    An ideal journey: Making bus travel desirable

This paper explores the ways in which people use their travel-time on local buses, and explains how this knowledge can assist with efforts in many ‘auto-centric’ societies to make bus travel more attractive and encourage a shift away from excessive private car use. Framing the discussion around the concept of an ‘ideal bus journey’, this paper examines whether travel-time activities on-board the bus give subjective value to the journey experience. Particular attention is given to emergent mobile Information and Communications Technologies, which are rapidly reconfiguring the ways in which we can inhabit and use mobile spaces such as the bus. This paper reports a novel mixed-methodology, creating a synthesised analysis of online discussions, focus groups, and a large-scale questionnaire survey of 840 bus users in Bristol, UK. The findings demonstrate that the bus is a very active space, with high levels of travel-time activity. The most popular activities on the bus are those related to relaxation and personal benefit, such as reading, listening to music, and browsing the internet. It is the passengers themselves that are largely in control of their in-vehicle experience, being able to craft a range of different positive journey experiences through travel-time activity. However, negative experiences are very common, and there is a need to challenge unfavourable public perception and media representations of bus travel to create a more positive cultural construction of the bus which would allow for the concept of an ‘ideal journey’ to be more easily realised. Passengers are the main creators of their travel-time experience, however there is much that can be done by bus operators to facilitate different types of activity and encourage a desirable public space. The overarching message is that there is a distinct opportunity to unlock travel-time activity as a ‘Unique Selling Point’ of the bus. Creating a perception of the bus journey as a desirable piece of time will allow local bus services to compete with the car on their own terms, and assist with international efforts to encourage people out of their cars and onto public transport for some trips

    Financing the civic energy sector: How financial institutions affect ownership models in Germany and the United Kingdom

    This paper examines the relations between financing institutions and more local ownership structures for energy provision. This research defines municipal and civil society structures involved in energy provision as the ‘Civic Energy Sector’. It argues that the financial institutions of nations are key enabling institutions for this sector to contribute to a low carbon energy transition. The path of development of these financial institutions helps to shape the ownership structures and technology choices of energy systems and futures in different nations. This paper presents findings from case analysis comparing the United Kingdom’s latent civic energy sector, with the expansion of this sector in Germany. Using an institutional economics framing, the paper demonstrates the importance of the German local banking sector in facilitating civic ownership structures in that country. In contrast, the neo-liberal, market-led financial institutions in the UK, reinforce energy pathways less reliant on civic ownership models. Hence, the forms of low carbon energy transition being pursued in these countries are constrained by path dependence of institutions both within and beyond the energy sector

    Finance and justice in low-carbon energy transitions

    Up to $61trillion of power systems investment is needed to fulfil the Paris Agreement. The mobilisation of so much capital is a huge challenge. As such, energy policy is changing to meet the needs of commercial finance. However, very little has been done to question the justice implications of this capital mobilisation, and what alternatives there are to commercially-oriented finance for low carbon energy systems. This paper uses a comparative analysis of two developed economies to explore how ‘alternative’ forms of finance operate in each nation’s energy investment landscape. We find alternative finance is often set in opposition to commercial capital. Alternative finance in both nations is motivated by financial justice outcomes that are poorly understood in current energy policy. Our findings suggest that 6 principles are key to ‘just’ energy finance: affordability, good governance, due process, intra-generational equity, spatial equity, and financial resilience. Energy policy that seeks to mobilise capital, should take account of all six principles

    The presented article describes a European initiative for supporting innovative measures in sustainable transport in urban areas Civitas, particularly its latest completed edition Civitas Plus (2008-2012). The article presents the evaluation process of the performed measures and shows an overview of the main obstacles the Civitas Plus cities struggled with (with the emphasis on political barriers). In addition, it mentions drivers which helped to implement the sustainable mobility measures. It concludes with examples from European cities on how to avoid these barriers and prevent their occurrence
