    The development of UK government policy on citizens' access to public sector information

    The aim of the research was to investigate the development of United Kingdom government policy on citizens' access to public sector information (PSI) from 1996 to 2010. In addition to a mapping of UK policy documents, the main research method was the undertaking of open and semi-structured interviews with influential experts and the analysis of interview transcripts. These experts came from both inside and outside government, including: policymakers and implementers; regulators and advisors; lobbyists and campaigners; academics; and the information profession. Main findings were: lack of co-ordination of information policy across government; new skills required within government to provide information in the Web 2.0 environment; uneven progress in the development of citizen-centric services; lack of information literacy policy; and low involvement of the information profession in driving forward the developments in the provision of PSI. A major gap identified was the lack of co-ordinated evaluation of information policy in general, and of the provision of PSI in particular. A framework for assessing implementation of policy was developed and tested against the Power of Information Taskforce recommendations, and suggestions were made for new measures. The research also charted the increase in the opening up of government data for re-use during 2009 and 2010, both during the run-up to the general election and subsequently when plans for transparency were put in place by the new Coalition government. It is considered significant that this increase in transparency, by both main political parties, should come at a time when trust in government was low, citizens' expectations of electronic access to information were rising and the technology was enabling new channels for engagement. The influence of individuals was found to be considerable, not least as exerted by Sir Tim Berners- Lee, Professor Nigel Shadbolt, Tom Steinberg, Labour Digital Engagement Minister Tom Watson, and Natalie Ceeney at The National Archives. Recommendations to government address: policy co-ordination mechanisms: the role of the Office of Public Sector Information; and support for intermediaries. Those aimed at the information profession cover: new skills needed; co-ordination for lobbying on specific issues; and support for developing information literacy.     Information policy making in the United Kingdom: the role of the information professional

    Should a state have a single overarching national information policy? Currently for the United Kingdom, Buckley Owen, Cooke, and Matthews say no, and suggest that their analysis may be relevant elsewhere. Their conclusion is based on primary and secondary research including interviews with policymakers/implementers at the highest level. In their investigation into UK government policy on citizens’ access to Public Sector Information, they map responsibility for eighteen different information policy issues across nine government departments, noting the diversity of the issues. Instead of a single rule, they offer a “framework” of elements, often representing cross-cutting issues, and offer suggestions for managing their coordination. They note the influence of experts and lobbyists on this process, and see a potential role for “information professionals” who know both technology and policy, with the relevant professional body playing a leading role. The authors conclude with ten recommendations for operationalizing their approach

    This paper is based upon early findings of PhD research at the Department of Information Science, Loughborough University, 2007-2010. The research aims to identify the different strands of UK government policies on improving citizens’ access to public sector information (PSI) over the last 10 years, investigating how policies were developed and implemented, and by whom. It will particularly look at how the 2007 Power of Information Review (Mayo and Steinberg 2007) is influencing government information provision in the era of Web 2.0. eGovernment initiatives have already transformed the provision of PSI, whether directly through digital channels or through third parties, but use of Web 2.0 has considerable potential to expand information services still further. A review of the literature has so far found that much of the academic writing on eGovernance and eGovernment relates to business/systems re-engineering – ie technological aspects rather than policy aspects – and little has been written in the UK on national information policy, as opposed to IT policy, since 2002. Where policy aspects of eGovernment are covered, they tend to have a more general focus than the specific provision of public sector information, and increasingly address eDemocracy. There seem to have been few investigations into how information policy developed over time: a gap which this research is intended to fill. Using a critical realist approach, policies will be analysed through a content analysis of the policy documents, triangulated with analysis of published comment on the policies and in-depth semistructured interviews with key stakeholders from a range of perspectives. The intention is to gain a three-dimensional picture of the policy-making process and make recommendations on how it could and should work in future. Semi-structured interviews with approximately 50 individuals with different perspectives started in March 2009. Early findings show that co-ordination of policy across government is a problem, there is a need for leadership at the heart of government to make things happen, there is a lack of clarity on who actually makes information policy, and government needs a better understanding of the nature of information and information skills. Central to the research will be identifying what mechanisms, if any, were used to evaluate the success of the relevant eGovernment policies, and how the results of the evaluation were used to develop future policy. Unlike many other studies, the focus will be on qualitative measures, not just on metrics. Drawing on experience of evaluation in other countries, it is intended to develop a framework for the evaluation of current and future eGovernment information policy on the provision of PSI to citizens. Based on the research findings, we aim to make recommendations on how policy on access to public information might be measured and evaluated, and on future directions for research in this area

    Changing environments and genetic variation: natural variation in inbreeding does not compromise short-term physiological responses

    Selfing plant lineages are surprisingly widespread and successful in a broad range of environments, despite showing reduced genetic diversity, which is predicted to reduce their long-term evolutionary potential. However, appropriate short-term plastic responses to new environmental conditions might not require high levels of standing genetic variation. In this study, we tested whether mating system variation among populations, and associated changes in genetic variability, affected short-term responses to environmental challenges. We compared relative fitness and metabolome profiles of naturally outbreeding (genetically diverse) and inbreeding (genetically depauperate) populations of a perennial plant, Arabidopsis lyrata, under constant growth chamber conditions and an outdoor common garden environment outside its native range. We found no effect of inbreeding on survival, flowering phenology or short-term physiological responses. Specifically, naturally occurring inbreeding had no significant effects on the plasticity of metabolome profiles, using either multivariate approaches or analysis of variation in individual metabolites, with inbreeding populations showing similar physiological responses to outbreeding populations over time in both growing environments. We conclude that low genetic diversity in naturally inbred populations may not always compromise fitness or short-term physiological capacity to respond to environmental change, which could help to explain the global success of selfing mating strategies

    Identification, Expression and Activity of Candidate Nitrite Reductases From Orange Beggiatoaceae, Guaymas Basin

    Orange filamentous Beggiatoaceae form massive microbial mats on hydrothermal sediments in Guaymas Basin; these bacteria are considered to oxidize sulfide with nitrate and nitrite as electron acceptors. From a previously analyzed genome of an orange Beggiatoaceae filament, three candidate genes for enzymes with nitrite-reducing function – an orange octaheme cytochrome, a nirS nitrite reductase, and a nitrite/tetrathionate-reducing octaheme cytochrome – were cloned and expressed in Escherichia coli. The expressed and purified orange cytochrome showed reduced nitrite-reducing activity compared to the multifunctional native protein obtained from microbial mats. The nirS gene product showed in vitro but no in-gel nitrite-reducing activity; and the nitrite/tetrathionate-reducing octaheme cytochrome was capable of reducing both nitrite and tetrathionate in vitro. Phylogenetic analysis shows that the orange Beggiatoaceae nirS, in contrast to the other candidate nitrite reductases, does not form monophyletic lineages with its counterparts in other large sulfur-oxidizing bacteria, and most likely represents a recent acquisition by lateral gene transfer. The nitrite/tetrathionate-reducing enzyme of the orange Beggiatoaceae is related to nitrite- and tetrathionate reductases harbored predominantly by Gammaproteobacteria, including obligate endosymbionts of hydrothermal vent tubeworms. Thus, the orange Guaymas Basin Beggiatoaceae have a repertoire of at least three different functional enzymes for nitrite reduction. By demonstrating the unusual diversity of enzymes with a potential role in nitrite reduction, we show that bacteria in highly dynamic, sulfide-rich hydrothermal vent habitats adapt to these conditions that usually prohibit nitrate and nitrite reduction. In the case of the orange Guaymas Beggiatoaceae, classical denitrification appears to be replaced by different multifunctional enzymes for nitrite and tetrathionate reduction; the resulting ecophysiological flexibility provides a new key to the dominance of these Beggiatoaceae in hydrothermal hot spots

    Etched in the Skin: Grief on a Living Canvas - Memorial Tattoos as Expressions of Grief

    This study was conducted to investigate how memorial tattoos impact upon the grieving process of individuals who wear them. Semi-structured interviews were conducted on a 1:1 basis with six diverse individuals and analysed using interpretative phenomenological analysis (IPA). The findings suggest that memorial tattoos play a beneficial role within the grieving process and that they serve as a positive therapeutic tool. We found that memorial tattoos have five fundamental features: 1) Permanence, 2) A tool for managing grief, 3) Communicative tool, 4) Continuing bonds, 5) Transformation of self. As a result of our findings we recommend that a more flexible approach to the management of grief should be offered to bereaved individuals. We further propose that this study serves as a catalyst for the positive role memorial tattoos play in the grieving process and recommend further qualitative research to broaden our understandings of this area

    Emergency Department Discharge Instructions: Lessons Learned through Developing New Patient Education Materials

    Our multidisciplinary team developed a new set of discharge instructions for five common emergency department diagnoses using recommended tools for creating literacy-appropriate and patient-centered education materials. We found that the recommended tools for document creation were essential in constructing the new instructions. However, while the tools were necessary, they were not sufficient. This paper describes the insights gained and lessons learned in this document creation process
