    DETERMINATION OF THE GROUND-WATER LEVEL BY MODERN NON-DISTRUCTIVE METHODS (GPR TECHNOLOGY)

    Determination of the ground-water level by modern non-dis¬tructive methods (ground-penetrating radar technology). Ground Penetrating Radar (GPR) is now a well-accepted geophysical technique, which unfortunately in our country its less used. Historically, the development of GPR comes from the use of radio echosounding to determine ice thickness and it was only a short step to enlarge the domain of research such as permafrost, geological investigation (bedrock, sedimentology), environmental assessment and hydrogeophysical studies (under-ground water location, soil water content). The GPR method measures the travel time of electromagnetic impulses in subsurface materials. An impulse radar system radiates repetitive electromagnetic impulses into the soil. A bandwidth antenna is usually placed in close proximity and electromagnetic coupled to the ground surface. It detects and measures the depth of reflecting discontinuities in subsurface soils and other earth materials to within a few centimeters depending of antenna frequency. For over 30 years, GPR has been used extensively for hydropedological investigations.     Optical absorption in boron clusters B6_{6} and B6+_{6}^{+} : A first principles configuration interaction approach

    The linear optical absorption spectra in neutral boron cluster B6_{6} and cationic B6+_{6}^{+} are calculated using a first principles correlated electron approach. The geometries of several low-lying isomers of these clusters were optimized at the coupled-cluster singles doubles (CCSD) level of theory. With these optimized ground-state geometries, excited states of different isomers were computed using the singles configuration-interaction (SCI) approach. The many body wavefunctions of various excited states have been analysed and the nature of optical excitation involved are found to be of collective, plasmonic type.Comment: 22 pages, 38 figures.     Documenting First Nations Access to COVID Vaccines: A whole-population linked administrative data study.

    Objectives First Nations (FN) organizations worked with public health and governments to improve FN access to COVID-19 vaccines by prioritizing FN communities in vaccination initiatives. FN researchers and data scientists partnered to test whether these efforts were associated with increased access to COVID-19 vaccines among FN compared with all other Manitobans. Approach This retrospective cohort study linked whole-population administrative data from (i) the First Nations research file, (ii) COVID testing and vaccination data, and (iii) health and social services for sociodemographic data and information on potential confounders. Several public health policies were created to improve access to COVID vaccines among FN; we tested whether FN received their 1st and 2nd vaccines sooner than all other Manitobans (AOM) using restricted mean survival time models. We adjusted for sociodemographic characteristics, comorbidities, and whether FN lived on- or off-reserve. We conducted sex-specific and effect modification analyses to test whether associations differed by sex. Results Prioritizing FN to receive vaccines was associated with increased vaccine uptake compared with AOM. After adjusting for various confounders, FN received their first dose 15.5 (95% CI 14.9 – 16.0) days sooner than AOM and their second dose 13.9 (13.3 – 14.5) days sooner than AOM. Sex-stratified and subsequent effect modification analyses using interaction terms, found that differences were greater for males than for females: FN males received their first dose 18.1 (17.3 – 18.8) days sooner than AOM males and FN females received their first dose 12.9 (12.2 – 13.7) days sooner than AOM females. This pattern held for second doses as well. FN with comorbidities also received vaccines sooner than AOM with similar comorbidity levels 20.9 days (23.1 – 18.8) among those with 3+ comorbidities. Conclusion Partnerships between public health entities and FN organizations that respect FN community sovereignty were instrumental in supporting FN health and well-being during COVID-19. Policies and programs that prioritized FN people for vaccines improved uptake saving lives. This partnership-based COVID-19 response can provide a framework for future public health efforts

    Exceptional floods in the Prut basin, Romania, in the context of heavy rains in the summer of 2010

    The year 2010 was characterized by devastating flooding in central and eastern Europe, including Romania, the Czech Republic, Slovakia, and Bosnia-Herzegovina. This study focuses on floods that occurred during the summer of 2010 in the Prut River basin, which has a high percentage of hydrotechnical infrastructure. Strong floods occurred in eastern Romania on the Prut River, which borders the Republic of Moldova and Ukraine, and the Siret River. Atmospheric instability from 21 June to 1 July 2010 caused remarkable amounts of rain, with rates of 51.2 mm/50 min and 42.0 mm/30 min. In the middle Prut basin, there are numerous ponds that help mitigate floods as well as provide water for animals, irrigation, and so forth. The peak discharge of the Prut River during the summer of 2010 was 2310 m3 s−1 at the Rădăuţi-Prut gauging station. High discharges were also recorded on downstream tributaries, including the Baseu, Jijia, and Miletin. High discharges downstream occurred because of water from the middle basin and the backwater from the Danube (a historic discharge of 16 300 m3 s−1). The floods that occurred in the Prut basin in the summer of 2010 could not be controlled completely because the discharges far exceeded foreseen values

    The structures of neutral boron clusters, B11, B16, and B17, have been investigated using vibrational spectroscopy and ab initio calculations. Infrared absorption spectra in the wavelength range of 650 to 1550 cm-1 are obtained for the three neutral boron clusters from the enhancement of their near-threshold ionization efficiency at a fixed UV wavelength of 157 nm (7.87 eV) after resonant absorption of the tunable infrared photons. All three clusters, B11, B16, and B17, are found to possess planar or quasi-planar structures, similar to their corresponding anionic counterparts (Bn ⁻), whose global minima were found previously to be planar, using photoelectron spectroscopy and theoretical calculations. Only minor structural changes are observed between the neutral and the anionic species for these three boron cluster
