    This Catalog of Reports on Crustal Movements and Deformation is a structured bibliography of scientific papers on the movements of the Earth crust. The catalog summarizes by various subjects papers containing data on the movement of the Earth's surface due to tectonic processes. In preparing the catalog we have included studies of tectonic plate motions, spreading and convergence, microplate rotation, regional crustal deformation strain accumulation and deformations associated with the earthquake cycle, and fault motion. We have also included several papers dealing with models of tectonic plate motion and with crustal stress. Papers which discuss tectonic and geologic history but which do not present rates of movements or deformations and papers which are primarily theoretical analyses have been excluded from the catalog. An index of authors cross-referenced to their publications also appears in the catalog. The catalog covers articles appearing in reviewed technical journals during the years 1970-1981. Although there are citations from about twenty journals most of the items come from the following publications: Journal of Geophysical Research, Tectonophysics, Geological Society of America Bulletin of the Seismological Society of America, Nature, Science, Geophysical Journal of the Royal Astronomical Society, Earth and Planetary Science Letters, and Geology

    The COINS Sample - VLBA Identifications of Compact Symmetric Objects

    We present results of multifrequency polarimetric VLBA observations of 34 compact radio sources. The observations are part of a large survey undertaken to identify CSOs Observed in the Northern Sky (COINS). Compact Symmetric Objects (CSOs) are of particular interest in the study of the physics and evolution of active galaxies. Based on VLBI continuum surveys of ~2000 compact radio sources, we have defined a sample of 52 CSOs and CSO candidates. In this paper, we identify 18 previously known CSOs, and introduce 33 new CSO candidates. We present continuum images at several frequencies and, where possible, images of the polarized flux density and spectral index distributions for the 33 new candidates and one previously known but unconfirmed source. We find evidence to support the inclusion of 10 of these condidates into the class of CSOs. Thirteen candidates, including the previously unconfirmed source, have been ruled out. Eleven sources require further investigation. The addition of the 10 new confirmed CSOs increases the size of this class of objects by 50%.Comment: 24 pages, incl 8 figures.     Legal Challenges in Government Imposition of Water Conservation: The Kansas Example

    This article deals with legal challenges in conserving water in the United States, using Kansas as an example. The focus is on one aspect of American water allocation law—the extent to which a state can force reductions in pumping by holders of water rights. It explains the hybrid nature of water rights, which on the one hand are “real property rights,” and yet on the other hand they are viewed as rights only to use water and not to own the water itself. Because they are a kind of property right, they are protected by the fifth amendment to the U.S. Constitution against “takings” by the government without compensation. The question becomes: to what extent, then, can states demand reductions in pumping without having to pay compensation? The answer is difficult for both water right holders and government officials to predict. The law of groundwater rights in Kansas illustrates the problem. The article describes the Kansas law in the context of other states on this issue, including the historic changes in Kansas’ water law doctrines, water management under the appropriation doctrine, the public trust doctrine, groundwater management districts, and intensive groundwater use control areas, as well as recent attempts to foster voluntary actions by water right holders that avoid government imposition of restrictions. Questions remain in Kansas and elsewhere about where the line can be drawn, between acceptable government restrictions and unacceptable takings of property. Future drought caused by climate change will focus even more attention on this question

    Frequency-dependent polarizabilities of alkali atoms from ultraviolet through infrared spectral regions

    We present results of first-principles calculations of the frequency-dependent polarizabilities of all alkali atoms for light in the wavelength range 300-1600 nm, with particular attention to wavelengths of common infrared lasers. We parameterize our results so that they can be extended accurately to arbitrary wavelengths above 800 nm. This work is motivated by recent experiments involving simultaneous optical trapping of two different alkali species. Our data can be used to predict the oscillation frequencies of optically-trapped atoms, and particularly the ratios of frequencies of different species held in the same trap. We identify wavelengths at which two different alkali atoms have the same oscillation frequency.Comment: 6 pages, 2 figure
