    Enhancing urban autonomy : towards a new political project for cities.

    As the 21st Century world assumes an increasingly urban landscape, the question of how definitive urban spaces are to be governed intensifies. At the heart of this debate lies a question about the degree and type of autonomy that towns and cities might have in shaping their economic, environmental, social and cultural geography. This paper aims to examine this question. Starting with the premise that the degree of autonomy any particular town or city has is inherently an empirical question – one which can only be conceptualised in relational terms vis-à-vis the distributed, networked and territorialised responsibilities and powers of the city and the nation-state and other zones of connection – we examine four different contexts where debates over autonomy have intensified in recent history (Brazil, UK, India and South Africa). Drawing on recent respective histories, we identify key elements and enablers in the making of urban autonomy: a characteristic that exists in a variety of guises and forms and creates a patchwork landscape of differentially powerful fragments. We reveal how, beyond its characteristic as a political ideal, autonomy surfaces as a practice that emerges from within specific sectors of particular societies and through their relationship with national and regional politics. Four alternative forms of urban autonomy are delineated: fragmented, coerced (or enclave), distributed and networked. We contend that the spatial templates for autonomy are not predetermined but can be enhanced in multiple different sites and forms of political space within the city. This enhancement appears essential for the integration and strengthening of capacities for sustainable and just forms of development throughout the urban

    Solar energy for all? Understanding the successes and shortfalls through a critical comparative assessment of Bangladesh, Brazil, India, Mozambique, Sri Lanka and South Africa

    Lanterns, homes systems, hot water systems and micro-grids based on small-scale solar have become prominent ways to address the energy access challenge. As momentum grows for this form of energy transition this paper draws together research on small-scale solar in six different countries – Bangladesh, Brazil, India, Mozambique, Sri Lanka and South Africa – to argue for a need to understand how, when, and for whom solar provides energy access. It argues that an assemblage perspective can provide vital insights into the diversity and dynamism of energy access. The paper demonstrates that the diverse ways in which solar provides energy access is a function of the flexibility/fixity of the socio-technical assemblage and the de/centralisation of agency. The central thesis of this paper is that energy access is fluid and ever changing and we need fluid, easily maintainable, locally modifiable ‘assemblages’ for providing such access. Using this perspective, we find three common features of solar energy access across our case studies. First, there are significant gaps between what solar projects are designed to achieve and what they deliver, which are highly contingent on the flexibility of their structure and the decentralisation of agency within them. Second, access needs to endure continuously. Third, to foster enduring access, projects should embed logics of improvisation.     An Experimental Investigation of the Scaling of Columnar Joints

    Columnar jointing is a fracture pattern common in igneous rocks in which cracks self-organize into a roughly hexagonal arrangement, leaving behind an ordered colonnade. We report observations of columnar jointing in a laboratory analog system, desiccated corn starch slurries. Using measurements of moisture density, evaporation rates, and fracture advance rates as evidence, we suggest an advective-diffusive system is responsible for the rough scaling behavior of columnar joints. This theory explains the order of magnitude difference in scales between jointing in lavas and in starches. We investigated the scaling of average columnar cross-sectional areas due to the evaporation rate, the analog of the cooling rate of igneous columnar joints. We measured column areas in experiments where the evaporation rate depended on lamp height and time, in experiments where the evaporation rate was fixed using feedback methods, and in experiments where gelatin was added to vary the rheology of the starch. Our results suggest that the column area at a particular depth is related to both the current conditions, and hysteretically to the geometry of the pattern at previous depths.     The acceleration of transitions to urban sustainability: a case study of Brighton and Hove

    Cities raise major challenges and opportunities for achieving sustainability. Much literature on urban sustainability focuses on specific aspects such as planning practices, urban policy or the diffusion of more sustainable technologies or practices. However, attempts at understanding the mechanisms of structural change towards sustainability have resulted in the emergence of an interdisciplinary field of sustainability transitions research. Transitions research has developed a phase model of transitions in which predevelopment, take-off, acceleration and stabilization phases are distinguished. However, the acceleration phase has received limited attention so far. This is a crucial gap as policy makers are keen to accelerate transitions. This paper aims to enhance our understanding of how local actions contribute towards accelerating urban sustainability transitions. It does so by testing an acceleration mechanisms framework through exploring the collective agency of local initiatives in urban sustainability transitions. Drawing on a case study of the city of Brighton & Hove (UK), the paper finds that despite favourable local political conditions, there is a lack of evidence of acceleration apart from in individual domains such as food or mobility. Progress is found to depend on the agency of initiatives to both scale up sustainable practices and embed these practices into local governance arrangements

    Developing a Critical Understanding of Smart Urbanism?

    Smart urbanism is emerging at the intersection of visions for the future of urban places, new technologies and infrastructures. Smart urbanism discourses are deeply rooted in seductive and normative visions of the future where digital technology stands as the primary driver for change. Yet our understanding of the opportunities, challenges, and implications of smart urbanism is limited. Research in this field is in its infancy, fragmented along disciplinary lines and often based on single city case studies. As a result, we lack both the theoretical insight and empirical evidence required to assess the implications of this potentially transformative phenomenon. Given the significant implications of smart urbanism there is an urgent need to critically engage with why, how, for whom and with what consequences smart urbanism is emerging in different urban contexts. The aim of this review is to unpack the different logics and rationales behind smart urbanism discourses and proposals, and in this way understand the ways by which imaginaries of urban futures are currently being constructed, along with their socio-technical and political implications for future research priorities

    Configuring urban carbon governance: insights from Sydney, Australia

    In the political geography of responses to climate change, and the governance of carbon more specifically, the urban has emerged as a strategic site. Although it is recognized that urban carbon governance occurs through diverse programs and projects—involving multiple actors and working through multiple sites, mechanisms, objects, and subjects—surprisingly little attention has been paid to the actual processes through which these diverse elements are drawn together and held together in the exercise of governing. These processes—termed configuration—remain underspecified. This article explores urban carbon governance interventions as relational configurations, excavating how their diverse elements—human, institutional, representational, and material—are assembled, drawn into relation, and held together in the exercise of governing. Through an analysis of two contrasting case studies of urban carbon governance interventions in Sydney, Australia, we draw out common processes of configuring and specific sets of devices and techniques that gather, align, and maintain the relations between actors and elements that constitute intervention projects. We conclude by reflecting on the implications of conceiving of governing projects as relational configurations for how we understand the nature and practice of urban carbon governance, especially by revealing the diverse modes of power at work within processes of configuring

    Roadmap towards justice in urban climate adaptation research

    The 2015 United Nations Climate Change Conference in Paris (COP21) highlighted the importance of cities to climate action, as well as the unjust burdens borne by the world's most disadvantaged peoples in addressing climate impacts. Few studies have documented the barriers to redressing the drivers of social vulnerability as part of urban local climate change adaptation efforts, or evaluated how emerging adaptation plans impact marginalized groups. Here, we present a roadmap to reorient research on the social dimensions of urban climate adaptation around four issues of equity and justice: (1) broadening participation in adaptation planning; (2) expanding adaptation to rapidly growing cities and those with low financial or institutional capacity; (3) adopting a multilevel and multi-scalar approach to adaptation planning; and (4) integrating justice into infrastructure and urban design processes. Responding to these empirical and theoretical research needs is the first step towards identifying pathways to more transformative adaptation policies
