    Parkinson's Law Quantified: Three Investigations on Bureaucratic Inefficiency

    We formulate three famous, descriptive essays of C.N. Parkinson on bureaucratic inefficiency in a quantifiable and dynamical socio-physical framework. In the first model we show how the use of recent opinion formation models for small groups can be used to understand Parkinson's observation that decision making bodies such as cabinets or boards become highly inefficient once their size exceeds a critical 'Coefficient of Inefficiency', typically around 20. A second observation of Parkinson - which is sometimes referred to as Parkinson's Law - is that the growth of bureaucratic or administrative bodies usually goes hand in hand with a drastic decrease of its overall efficiency. In our second model we view a bureaucratic body as a system of a flow of workers, which enter, become promoted to various internal levels within the system over time, and leave the system after having served for a certain time. Promotion usually is associated with an increase of subordinates. Within the proposed model it becomes possible to work out the phase diagram under which conditions bureaucratic growth can be confined. In our last model we assign individual efficiency curves to workers throughout their life in administration, and compute the optimum time to send them to old age pension, in order to ensure a maximum of efficiency within the body - in Parkinson's words we compute the 'Pension Point'.Comment: 15 pages, 5 figure

    Opinion Formation in Laggard Societies

    We introduce a statistical physics model for opinion dynamics on random networks where agents adopt the opinion held by the majority of their direct neighbors only if the fraction of these neighbors exceeds a certain threshold, p_u. We find a transition from total final consensus to a mixed phase where opinions coexist amongst the agents. The relevant parameters are the relative sizes in the initial opinion distribution within the population and the connectivity of the underlying network. As the order parameter we define the asymptotic state of opinions. In the phase diagram we find regions of total consensus and a mixed phase. As the 'laggard parameter' p_u increases the regions of consensus shrink. In addition we introduce rewiring of the underlying network during the opinion formation process and discuss the resulting consequences in the phase diagram.Comment: 5 pages, eps fig

    NGC 5548: THE AGN ENERGY BUDGET PROBLEM AND THE GEOMETRY OF THE BROAD-LINE REGION AND TORUS

    We consider in detail the spectral energy distribution (SED) and multi-wavelength variability of NGC 5548. Comparison with the SEDs of other AGNs implies that the internal reddening of NGC 5548 is E(B-V) = 0.17 mag. The extinction curve is consistent with the mean curve of other AGNs found by Gaskell & Benker, but inconsistent with an SMC-type reddening curve. Because most IR emission originates exterior to the broad-line region (BLR), the SED seen by the inner BLR is different from that seen by the outer BLR and from the earth. The most likely BLR covering factor is ~ 40% and it is not possible to get an overall BLR covering factor of less than 20%. This requires that the BLR is not spherically symmetric and that we are viewing through a hole. Line-continuum variability transfer functions are consistent with this geometry. The covering factor and geometry imply that near the equatorial plane the BLR covering approaches 100%. The spectrum seen by the outer regions of the BLR and by the torus is thus modified by the absorption in the inner BLR. This shielding solves the problem of observed BLR ionization stratification being much greater than implied by photoionization models. The BLR obscuration also removes the problem of the torus covering factor being greater than the BLR covering factor, and gives consistency with the observed fraction of obscured AGNs. The flux reduction at the torus also reduces the problem of AGN dust-reverberation lags giving sizes smaller than the dust-sublimation radii

    Differential regulation of local mRNA dynamics and translation following long-term potentiation and depression

    Decades of work have demonstrated that messenger RNAs (mRNAs) are localized and translated within neuronal dendrites and axons to provide proteins for remodeling and maintaining growth cones or synapses. It remains unknown, however, whether specific forms of plasticity differentially regulate the dynamics and translation of individual mRNA species. To address this, we targeted three individual synaptically localized mRNAs, CamkIIa, β-actin, Psd95, and used molecular beacons to track endogenous mRNA movements. We used reporters and CRISPR/Cas9 gene editing to track mRNA translation in cultured neurons. We found alterations in mRNA dynamic properties occurred during two forms of synaptic plasticity, long-term potentiation (cLTP) and depression (mGluR-LTD). Changes in mRNA dynamics following either form of plasticity resulted in an enrichment of mRNA in the vicinity of dendritic spines. Both the reporters and tagging of endogenous proteins revealed the transcript-specific stimulation of protein synthesis following cLTP or mGluR-LTD. As such, the plasticity-induced enrichment of mRNA near synapses could be uncoupled from its translational status. The enrichment of mRNA in the proximity of spines allows for localized signaling pathways to decode plasticity milieus and stimulate a specific translational profile, resulting in a customized remodeling of the synaptic proteome

    Parameterized Post-Newtonian coefficients for Brans-Dicke gravity with d+1 dimensions

    We present calculations of Post-Newtonian parameters for Brans-Dicke tensor-scalar gravity in an arbitrary number of compact extra dimensions in both the Jordan and Einstein conformal frames. We find that the parameter gamma, which measures the amount of spacetime curvature per unit mass, becomes a function of omega, the coefficient of the scalar kinetic term in the Brans-Dicke Lagrangian. Experiment has placed strong constraints on gamma which require that omega become negative in the Jordan frame for any number of extra dimensions, highlighting that this formulation is not physical. We also confirm the well-known result that a compact extra dimension can be equivalently viewed as a massless scalar `dilaton.' In the Einstein frame, we find that the behavior of gamma as constrained by experiment replicates that which is predicted by string theory.Comment: 9 pages, accepted in Classical and Quantum Gravit

    Regular black holes in an asymptotically de Sitter universe

    A regular solution of the system of coupled equations of the nonlinear electrodynamics and gravity describing static and spherically-symmetric black holes in an asymptotically de Sitter universe is constructed and analyzed. Special emphasis is put on the degenerate configurations (when at least two horizons coincide) and their near horizon geometry. It is explicitly demonstrated that approximating the metric potentials in the region between the horizons by simple functions and making use of a limiting procedure one obtains the solutions constructed from maximally symmetric subspaces with different absolute values of radii. Topologically they are AdS2×S2AdS_{2}\times S^{2} for the cold black hole, dS2×S2dS_{2}\times S^{2} when the event and cosmological horizon coincide, and the Pleba\'nski- Hacyan solution for the ultraextremal black hole.     Variability of Active Galactic Nuclei from the Optical to X-ray Regions

    Some progress in understanding AGN variability is reviewed. Reprocessing of X-ray radiation to produce significant amounts of longer-wavelength continua seems to be ruled out. In some objects where there has been correlated X-ray and optical variability, the amplitude of the optical variability has exceeded the amplitude of X-ray variability. We suggest that accelerated particles striking material could be linking X-ray and optical variability (as in activity in the solar chromosphere). Beaming effects could be significant in all types of AGN. The diversity in optical/X-ray relationships at different times in the same object, and between different objects, might be explained by changes in geometry and directions of motion relative to our line of sight. Linear shot-noise models of the variability are ruled out; instead there must be large-scale organization of variability. Variability occurs on light-crossing timescales rather than viscous timescales and this probably rules out the standard Shakura-Sunyaev accretion disk. Radio-loud and radio-quiet AGNs have similar continuum shapes and similar variability properties. This suggests similar continuum origins and variability mechanisms.     Improving the informational continuity of care in diabetes mellitus treatment with a nationwide Shared EHR system: Estimates from Austrian claims data

    Purpose Shared Electronic Health Record (EHR) systems, which provide a health information exchange (HIE) within a community of care, were found to be a key enabler of informational continuity of diabetes mellitus (DM) care. Quantitative analyses of the actual contribution of Shared EHR systems to informational continuity of care are rare. The goal of this study was to quantitatively analyze (i) the degree of fragmentation of DM care in Austria as an indicator for the need for HIE, and (ii) the quantity of information (i.e. number of documents) from Austrian DM patients that would be made available by a nationwide Shared EHR system for HIE. Methods Our analyses are based on social security claims data of 7.9 million Austrians from 2006 and 2007. DM patients were identified through medication data and inpatient diagnoses. The degree of fragmentation was determined by the number of different healthcare providers per patient. The amount of information that would be made available by a nationwide Shared EHR system was estimated by the number of documents that would have been available to a healthcare provider if he had access to information on the patient’s visits to any of the other healthcare providers. As a reference value we determined the number of locally available documents that would have originated from the patient’s visits to the healthcare provider himself. We performed our analysis for two types of systems: (i) a “comprehensive” Shared EHR system (SEHRS), where each visit of a patient results in a single document (progress note), and (ii) the Austrian ELGA system, which allows four specific document types to be shared. Results 391,630 DM patients were identified, corresponding to 4.7% of the Austrian population. More than 90% of the patients received health services from more than one healthcare provider in one year. Both, the SEHRS as well as ELGA would have multiplied the available information during a patient visit in comparison to an isolated local EHR system; the median ratio of external to local medical documents was between 1:1 for a typical visit at a primary care provider (SEHRS as well as ELGA) and 39:1 (SEHRS) respectively 28:1 (ELGA) for a typical visit at a hospital. Conclusions Due to the high degree of care fragmentation, there is an obvious need for HIE for Austrian DM patients. Both, the SEHRS as well as ELGA could provide a substantial contribution to informational continuity of care in Austrian DM treatment. Hospitals and specialists would have gained the most amount of external information, primary care providers and pharmacies would have at least doubled their available information. Despite being the most important potential feeders of a national Shared EHR system according to our analysis, primary care providers will not tap their full corresponding potential under the current implementation scenario of ELGA

    Effect of a chitosan additive to a Sn2+-containing toothpaste on its anti-erosive/anti-abrasive efficacy—a controlled randomised in situ trial

    Objectives: It is well known that Sn2+ is a notable anti-erosive agent. There are indications that biopolymers such as chitosan can enhance the effect of Sn2+, at least in vitro. However, little information exists about their anti-erosive/anti-abrasive in situ effects. In the present in situ study, the efficacy of Sn2+-containing toothpastes in the presence or absence of chitosan was tested. Methods: Ten subjects participated in the randomised crossover study, wearing mandibular appliances with human enamel specimens. Specimens were extraorally demineralised (7days, 0.5% citric acid, pH 2.6; 6 × 2min/day) and intraorally exposed to toothpaste suspensions (2 × 2min/day). Within the suspension immersion time, one half of the specimens were additionally brushed intraorally with a powered toothbrush (5s, 2.5N). Tested preparations were a placebo toothpaste (negative control), two experimental toothpastes (F/Sn = 1,400ppm F−, 3,500ppm Sn2+; F/Sn/chitosan = 1,400ppm F−, 3,500ppm Sn2+, 0.5% chitosan) and an SnF2-containing gel (positive control, GelKam = 3,000ppm Sn2+, 1,000ppm F−). Substance loss was quantified profilometrically (μm). Results: In the placebo group, tissue loss was 11.2 ± 4.6 (immersion in suspension) and 17.7 ± 4.7 (immersion in suspension + brushing). Immersion in each Sn2+-containing suspension significantly reduced tissue loss (p ≤ 0.01); after immersion in suspension + brushing, only the treatments with GelKam (5.4 ± 5.5) and with F/Sn/chitosan (9.6 ± 5.6) significantly reduced loss [both p ≤ 0.05 compared to placebo; F/Sn 12.8 ± 6.4 (not significant)] Conclusion: Chitosan enhanced the efficacy of the Sn2+-containing toothpaste as an anti-erosive/anti-abrasive agent. Clinical relevance: The use of Sn2+- and chitosan-containing toothpaste is a good option for symptomatic therapy in patients with regular acid impacts
