    Europe’s engagement with R2P in a transitional international order

    This chapter explores the EU’s engagement with the R2P principle and considers whether this can form an important aspect of its external engagement, including its international normative role. Our analysis focuses on two layers of concurrent normative contestation which problematize the EU’s role in this area: first, at the global level, and second, internally within the EU. In the first section, we introduce the theoretical context of global normative contestation around issues such as R2P, often associated with liberal, Western values. We set this against the background of the “normative power Europe” debate in international perspective in order to assess the EU’s role in promoting R2P globally, at a time when many argue that the EU’s normative authority is in decline and rising powers are increasingly resisting aspects of the liberal international order. The second section focuses on internal normative contestation processes taking place within the EU. Despite support for R2P among key European states, the collective internalization of R2P in Europe has been slow. The third section explores the EU’s potential to take a meaningful leadership role on R2P, despite the challenges identified within each of the two layers of contestation. We explore whether there is potential for the EU to speak with one voice on R2P-related issues, further to the 2013 European Parliament’s call for consensus. As a test, the response of the EU to the contemporary refugee “crisis” does not augur well either for European collective action around R2P, or in terms of normative credibility in global perspective. To conclude it asks: can the latest attempt of the EU to marshal a collective European response to the R2P initiative – after a decade of ambivalence – be successful, and what are the implications of this for the EU’s normative leadership globally

    This contribution examines the European Union's engagement with the R2P framework and showcases various examples of progress in support of R2P from the past 15 years. It also illustrates some lingering ambivalence within the EU towards the principle and the divisions which exist across the EU membership regarding some aspects of the R2P agenda, and in particular the role of military force in pursuit of human protection. With the EU currently facing a range of internal and global challenges, its ability to improve policy coherence across the broad range of programmes and activities in support of the R2P agenda, and its ability to shape norms internationally, remain uncertain

    Hydrophilic and lipophilic radiopharmaceuticals as tracers in pharmaceutical development: In vitro – In vivo studies

    BACKGROUND: Scintigraphic studies have been performed to assess the release, both in vitro and in vivo, of radiotracers from tablet formulations. Four different tracers with differing physicochemical characteristics have been evaluated to assess their suitability as models for drug delivery. METHODS: In-vitro disintegration and dissolution studies have been performed at pH 1, 4 and 7. In-vivo studies have been performed by scintigraphic imaging in healthy volunteers. Two hydrophilic tracers, ((99m)Tc-DTPA) and ((99m)Tc-MDP), and two lipophilic tracers, ((99m)Tc-ECD) and ((99m)Tc-MIBI), were used as drug models. RESULTS: Dissolution and disintegration profiles, differed depending on the drug model chosen. In vitro dissolution velocity constants indicated a probable retention of the radiotracer in the formulation. In vivo disintegration velocity constants showed important variability for each radiopharmaceutical. Pearson statistical test showed no correlation between in vitro drug release, and in vivo behaviour, for (99m)Tc-DTPA, (99m)Tc-ECD and (99m)Tc-MIBI. High correlation coefficients were found for (99m)Tc-MDP not only for in vitro dissolution and disintegration studies but also for in vivo scintigraphic studies. CONCLUSION: Scintigraphic studies have made a significant contribution to the development of drug delivery systems. It is essential, however, to choose the appropriate radiotracers as models of drug behaviour. This study has demonstrated significant differences in release patterns, depending on the model chosen. It is likely that each formulation would require the development of a specific model, rather than being able to use a generic drug model on the basis of its physicochemical characteristics

    Potential of a cyclone prototype spacer to improve in vitro dry powder delivery

The potential of two reverse flow cyclone prototypes as spacers for commercial carrierbased DPIs was investigated. Methods: CyclohalerÂź, AccuhalerÂź and EasyhalerÂź were tested with and without the spacers between 30-60 Lmin-1. Deposition of particles in the next generation impactor and within the devices was determined by high performance liquid chromatography. Results: Reduced induction port deposition of the emitted particles from the cyclones was observed due to the high retention of the drug within the spacers (e.g. salbutamol sulphate (SS): 67.89 ± 6.51 % at 30 Lmin-1 in Cheng 1). Fine particle fractions of aerosol as emitted from the cyclones were substantially higher than the DPIs alone. Moreover, the aerodynamic diameters of particles emitted from the cyclones were halved compared to the DPIs alone (e.g. SS from the CyclohalerÂź at 4 kPa: 1.08 ± 0.05 ÎŒm vs. 3.00 ± 0.12 ÎŒm, with and without Cheng 2, respectively) and unaltered with increased flow rates. Conclusion: This work has shown the potential of employing a cyclone spacer for commercial carrier-based DPIs to improve inhaled drug delivery.Peer reviewe

    Holographic chiral magnetic spiral

    We study the ground state of baryonic/axial matter at zero temperature chiral-symmetry broken phase under a large magnetic field, in the framework of holographic QCD by Sakai-Sugimoto. Our study is motivated by a recent proposal of chiral magnetic spiral phase that has been argued to be favored against previously studied phase of homogeneous distribution of axial/baryonic currents in terms of meson super-currents dictated by triangle anomalies in QCD. Our results provide an existence proof of chiral magnetic spiral in strong coupling regime via holography, at least for large axial chemical potentials, whereas we don't find the phenomenon in the case of purely baryonic chemical potential.Comment: 24 pages, 15 figure

    The Physiotherapy eSkills Training Online resource improves performance of practical skills: A controlled trial

    Background: E-learning is a common and popular mode of educational delivery, but little is known about its effectiveness in teaching practical skills. The aim of this study was to determine whether the Physiotherapy eSkills Training Online resource in addition to usual teaching improved the performance of practical skills in physiotherapy students. Method: This study was a non-randomised controlled trial. The participants were graduate entry physiotherapy students enrolled in consecutive semesters of a neurological physiotherapy unit of study. The experimental group received the Physiotherapy eSkills Training Online resource as well as usual teaching. The Physiotherapy eSkills Training Online resource is an online resource incorporating (i) video-clips of patient-therapist simulations; (ii) supportive text describing the aim, rationale, equipment, key points, common errors and methods of progression; and (iii) a downloadable PDF document incorporating the online text information and a still image of the video-clip for each practical skill. The control group received usual teaching only. The primary outcomes were the overall performance of practical skills as well as their individual components, measured using a practical examination. Results: The implementation of the Physiotherapy eSkills Training Online resource resulted in an increase of 1.6 out of 25 (95% CI -0.1 to 3.3) in the experimental group compared with the control group. In addition, the experimental group scored 0.5 points out of 4 (95% CI 0 to 1.1) higher than the control group for 'effectiveness of the practical skill' and 0.6 points out of 4 (95% CI 0.1 to 1.1) higher for 'rationale for the practical skill'. Conclusion: There was improvement in performance of practical skills in students who had access to the Physiotherapy eSkills Training Online resource in addition to usual teaching. Students considered the resource to be very useful for learning.7 page(s
