Fourier analysis of wave turbulence in a thin elastic plate
The spatio-temporal dynamics of the deformation of a vibrated plate is
measured by a high speed Fourier transform profilometry technique. The
space-time Fourier spectrum is analyzed. It displays a behavior consistent with
the premises of the Weak Turbulence theory. A isotropic continuous spectrum of
waves is excited with a non linear dispersion relation slightly shifted from
the linear dispersion relation. The spectral width of the dispersion relation
is also measured. The non linearity of this system is weak as expected from the
theory. Finite size effects are discussed. Despite a qualitative agreement with
the theory, a quantitative mismatch is observed which origin may be due to the
dissipation that ultimately absorbs the energy flux of the Kolmogorov-Zakharov

GBM Observations of V404 Cyg During its 2015 Outburst
V404 Cygni was discovered in 1989 by the X-ray satellite during its
only previously observed X-ray outburst and soon after confirmed as a black
hole binary. On June 15, 2015, the Gamma Ray Burst Monitor (GBM) triggered on a
new outburst of V404 Cygni. We present 13 days of GBM observations of this
outburst including Earth occultation flux measurements, spectral and temporal
analysis. The Earth occultation fluxes reached 30 Crab with detected emission
to 100 keV and determined, via hardness ratios, that the source was in a hard
state. At high luminosity, spectral analysis between 8 and 300 keV showed that
the electron temperature decreased with increasing luminosity. This is expected
if the protons and electrons are in thermal equilibrium during an outburst with
the electrons cooled by the Compton scattering of softer seed photons from the
disk. However, the implied seed photon temperatures are unusually high,
suggesting a contribution from another source, such as the jet. No evidence of
state transitions is seen during this time period. The temporal analysis
reveals power spectra that can be modeled with two or three strong, broad
Lorentzians, similar to the power spectra of black hole binaries in their hard
state
Very High Energy Gamma-Ray Emission from the Blazar Markarian 421
Very high energy gamma-ray emission from the BL Lac object Markarian 421 has
been detected over three observing seasons on 59 nights between April 1992 and
June 1994 with the Whipple 10-meter imaging Cherenkov telescope. During its
initial detection in 1992, its flux above 500 GeV was
1.610photons cm s. Observations in 1993 confirmed
this level of emission. For observations made between December 1993 and April
1994, its intensity was a factor of 2.20.5 lower. Observations on 14 and
15 May, 1994 showed an increase over this quiescent level by a factor of
10 (Kerrick et al. 1995). This strong outburst suggests that 4 episodes
of increased flux measurements on similar time scales in 1992 and 1994 may be
attributed to somewhat weaker outbursts. The variability of the TeV gamma-ray
emission from Markarian 421 stands in contrast to EGRET observations (Lin et
al. 1994) which show no evidence for variability.Comment: gzip compressed tar file including LaTeX text and 4 postscript

Fitness voter model: damped oscillations and anomalous consensus
We study the dynamics of opinion formation in a heterogeneous voter model on a complete graph, in which each agent is endowed with an integer fitness parameter k≥0, in addition to its + or - opinion state. The evolution of the distribution of k-values and the opinion dynamics are coupled together, so as to allow the system to dynamically develop heterogeneity and memory in a simple way. When two agents with different opinions interact, their k-values are compared, and with probability p the agent with the lower value adopts the opinion of the one with the higher value, while with probability 1-p the opposite happens. The agent that keeps its opinion (winning agent) increments its k-value by one. We study the dynamics of the system in the entire 0≤p≤1 range and compare with the case p=1/2, in which opinions are decoupled from the k-values and the dynamics is equivalent to that of the standard voter model. When 0≤p<1/2, agents with higher k-values are less persuasive, and the system approaches exponentially fast to the consensus state of the initial majority opinion. The mean consensus time Ï„ appears to grow logarithmically with the number of agents N, and it is greatly decreased relative to the linear behavior τ∼N found in the standard voter model. When 1/2<p≤1, agents with higher k-values are more persuasive, and the system initially relaxes to a state with an even coexistence of opinions, but eventually reaches consensus by finite-size fluctuations. The approach to the coexistence state is monotonic for 1/2<p<po≃0.8, while for po≤p≤1 there are damped oscillations around the coexistence value. The final approach to coexistence is approximately a power law t-b(p) in both regimes, where the exponent b increases with p. Also, Ï„ increases respect to the standard voter model, although it still scales linearly with N. The p=1 case is special, with a relaxation to coexistence that scales as t-2.73 and a consensus time that scales as τ∼Nβ, with β≃1.45.Instituto de FÃsica de LÃquidos y Sistemas Biológico

The WESPAS survey program is the consolidation of two existing survey programs carried out by FEAS. The Malin Shelf herring acoustic survey has been carried out annually since 2008 and reports on the annual abundance of summer feeding aggregations of herring to the west of Scotland and to the north and west of Ireland from 54°N to 58°30’N. The boarfish survey was carried out from 2011 using a chartered fishing vessel and reports on the abundance of spawning aggregations of boarfish from 47°N to 57°N. In 2016 both surveys were combined and carried out onboard the RV Celtic Explorer over a 42 day period providing synoptic coverage of shelf waters from 47°N northwards to 58°30’N
The Fourth BATSE Gamma-Ray Burst Catalog (Revised)
The Burst and Transient Source Experiment (BATSE) on the Compton Gamma Ray
Observatory (CGRO) has triggered on 1637 cosmic gamma-ray bursts between 1991
April 19 and 1996 August 29. These events constitute the Fourth BATSE burst
catalog. The current version (4Br) has been revised from the version first
circulated on CD-ROM in September 1997 (4B) to include improved locations for a
subset of bursts that have been reprocssed using additional data. A significant
difference from previous BATSE catalogs is the inclusion of bursts from periods
when the trigger energy range differed from the nominal 50-300 keV. We present
tables of the burst occurrence times, locations, peak fluxes, fluences, and
durations. In general, results from previous BATSE catalogs are confirmed here
