The rational classification of links of codimension >2

Fix an integer m and a multi-index p = (p_1, ..., p_r) of integers p_i < m-2. The set of links of codimension > 2, with multi-index p, E(p, m), is the set of smooth isotopy classes of smooth embeddings of the disjoint union of the p_i-spheres into the m-sphere. Haefliger showed that E(p, m) is a finitely generated abelian group with respect to embedded connected summation and computed its rank in the case of knots, i.e. r=1. For r > 1 and for restrictions on p the rank of this group can be computed using results of Haefliger or Nezhinsky. Our main result determines the rank of the group E(p, m) in general. In particular we determine precisely when E(p,m) is finite. We also accomplish these tasks for framed links. Our proofs are based on the Haefliger exact sequence for groups of links and the theory of Lie algebras.Comment: 16 page

The topology of Stein fillable manifolds in high dimensions II

We continue our study of contact structures on manifolds of dimension at least five using complex surgery theory. We show that in each dimension 2q+1 > 3 there are 'maximal' almost contact manifolds to which there is a Stein cobordism from any other (2q+1)-dimensional contact manifold. We show that the product M x S^2 admits a weakly fillable contact structure provided M admits a weak symplectic filling. We also study the connection between Stein fillability and connected sums: we give examples of almost contact manifolds for which the connected sum is Stein fillable, while the components are not. Concerning obstructions to Stein fillings, we show that the (8k-1)-dimensional sphere has an almost contact structure which is not Stein fillable once k > 1. As a consequence we deduce that any highly connected almost contact (8k-1)-manifold (with k > 1) admits an almost contact structure which is not Stein fillable. The proofs rely on a new number-theoretic result about Bernoulli numbers.Comment: We corrected mistakes in the proofs of Lemma 2.9 and Corollary 2.10. This lead to an assumption being removed from the statement of Theorem 1.3. The paper is now published in Geometry and Topology. The appendix was written by Bernd C. Kellne

Analysis of public relations factors involved in the reopening of the airport, Newark, New Jersey, November 15, 1952.

Thesis (M.S.)--Boston UniversitySince its establishment in 1929, the Newark Airport has played a major role in the development of air transportation and has contributed immensely to the economy of the areas adjacent to it in particular, and of the nation in general. Its sudden closure, brought about by a succession of tragic accidents, raised a controversial issue: that its present location constituted a serious hazard to the safety and security of the people of the neighboring cities and towns and, therefore, it must be closed permanently or moved to another location. The group that sought the Airport’s closure constituted a small minority. Regardless of their number, however, they successfully swayed public opinion to their side. But their victory was short-lived when the Airport was ordered re-opened, not-withstand their objections. The re-opening was ordered by the New York Port Authorities, operators of the Airport. Naked Dishonesty: Misuse of a Social Security Number for an Otherwise Legal Purpose May Not Be a Crime Involving Moral Turpitude After All

This Comment questions whether the misuse of a Social Security number for an otherwise legal purpose is a crime involving moral turpitude. It begins with a history of moral turpitude and its initial connection to immigration law in the United States. Through a close analysis of misuse of a Social Security number for an otherwise legal purpose as a crime involving moral turpitude in modern cases, this Comment will examine the role of fraud and dishonesty in the question. The analysis reveals a critical distinction between crimes involving dishonesty and crimes involving fraud. This distinction shows that crimes involving naked dishonesty, that is, crimes that involve dishonesty but do not involve fraud, namely misuse of a Social Security number for an otherwise legal purpose, need not be classified as crimes involving moral turpitude under the law

CORPORATIONS, PARTNERSHIPS, AND ASSOCIATIONS Partnerships: Designate Qualification Requirements, Laws Governing, and Regulation Concerns for Foreign Limited Liability Partnerships

The Act provides guidelines for foreign limited liability partnerships transacting business in Georgia. The Act mandates certification with the Secretary of State as a means for providing service of process on foreign limited liability partnerships. Once a certificate is issued, a foreign limited liability partnership is authorized to transact business in Georgia. In addition, the Act requires appointment of a registered agent who may accept service of process on behalf of the foreign limited liability partnership. The Act also provides a list of activities that do not constitute transacting business in Georgia; however, the list is not intended to be exhaustive. Any foreign limited liability partnership that is not authorized to transact business in Georgia is also prohibited from maintaining any action, suit, or proceeding in a Georgia court

Preparation and characterization of Staphylococcal protein A adsorbents for high performance affinity chromatography

Many aspects of the application of High Performance Affinity Chromatography (HPAC) to bioanalysis are addressed. The initial study demonstrates the quantitative determination of IgG from serum using HPAC. Columns were prepared by immobilizing Protein A from Staphylococcus aureus on 10 m diol-bonded silica. Immunoglobulin (Ig)-containing samples were injected into the column at pH 7 and the non-retained components eluted. The retained proteins were then eluted by a step change to pH 3. The retention characteristics of the Protein A column were studied with the chromatography of IgG, IgA, and IgM as well as electrophoresis and Ouchterlony diffusion of retained and non-retained serum fractions. Retention of IgG1, IgG2 and some IgA was shown. IgM, some IgA and albumin were not retained. Analysis of reference serum without pretreatment was performed using IgG standards. Good agreement was observed between the IgG concentrations measured by this method and by radial immunodiffusion; In the second investigation, the immobilization and activity of protein ligands on silica supports were studied. The activation of diol-bonded silica with 1,1[superscript]\u27-carbonyldiimidazole and the coupling of protein ligands were examined as a function of activation conditions, coupling time, buffer, salt and pH. Coupling yields for small amines and for several proteins were found to be relatively insensitive to buffer and pH over the range from 4 to 8. The effect of immobilization on ligand activity was random; The dissociation of IgG from immobilized Protein A was examined in the final study. For this work the Peak Decay (PD) kinetic model was used. The derivation and a computer simulation of the model are reviewed. The application of the computer simulation for the estimation of the chromatographic parameters required to produce the PD effect is demonstrated. Using the PD model, the native dissociation rate was found to be 0.008 sec[superscript]-1. Low pH denaturing elution was also studied with the model. A dissociation rate of 1.2 sec[superscript]-1 was observed. The activation parameters of both the naturing and denaturing dissociation processes were determined. The suitability of the PD model for the study of protein-protein interactions as well as high affinity biocomplexes (K[subscript] eq \u3c 10[superscript]6) is indicated

This is a summary of a study of the Federal College v. Work-Study Program (CWSP) which was completed early in 1977. The purpose of the project was to analyze the implementation of the Work-Study program since 19fi5 by the 48 institutions which comprise the Association. of American Universities (AAU). The article addresses. the ways in which these 24 private and 24 public universities have established this student assistance policy and considers some of the implications for universities and particularly for graduate students
