High Percentages of Reclaimed Asphalt Affect the Performance of Asphalt Binder
More than 90 percent of the road and highway network in the United States is paved with asphalt concrete. Maintenance and periodic rehabilitation require a continuous supply of aggregates and asphalt binder, both of which are becoming increasingly scarce and expensive. Recycling and reusing these resources can reduce costs and improve sustainability. The most common recyclable material used in road construction is reclaimed asphalt pavement (RAP), which is milled asphalt surface layers that have been removed from existing pavements before new asphalt overlay is placed. Reclaimed asphalt roofing shingles (RAS) are another potential source of asphalt binder.There is growing interest in allowing significantly higher percentages of RAP and RAS in asphalt mixes used on state and local roadways. However, making this change has raised concerns regarding how these composite binders may influence the performance and durability of asphalt mixes, depending on the blends of different virgin and reused binders. Researchers at the UC Pavement Research Center investigated the use of higher percentages of RAP and RAS as a partial replacement for the virgin binder in new asphalt mixes and their effect on pavement performance in California. Reducing GHGs from UK Households â An Examination of Local AuthorityâLevel Data
As the threat of irreversible climate change has increased over time, the UK has focused on reducing its carbon emission levels. International treaties such as the Kyoto Protocol have informed national targets, directing the UK in reducing its climate impact. In order to achieve this an understanding of the factors that affect carbon emission reductions is vital. Identifying what dictates the success of UK local authorities in reducing their carbon emissions addresses this problem. The research uses secondary data regarding local authoritiesâ carbon emissions and regression analyses to explore the key factors affecting domestic emission levels over time. The research goes into further detail than existing literature through exploring sources of emissions across different sectors and analysing emissions reductions specifically between 2005-2016. Substantial and relatively consistent domestic emissions reductions were achieved in this time frame, exceeding the reductions provided by decarbonisation of the electricity grid. Standard deviations of 3% were observed in this sector, compared with 12% from Industrial & Commercial emissions. While population density demonstrated a statistically significant correlation with domestic GHG reductions, gross disposable household income was not found to be significant; however, it is a relevant indicator of total emissions levels in 2016. Through identifying these factors, suggestions to local government are made such as the implementation of region-specific strategies, tailoring these to the exact characteristics of a local authority. Fine-structure in the nonthermal X-ray emission of SNR RX J1713.7-3946 revealed by Chandra
We present morphological and spectroscopic studies of the northwest rim of
the supernova remnant RX J1713.7-3946 based on observations by the Chandra
X-ray observatory. We found a complex network of nonthermal (synchrotron) X-ray
filaments, as well as a 'void' type structure -- a dim region of a circular
shape -- in the northwest rim. It is remarkable that despite distinct
brightness variations, the X-ray spectra everywhere in this region can be well
fitted with a power-law model with photon index around 2.3. We briefly discuss
some implications of these results and argue that the resolved X-ray features
in the northwest rim may challenge the perceptions of standard (diffusive
shock-acceleration) models concerning the production, propagation and radiation

Greenhouse Gas Reduction Opportunities for Local Governments: A Quantification and Prioritization Framework
Local governments have steadily increased their initiative to address global climate change, and many present their proposed strategies through climate action plans (CAPs). This study conducts a literature review on current local approaches to greenhouse gas (GHG) reduction strategies by assessing CAPs in California and presents common strategies in the transportation sector along with useful tools. One identified limitation of many CAPs is the omission of quantitative economic cost and emissions data for decision-making on the basis of cost-effectiveness. Therefore, this study proposes a framework for comparing strategies based on their life cycle emissions mitigation potential and costs. The results data can be presented in a marginal abatement cost curve (MACC) to allow for side-by-side comparison of considered strategies. Researchers partnered with Yolo and Unincorporated Los Angeles Counties to analyze 7 strategies in the transportation and energy sectors (five and two, respectively). A MACC was subsequently developed for each county. Applying the life cycle approach revealed strategies that had net cost savings over their life cycle, indicating there are opportunities for reducing emissions and costs. The MACC also revealed that some emissions reduction strategies in fact increased emissions on a life cycle basis. Applying the MACC framework to two case study jurisdictions illustrated both the feasibility and challenges of including quantitative analysis in their decision-making process. An additional barrier to using the MACC framework in the context of CAPs, is the mismatch between a life cycle and annual accounting basis for GHG emissions. Future work could explore more efficient data collection, alternative scopes of emissions for reporting, and environmental justice concerns.View the NCST Project Webpag
The ontogenesis of narrative : from moving to meaning
Narrative, the creation of imaginative projects and experiences displayed in expressions of movement and voice, is how human cooperative understanding grows. Human understanding places the character and qualities of objects and events of interest within stories that portray intentions, feelings, and ambitions, and how one cares about them. Understanding the development of narrative is therefore essential for understanding the development of human intelligence, but its early origins are obscure. We identify the origins of narrative in the innate sensorimotor intelligence of a hypermobile human body and trace the ontogenesis of narrative form from its earliest expression in movement. Intelligent planning, with self-awareness, is evident in the gestures and motor expressions of the mid-gestation foetus. After birth, single intentions become serially organised into projects with increasingly ambitious distal goals and social meaning. The infant imitates othersâ actions in shared tasks, learns conventional cultural practices, and adapts his own inventions, then names topics of interest. Through every stage, in simple intentions of foetal movement, in social imitations of the neonate, in early proto-conversations and collaborative play of infants and talk of children and adults, the narrative form of creative agency with it four-part structure of âintroductionâ, âdevelopmentâ, âclimaxâ and âresolutionâ is present. We conclude that shared rituals of culture and practical techniques develop from a fundamental psycho-motor structure with its basic, vital impulses for action and generative process of thought-in-action that express an integrated, imaginative and sociable Self. This basic structure is evident before birth and invariant in form throughout life. Serial organisation of single, non-verbal actions into complex projects of expressive and explorative sense-making become conventional meanings and explanations with propositional narrative power. Understanding the root of narrative in embodied meaning-making in this way is important for practical work in therapy and education, and for advancing philosophy and neuroscience
Social and emotional development in nurture groups : the narrative structure of learning through companionship
This paper provides insight into the intersubjective nature of the nurture group experience for children in the early stages of primary school. The study investigates the psychological processes involved in the socio-emotional development of children in nurture groups and considers how they participate and make meaning through the relationships they build in the groups. A theory of narrative meaning-making guides the understanding of the ways in which children make sense of their nurture group experience and provides a methodological tool to explore this experience. Over one school year, the childrenâs interconnectedness with others is measured through their levels of involvement and participatory engagement with people and experiences in the nurture group. Patterns of embodied narrative engagement are studied to provide a âpictureâ of the childâs lived experience, and its development over time
Health State Utility Values for Age-Related Macular Degeneration: Review and Advice
Health state utility values are a major source of uncertainty in economic evaluations of interventions for age-related macular degeneration (AMD). This review identifies and critiques published utility values and methods for eliciting de novo utility values in AMD. We describe how utility values have been used in healthcare decision making and provide guidance on the choice of utility values for future economic evaluations for AMD. Literature was searched using PubMed, and health technology assessments (HTA) were searched using HTA agency websites to identify articles reporting utility values or approaches to derive utility values in AMD and articles applying utilities for use in healthcare decision making relating to treatments for AMD. A total of 70 studies qualified for data extraction, 22 of which were classified as containing utility values and/or elicitation methods, and 48 were classified as using utility values in decision making. A large number of studies have elicited utility values for AMD, although those applied to decision making have focused on a few of these. There is an appreciation of the challenges in the measurement and valuation of health states, with recent studies addressing challenges such as the insensitivity of generic health-related quality of life (HRQoL) questionnaires and utility in the worse-seeing eye. We would encourage careful consideration when choosing utility values in decision making and an explicit critique of their applicability to the decision problem
Functional Analysis of the Role of Toxin-Antitoxin (TA) Loci in Bacterial Persistence.

Here, we describe the procedure for cloning recombinant TA genes into inducible plasmids and expressing these in E. coli. Following expression, toxicity, resuscitation of growth, and changes in persister cell formation are assayed. This can confirm whether predicted TA loci are active in E. coli and whether expression can affect persister cell formation
