Satellite-based precipitation estimation using watershed segmentation and growing hierarchical self-organizing map
This paper outlines the development of a multi-satellite precipitation estimation methodology that draws on techniques from machine learning and morphology to produce high-resolution, short-duration rainfall estimates in an automated fashion. First, cloud systems are identified from geostationary infrared imagery using morphology based watershed segmentation algorithm. Second, a novel pattern recognition technique, growing hierarchical self-organizing map (GHSOM), is used to classify clouds into a number of clusters with hierarchical architecture. Finally, each cloud cluster is associated with co-registered passive microwave rainfall observations through a cumulative histogram matching approach. The network was initially trained using remotely sensed geostationary infrared satellite imagery and hourly ground-radar data in lieu of a dense constellation of polar-orbiting spacecraft such as the proposed global precipitation measurement (GPM) mission. Ground-radar and gauge rainfall measurements were used to evaluate this technique for both warm (June 2004) and cold seasons (December 2004-February 2005) at various temporal (daily and monthly) and spatial (0.04 and 0.25) scales. Significant improvements of estimation accuracy are found classifying the clouds into hierarchical sub-layers rather than a single layer. Furthermore, 2-year (2003-2004) satellite rainfall estimates generated by the current algorithm were compared with gauge-corrected Stage IV radar rainfall at various time scales over continental United States. The Robust-Control Toolbox is a collection of 40 M-files which extend the capability of PC/PRO-MATLAB to do modern multivariable robust control system design. Included are robust analysis tools like singular values and structured singular values, robust synthesis tools like continuous/discrete H(exp 2)/H infinity synthesis and Linear Quadratic Gaussian Loop Transfer Recovery methods and a variety of robust model reduction tools such as Hankel approximation, balanced truncation and balanced stochastic truncation, etc. The capabilities of the toolbox are described and illustated with examples to show how easily they can be used in practice. Phase analysis of the cosmic microwave background from an incomplete sky coverage
Phases of the spherical harmonic analysis of full-sky cosmic microwave
background (CMB) temperature data contain useful information complementary to
the ubiquitous angular power spectrum. In this letter we present a new method
of phase analysis on incomplete sky maps. It is based on Fourier phases of
equal-latitude pixel rings of the map, which are related to the mean angle of
the trigonometric moments from the full-sky phases. They have an advantage for
probing regions of interest without tapping polluted Galactic plane area, and
can localize non-Gaussian features and departure from statistical isotropy in

Atmospheric teleconnection mechanisms of extratropical North Atlantic SST influence on Sahel rainfall
Extratropical North Atlantic cooling has been tied to droughts over the Sahel in both paleoclimate observations and modeling studies. This study, which uses an atmospheric general circulation model (GCM) coupled to a slab ocean model that simulates this connection, explores the hypothesis that the extratropical North Atlantic cooling causes the Sahel droughts via an atmospheric teleconnection mediated by tropospheric cooling. The drying is also produced in a regional climate model simulation of the Sahel when reductions in air temperature (and associated geopotential height and humidity changes) from the GCM simulation are imposed as the lateral boundary conditions. This latter simulation explicitly demonstrates the central role of tropospheric cooling in mediating the atmospheric teleconnection from extratropical North Atlantic cooling. Diagnostic analyses are applied to the GCM simulation to infer teleconnection mechanisms. An analysis of top of atmosphere radiative flux changes diagnosed with a radiative kernel technique shows that extratropical North Atlantic cooling is augmented by a positive low cloud feedback and advected downstream, cooling Europe and North Africa. The cooling over North Africa is further amplified by a reduced greenhouse effect from decreased atmospheric specific humidity. A moisture budget analysis shows that the direct moisture effect and monsoon weakening, both tied to the ambient cooling and resulting circulation changes, and feedbacks by vertical circulation and evaporation augment the rainfall reduction. Cooling over the Tropical North Atlantic in response to the prescribed extratropical cooling also augments the Sahel drying. Taken together, they suggest a thermodynamic pathway for the teleconnection. The teleconnection may also be applicable to understanding the North Atlantic influence on Sahel rainfall over the twentieth century

Merging multiple precipitation sources for flash flood forecasting
We investigated the effectiveness of combining gauge observations and satellite-derived precipitation on flood forecasting. Two data merging processes were proposed: the first one assumes that the individual precipitation measurement is non-bias, while the second process assumes that each precipitation source is biased and both weighting factor and bias parameters are to be calculated. Best weighting factors as well as the bias parameters were calculated by minimizing the error of hourly runoff prediction over Wu-Tu watershed in Taiwan. To simulate the hydrologic response from various sources of rainfall sequences, in our experiment, a recurrent neural network (RNN) model was used. The results demonstrate that the merged method used in this study can efficiently combine the information from both rainfall sources to improve the accuracy of flood forecasting during typhoon periods. The contribution of satellite-based rainfall, being represented by the weighting factor, to the merging product, however, is highly related to the effectiveness of ground-based rainfall observation provided gauged. As the number of gauge observations in the basin is increased, the effectiveness of satellite-based observation to the merged rainfall is reduced. This is because the gauge measurements provide sufficient information for flood forecasting; as a result the improvements added on satellite-based rainfall are limited. This study provides a potential advantage for extending satellite-derived precipitation to those watersheds where gauge observations are limited. © 2007 Elsevier B.V. All rights reserved

These statements, made by the general who assigned the R.O.C. government to assume the task of the post-surrender administration of Formosa, and those of the high governmental officials of the leading Allied Powers not only demonstrate that the R.O.C. government has not acquired title to the island of Taiwan by occupation for the State of China, but also attest to the existence of a rule in international law that if title to a territory of the defeated State is to be changed after a war, then it must be achieved by a territorial treaty. ... Because the modern State is based on territory, China\u27s claim of sovereignty over Taiwan is necessarily predicated on its claim of title to the island of Taiwan. As analyzed herein, China never reacquired title to the island of Taiwan by any recognized means in international law: it did not acquire it under the Cairo Declaration; it did not acquire it by the Peace Treaty of San Francisco or any other treaty
