    Um dos elementos centrais que tem acompanhado as ocorrências do Covid-19 tem a ver com o suposto alargamento da responsabilidade pública a todos os cidadãos, com o objetivo de evitar a difusão do contágio. Com base na teoria da responsabilidade de Jonas, o estudo aqui apresentado proporciona uma reflexão filosófica em volta das possíveis mudanças no relacionamento entre governados e governantes ocorridas no período da pandemia, identificando as possíveis alternativas num momento de “emancipação catastrófica”, segundo a perspectiva de Beck. Além das ferramentas metodológicas da filosofia, o texto apresenta uma abordagem histórica, comparando a gestão das várias pandemias ao longo dos séculos. A conclusão é de que os erros de gestão se repetem no tempo, deixando espaços para novas formas de restrição das liberdades individuais, assim como para conquistas e oportunidades de alargamento dos espaços democráticos e de remodelação das relações sociais, com base numa ótica mais focada na centralidade da pessoa humana.info:eu-repo/semantics/publishedVersio

    Unravelling the ultrafast dynamics of a N-BODIPY compound

    Although the photophysics of BODIPY compounds has been widely investigated in the last few years, their analogues N-BODIPY, with nitrogen substitution at the boron center, did not receive comparable attention. In this work we report the synthesis and photochemical characterization of a substituted N-BODIPY compound, by means of a combined theoretical and spectroscopic approach. Compared to a standard BODIPY, the compound under investigation presents a lower fluorescence quantum yield (QY) in the visible region. The excited state relaxation dynamics of the dye was studied in different solvents, showing further fluorescence quenching in polar solvents, and excited state decay rates strongly dependent on the environment polarity. The role of the pendant moieties and the involvement of charge transfer states in the excited state dynamics was experimentally addressed by transient absorption spectroscopy, and further analyzed with TD-DFT calculations, which allowed precise assignment of the transient signals to the correspondent electronic configuration. The complete picture of the N-BODIPY behavior shows the presence of both charge transfer and localized states, influencing the observed photophysics to different amounts, depending on the excitation conditions and the surrounding environment

    Inconsistent relationships among protection, benthic assemblage, habitat complexity and fish biomass in Mediterranean temperate rocky reefs

    Marine Protected Areas (MPAs) have been proved to effectively protect and restore fish assemblages. There is mixed evidence regarding the effects of MPAs on benthic assemblages, habitat complexity, and how protection might mediate the effects of habitat features (including biotic and abiotic components) on fish assemblages, with very little information concerning temperate areas. Here, our aim is to assess how protection 1) influences benthic assemblages and habitat complexity, and 2) mediates the effects of habitat complexity on fishes. Using non-destructive methods (photosampling for shallow rocky benthic assemblages, and underwater visual census using strip transects for fish assemblages) to characterize benthic and fish assemblages, we sampled 15 Mediterranean locations, each including protected and unprotected sites. In all, we sampled 90 sites, and analyzed 2,760 photos and 800 replicated transects, gathering information on 44 benthic and 72 fish taxa. Abiotic, biotic and synthetic (i.e. combining the previous two) complexity indices have been computed to synthesize habitat features. Overall, whole benthic assemblages did not significantly differ between protected and unprotected conditions, but higher cover of the ecologically important erect algae belonging to the genus Cystoseira sensu lato was recorded within MPAs. Abiotic, biotic and synthetic complexity did not show clear patterns related to protection levels, displaying inconsistent responses between different locations. Our findings highlight that protection has a generally positive effect on fish biomass, this latter variable responding independently of the habitat complexity. Our study, in conclusion, confirms that MPAs can be effective to protect and restore rocky-reef assemblages, highlighting the need for more in-depth exploration of the mechanisms determining the different responses of benthic taxa to protection and how this can influence the associated fish assemblages

    On the tracks of Nitrogen deposition effects on temperate forests at their southern European range - an observational study from Italy

    We studied forest monitoring data collected at permanent plots in Italy over the period 2000\u20132009 to identify the possible impact of nitrogen (N) deposition on soil chemistry, tree nutrition and growth. Average N throughfall (N-NO3+N-NH4) ranged between 4 and 29 kg ha 1 yr 1, with Critical Loads (CLs) for nutrient N exceeded at several sites. Evidence is consistent in pointing out effects of N deposition on soil and tree nutrition: topsoil exchangeable base cations (BCE) and pH decreased with increasing N deposition, and foliar nutrient N ratios (especially N : P and N : K) increased. Comparison between bulk openfield and throughfall data suggested possible canopy uptake of N, levelling out for bulk deposition >4\u20136 kg ha 1 yr 1. Partial Least Square (PLS) regression revealed that - although stand and meteorological variables explained the largest portion of variance in relative basal area increment (BAIrel 2000\u20132009) - N-related predictors (topsoil BCE, C : N, pH; foliar N-ratios; N deposition) nearly always improved the BAIrel model in terms of variance explained (from 78.2 to 93.5%) and error (from 2.98 to 1.50%). N deposition was the strongest predictor even when stand, management and atmosphere-related variables (meteorology and tropospheric ozone) were accounted for. The maximal annual response of BAIrel was estimated at 0.074\u20130.085% for every additional kgN. This corresponds to an annual maximal relative increase of 0.13\u20130.14% of carbon sequestered in the above-ground woody biomass for every additional kgN, i.e. a median value of 159 kgC per kgN ha 1 yr 1 (range: 50\u2013504 kgC per kgN, depending on the site). Positive growth response occurred also at sites where signals of possible, perhaps recent N saturation were detected. This may suggest a time lag for detrimental N effects, but also that, under continuous high N input, the reported positive growth response may be not sustainable in the long-term

    Fish mitigate trophic depletion in marine cave ecosystems.

    Dark marine habitats are often characterized by a food-limited condition. Peculiar dark habitats include marine caves, characterized by the absence of light and limited water flow, which lead to reduced fluxes of organic matter for cave-dwelling organisms. We investigated whether the most abundant and common cave-dwelling fish Apogon imberbis has the potential to play the role of trophic vector in Mediterranean marine caves. We first analysed stomach contents to check whether repletion changes according to a nycthemeral cycle. We then identified the prey items, to see whether they belong to species associated with cave habitats or not. Finally, we assessed whether A. imberbis moves outside marine caves at night to feed, by collecting visual census data on A. imberbis density both inside and outside caves, by day and by night. The stomach repletion of individuals sampled early in the morning was significantly higher than later in the day. Most prey were typical of habitats other than caves. A. imberbis was on average more abundant within caves during the day and outside during the night. Our study supports the hypothesis regarding the crucial trophic role of A. imberbis in connecting Mediterranean marine caves with external habitat

    Effect of indacaterol on lung deflation improves cardiac performance in hyperinflated COPD patients : an interventional, randomized, double-blind clinical trial

    BACKGROUND: COPD is often associated with cardiovascular comorbidity. Treatment guidelines recommend therapy with bronchodilators as first choice. We investigated the acute effect of single-dose indacaterol on lung hyperinflation in COPD subjects, for the first time evaluating the potential effects on right heart performance. METHODS: In this Phase IV, randomized, interventional, double-blind, crossover clinical study, we recruited 40 patients (50-85 years of age) with stable COPD. Patients were treated with 150 \u3bcg indacaterol or placebo and after 60 minutes (T60) and 180 minutes (T180) the following tests were performed: trans-thoracic echocardiography (TTE), plethysmography, diffusing capacity of the lung for carbon monoxide, saturation of peripheral oxygen, and visual analog scale dyspnea score. Patients underwent a crossover re-challenge after a further 72 hours of pharmacological washout. All TTE measurements were conducted blindly by the same operator and further interpreted by two different blinded operators. Consensus decisions were taken on every value and parameter. The primary outcome was the effect of the reduction of residual volume and functional residual capacity on right heart systolic and diastolic function indexes evaluated by TTE in patients treated with indacaterol, as compared to placebo. RESULTS: Vital capacity, inspiratory capacity, and forced expiratory volume in 1 second were significantly increased by indacaterol, when compared with placebo, while residual volume, intrathoracic gas volume, and specific airway resistance were significantly reduced in patients treated with indacaterol. Tricuspid annular plane systolic excursion was significantly increased versus placebo, paralleled by an increase of tricuspid E-wave deceleration time. The cardiac frequency was also significantly reduced in indacaterol-treated patients. CONCLUSION: Indacaterol significantly reduces lung hyperinflation in acute conditions, with a clinically relevant improvement of dyspnea. These modifications are associated with a significant increase of the right ventricular compliance indexes and may have a role in improving left ventricular preload leading to a reduction in cardiac frequency

    Actual and potential impact of air pollution on Italian forests: results from the long-term national forest monitoring networks under the ICP Forests

    Actual and potential pressure and impacts of air pollution have been summarized by using the dataseries of the Italian forest monitoring networks (CONECOFOR), mostly on the basis of evaluations carried out within the LIFE project SMART4Action. Trends in air pollution shows only few important reductions (e.g.: sulphate and ozone). The impacts on forest health status, increments and standing volumes, plant diversity, soil and nutrient are discussed. Evidences of risk are also reported, mainly due to N deposition, on all the response factors
