepulauan. The institutionalization of PWS-KIA had not been implemented by coordinator midwives/village midwives in Sorong City. This study aimed to evaluate the institutionalization of PWS-KIA by coordinator midwives at work area of Sorong City in Province of West Papua. This was qualitative research. Data were collected using observation and indepth interview toward six main informants consisted of coordinator midwives worked at health centers in town, remote, and coastal areas. Informant for triangulation purpose consisted of six heads of health centers, three heads of villages, and 1 head of Public Health Department of Maternal and Child Health – Nutrition Section Head at Sorong City Health Office (CHO). The result of this research showed that regarding input aspects, PWS-KIA at health centers located in remote and coastal areas had not been well implemented. In contrast, health centers located in town had well implemented the PWS-KIA. This problem related to aspects of human resources, such as: limitations in education, training, knowledge, and skills to operate a computer. Regarding budget aspects, initiative of heads of health centers to combine between institutionalization of PWS-KIA and other programs determined the results. Regarding aspects of means, limitations in number of computers and guideline books of PWS-KIA caused the institutionalization of PWS-KIA was not good. Meeting with other programs and other sectors determined the success of the institutionalization. Health centers located in remote and coastal areas had not conducted monthly meeting with other programs regularly. The health centers also had not conducted meeting with other sectors yet. The implementation of a short-term operational plan and a plan of motivating and actuating community determined the success of the instituitionalization. In conclusion, the institutionalization of PWS-KIA related to the aspects of input (human resources, budget, and means), process (planning and implementing), and output (short-term operational plan and a plan of motivating and actuating community). As suggestions, Sorong CHO together with heads of health centers need to allocate budget to conduct training of the PWS-KIA institutionalization for coordinator midwives particularly at health centers located in remote and coastal areas.
