The Children's Hearings (Scotland) Act 2011 was introduced to modernise and strengthen the children's hearings system, with the ultimate aim of delivering better outcomes for children. Changes in the Act cover the structure for panel members and safeguarders, modernising the grounds for referral, clarifying who has rights in the system, and making the system and processes more transparent. The changes also provide for the ability of children and their families to participate more effectively in the process, as well as removing obstacles to implementation of hearing's orders, and generally aiming to improve consistency across the system. It was recognised that these changes would have a significant impact on everyone who comes into contact with the children's hearings system. Consequently, Cl@n Childlaw and the Centre for Excellence for Looked After Children in Scotland (CELCIS) developed and delivered a programme of information seminars about the changes

The term druwe desa (i.e., right of ownership of druwe desa land) is found in Article II Basic Agranan-Law (BAL), but it is not legally definable by the law itself. Meanwhile, the current literature on this subject does not provide detailed clarification of the ownership system of druwe desa land. This research aims to find out the system of ownership of druwe desa land in the subdistrict of Tejakula, Regency of Buleleng. It attempts to reveal facts about its existence, the features inherent in its system of ownership, and the status of the right of ownership after the BAL came into effect. From the existing fifteen desa adat (traditional village communities) in the subdistrict of Tejakula, eight village were selected (Bangkah, Pacung, Julah, Sangambu, Gentuh, Gretek, Sambirenteng, and Tembok) as samples by random sampling, involving 351 respondents. The selection of respondents was made on the basis of a stratification according to the types of druwe desa land: 71 owners of prajuru desa, 157 owners of pekarangan desa (housegardens), 60 owners of ayahan desa, and 63 owners of former ayahan desa. The research instruments used were questionnaires and interviews. The collected data, both quantitative and qualitative, were analyzed qualitatively. The research findings have shown that: (1) druwe desa land in Tejakula, Buleleng is still in existence but restricted to cultivated areas(2) ownership of druwe desa land appears to have the characteristics existing in those of the ownership of ulayat (communal land), therefore it is qualified as such, or at least it is similar to it(3) in terms of Article 3 BAI the status of the right of ownership of druwe desa land is legally acknowledged. In reality, the change of status of ayahan desa land into private ownership, either through conversion (Article II BAL) or the adoption of landreform legislation, results in the removal of the land from a village community s ownership ( ulayat desa adat). This is not true in the case of the change m status of tanahpura, in which the ownership of a Pura does not remove the land from the right of a village community. It seems that there has been a mistaken perception towards the effects of the regulations in Article 11 BAL so that conversion has not remain as it stands, and attempts to rectify it should be made.Keyword: the ownership system, druwe desa land, Basic Agrarian Law (BAL
