Satellite university campuses and economic development in peripheral regions

Satellite university campuses – whereby established universities decentralise part of their activities, often to areas previously lacking a university – contribute to the diversification of university systems. While satellite campuses, due to their small scale and limited resources, might perform some activities less efficiently than their larger parent universities, we argue that they are uniquely placed to serve the needs of their localities. Based on the case of a satellite campus in North-West Italy, we show that: (i) the campus’ main contribution lies in widening access to higher education to residents who would not attend university in the absence of local provision; (ii) the campus contributes to local development also through research and business and community engagement, and by stimulating local demand for knowledge-intensive services; (iii) research and engagement are more effective for local development where local firms possess relevant absorptive capacity and where there is a favourable institutional framework

Unemployment benefits : discursive convergence, distant realities

Production of INCASI Project H2020-MSCA-RISE-2015 GA 691004Unemployment protection systems have certain characteristics in common in Argentina, Uruguay, Spain and Italy: they are compulsory and contributory-proportional, although in Uruguay, it also has a capitalisation supplement. Despite the similarities, they work differently because the context of informal employment chiefly, and unemployment, low salaries and precariousness differ greatly. Consequently, the unemployment protection coverage rate varies. Theories of the Active Welfare State, the Investor State and the reforms of unemployment protection systems have led to a certain modernising language being adopted in these countries: activation, employability, conditionality, lifelong learning, flexibility, which are, among others, words shared with Europe. However, the meanings of these words differ according to the institutional context of each country. In Latin America the welfare state is low institutionalised even almost non-existent, while in Europe it is a diverse institution. Despite this, the four countries share an upward trend in benefit policies, in accordance with the increase in poverty risk

Growing Up in Violent Contexts: Differential Effects of Community, Family, and School Violence on Child Adjustment

Although different than in war-torn areas, violence affects children even in the most economically developed countries. In this chapter we review the empirical evidence supporting the detrimental effects of early violence exposure on a wide range of developmental outcomes. We also provide an examination of mechanisms linking violence exposure to negative developmental outcomes, as well as the predisposing and precipitating factors that intervene in these complex relationships. We conclude that the problem of exposure to violence in children is often underestimated and discuss the implications for child welfare policy and preventive interventions
