The ambivalent shadow of the pre-Wilsonian rise of international law

The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a “moralistic legalistic approach to international relations” remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of “international relations” to the “moralistic legalistic approach to international relation

An Exploration of Some Pitfalls of Thematic Map Assessment Using the New Map Tools Resource

A variety of metrics are commonly employed by map producers and users to assess and compare thematic maps’ quality, but their use and interpretation is inconsistent. This problem is exacerbated by a shortage of tools to allow easy calculation and comparison of metrics from different maps or as a map’s legend is changed. In this paper, we introduce a new website and a collection of R functions to facilitate map assessment. We apply these tools to illustrate some pitfalls of error metrics and point out existing and newly developed solutions to them. Some of these problems have been previously noted, but all of them are under-appreciated and persist in published literature. We show that binary and categorical metrics, including information about true-negative classifications, are inflated for rare categories, and more robust alternatives should be chosen. Most metrics are useful to compare maps only if their legends are identical. We also demonstrate that combining land-cover classes has the often-neglected consequence of apparent improvement, particularly if the combined classes are easily confused (e.g., different forest types). However, we show that the average mutual information (AMI) of a map is relatively robust to combining classes, and reflects the information that is lost in this process; we also introduce a modified AMI metric that credits only correct classifications. Finally, we introduce a method of evaluating statistical differences in the information content of competing maps, and show that this method is an improvement over other methods in more common use. Dynamics of cosmic strings and springs; a covariant formulation

A general family of charge-current carrying cosmic string models is investigated. In the special case of circular configurations in arbitrary axially symmetric gravitational and electromagnetic backgrounds the dynamics is determined by simple point particle Hamiltonians. A certain "duality" transformation relates our results to previous ones, obtained by Carter et. al., for an infinitely long open stationary string in an arbitrary stationary background.Comment: 11 pages, Latex, Nordita preprint 93/28

Cropland Capture – A Game for Improving Global Cropland Maps

Current satellite-derived global land-cover products, which are crucial for many modelling and monitoring applications, show large disagreements when compared with each another. To help improve global land cover (in particular the cropland class), we developed a game called Cropland Capture. This is a simple cross-platform game for collecting image classifications that will be used to develop and validate global cropland maps in the future. In this paper, we describe the game design of Cropland Capture in detail, including aspects such as simplicity,efficiency in data collection and what mechanisms were implemented to ensure data quality.We also discuss the impact of incentives on attracting and sustaining players in the game

LACO-WIKI: an open access online portal for land cover validation

The LACO-Wiki tool represents an open access, online portal that offers standardized land cover validation at local to global scales. LACO-Wiki integrates the LACOVAL prototype for land cover validation and the Geo-Wiki system for visualization, validation and crowdsourcing of land cover. This paper presents a conceptual overview of the LACO-Wiki system and describes the main validation workflow, in which the user uploads the map for validation, creates a validation sample, carries out the sample interpretation and generates a report detailing the accuracy assessment. In addition to a land cover validation tool, LACO-Wiki is also intended to become an open access repository for calibration and validation data that can be used by the land monitoring community to improve future land cover products

The response of a neutral atom to a strong laser field probed by transient absorption near the ionisation threshold

We present transient absorption spectra of an extreme ultraviolet attosecond pulse train in helium dressed by an 800 nm laser field with intensity ranging from $2times10^{12}$ W/cm$^2$ to $2times10^{14}$ W/cm$^2$. The energy range probed spans 16-42 eV, straddling the first ionisation energy of helium (24.59 eV). By changing the relative polarisation of the dressing field with respect to the attosecond pulse train polarisation we observe a large change in the modulation of the absorption reflecting the vectorial response to the dressing field. With parallel polarized dressing and probing fields, we observe significant modulations with periods of one half and one quarter of the dressing field period. With perpendicularly polarized dressing and probing fields, the modulations of the harmonics above the ionisation threshold are significantly suppressed. A full-dimensionality solution of the single-atom time-dependent Schr odinger equation obtained using the recently developed ab-initio time-dependent B-spline ADC method reproduce some of our observations

The Chagos Islands cases: the empire strikes back

Good governance requires the accommodation of multiple interests in the cause of decision making. However, undue regard for particular sectional interests can take their toll upon public faith in government administration. Historically, broad conceptions of the good of the commonwealth were employed to outweigh the interests of groups that resisted colonisation. In the decision making of the British Empire, the standard approach for justifying the marginalisation of the interests of colonised groups was that they were uncivilised and that particular hardships were the price to be paid for bringing to them the imperial dividend of industrial society. It is widely assumed that with the dismantling of the British Empire, such impulses and their accompanying jurisprudence became a thing of the past. Even as decolonisation proceeded apace after the Second World War, however, the United Kingdom maintained control of strategically important islands with a view towards sustaining its global role. In an infamous example from this twilight period of empire, in the 1960s imperial interests were used to justify the expulsion of the Chagos islanders from the British Indian Ocean Territory (BIOT). Into the twenty-first century, this forced elision of the UK’s interests with the imperial “common good” continues to take centre stage in courtroom battles over the islanders’ rights, being cited before domestic and international tribunals in order to maintain the Chagossians’ exclusion from their homeland. This article considers the new jurisprudence of imperialism which has emerged in a string of decisions which have continued to marginalise the Chagossians’ interests
