This book constitutes the refereed proceedings of the 11th IFIP WG 8.5 International Conference, EGOV 2012, held in Delft, The Netherlands, in September 2012. The 23 revised full papers presented were carefully reviewed and selected from more then 80 submissions. The papers are organized in topical sections on foundations; adoption and diffusion; open government and transformation; infrastructure and technology; evaluation; and citizen perspective, social inclusion, and social media.

Conceptualizing Smart Government: Interrelations and Reciprocities with Smart City

Smart government (SG) is an emerging topic, which increasingly attracts attention from scholars who work in public administration, political, and information sciences. Smart city (SC) on the other hand, is an emerging and multidisciplinary domain of study. It is not clear whether the two terms SG and SC co-exist or concern different domains that interrelate and interact. The aim of this paper is to investigate the term SG; to conceptualize it with components; to define the importance of these components to the SG with their relative strengths; and to clarify its relationship with the SC term. In this respect, this paper follows a multi-method approach: a comprehensive literature review to define and conceptualize the SG, and determine its components, and a Delphi study for validating the literature findings and for calculating the relative components' strengths. The SG definitions that are in literature have several weaknesses and the authors proposed a definition to the SG that overcomes them, while a model with three rings, three dimensions and 13 components conceptualizes it. The Delphi study showed that all the SG conceptual entities are useful, and highlighted that Citizens Engagement, Economic Growth, and Accountability are more important compared to the others, but it is hard to decide about the less important component. Third, the ICT Innovation entity appears to be the most important compared to emerging technologies and data. Finally, SC and SG are indeed related but, SC is proved to be a complimentary part of the broader SG term. © 2022 Association for Computing Machinery

A Conceptual Model for G2G Relationships

The model is based on a systematic literature review of published papers related to Government-to-Government (G2G) relationships. Through analysis of selected papers, we identified, classified, and organized factors that may impact relationships between government agencies. The proposed model may help government managers to improve their G2G policies

Stakeholder Salience Changes in an e-Government Implementation Project

In this article we discuss in what ways an e-government project can give both expected and unexpected effects for agency employees and their working tasks. The purpose of this article is to illustrate the fact that, besides the aim to increase agency efficiency and citizen benefit, e-government implementation might also change the salience of involved stakeholders. We do this by focusing on one stakeholder group which was reluctant and hesitating in the beginning of the studied project; marginalized, passive, easily convinced, and old-fashioned. After the e-government implementation, this group had turned to satisfied, proud, influential, active, powerful, and modern IT users. The case shows how stakeholder salience might change over time in an e-government project. Stakeholder influence aspects and IT driven change aspects are intertwined. This makes it necessary for any e-government project to address the notion of stakeholder involvement in decision-making during the development and implementation phases, but also to acknowledge e-services force to change how things and people are perceived during these phases
