Space station full-scale docking/berthing mechanisms development
One of the most critical operational functions for the space station is the orbital docking between the station and the STS orbiter. The program to design, fabricate, and test docking/berthing mechanisms for the space station is described. The design reflects space station overall requirements and consists of two mating docking mechanism halves. One half is designed for use on the shuttle orbiter and incorporates capture and energy attenuation systems using computer controlled electromechanical actuators and/or attenuators. The mating half incorporates a flexible feature to allow two degrees of freedom at the module-to-module interface of the space station pressurized habitat volumes. The design concepts developed for the prototype units may be used for the first space station flight hardware
Information Effects in Multi-Unit Dutch Auctions
We design a multi-unit descending-price (Dutch) auction mechanism that has applications for resource allocation and pricing problems. We address specific auction design choices by theoretically and experimentally determining optimal information disclosure along two dimensions. Bidders are either informed of the number of bidders in the auction, or know that it is one of two possible sizes; they also either know the number of units remaining for sale or are unaware of how many units have been taken by other bidders. We find that revealing group size decreases bids, and therefore revenue, if units remaining are not shown. When group size is unknown the price also falls if the number of units remaining is revealed. The most efficient and largest revenue outcome occurs when bidders are not provided information on either group size or units remaining. These laboratory results conform to some directional predictions from our theory, although overbidding is common
Evaporation Rate Study and NDMA Formation from UDMH/NO2 Reaction Products
Laboratory samples of uns-dimethylhydrazine (UDMH) fuel/oxidizer (nitrogen dioxide) non-combustion reaction products (UFORP) were prepared using a unique permeation tube technology. Also, a synthetic UFORP was prepared from UDMH, N-nitrosodimethylamine (NDMA), dimethylammonium nitrate, sodium nitrite and purified water. The evaporation rate of UFORP and synthetic UFORP was determined under space vacuum (approx 10(exp -3) Torr) at -40 ?C and 0 ?C. The material remaining was analyzed and showed that the UFORP weight and NDMA concentration decreased over time; however, NDMA had not completely evaporated. Over 85% of the weight was removed by subjecting the UFORP to 10(-3) Torr for 7 hours at -40 ?C and 4 hours at 0 ?C. A mixture of dimethylammonium nitrate and sodium nitrite formed NDMA at a rapid rate in a moist air environment. A sample of UFORP residue was analyzed for formation of NDMA under various conditions. It was found that NDMA was not formed unless nitrite was added
Infrared Diagnostics for the Extended 12 micron Sample of Seyferts
We present an analysis of Spitzer IRS spectroscopy of 83 active galaxies from
the extended 12 micron sample. We find rank correlations between several
tracers of star formation which suggest that (1) the PAH feature is a reliable
tracer of star formation, (2) there is a significant contribution to the
heating of the cool dust by stars, (3) the H emission is also primarily
excited by star formation. The 55-90 vs. 20-30 spectral index plot is also a
diagnostic of the relative contribution of Starburst to AGN. We see there is a
large change in spectral index across the sample. Thus, the contribution to the
IR spectrum from the AGN and starburst components can be comparable in
magnitude but the relative contribution also varies widely across the sample.
We find rank correlations between several AGN tracers. We search for
correlations between AGN and Starburst tracers and we conclude that the AGN and
Starburst tracers are not correlated. This is consistent with our conclusion
that the relative strength of the AGN and Starburst components varies widely
across the sample. Thus, there is no simple link between AGN fueling and Black
Hole Growth and star formation in these galaxies. The distribution of Sil 10
micron and 18 micron strengths is consistent with the clumpy torus models of
Sirocky et al. We find a rank correlation between the [NeV] 14 micron line and
the 6.7 micron continuum which may be due to an extended component of hot dust.
The Sy 2s with a Hidden Broad Line Region (HBLR) have a higher ratio of AGN to
Starburst contribution to the SED than Sy 2s without an HBLR. This may
contribute to the detection of the HBLR in polarized light. The Sy 2s with an
HBLR are more similar to the Sy 1s than they are to the Sy 2s without an HBLR
Radio Frequency Mass Gauging of Propellants
A combined experimental and computer simulation effort was conducted to measure radio frequency (RF) tank resonance modes in a dewar partially filled with liquid oxygen, and compare the measurements with numerical simulations. The goal of the effort was to demonstrate that computer simulations of a tank's electromagnetic eigenmodes can be used to accurately predict ground-based measurements, thereby providing a computational tool for predicting tank modes in a low-gravity environment. Matching the measured resonant frequencies of several tank modes with computer simulations can be used to gauge the amount of liquid in a tank, thus providing a possible method to gauge cryogenic propellant tanks in low-gravity. Using a handheld RF spectrum analyzer and a small antenna in a 46 liter capacity dewar for experimental measurements, we have verified that the four lowest transverse magnetic eigenmodes can be accurately predicted as a function of liquid oxygen fill level using computer simulations. The input to the computer simulations consisted of tank dimensions, and the dielectric constant of the fluid. Without using any adjustable parameters, the calculated and measured frequencies agree such that the liquid oxygen fill level was gauged to within 2 percent full scale uncertainty. These results demonstrate the utility of using electromagnetic simulations to form the basis of an RF mass gauging technology with the power to simulate tank resonance frequencies from arbitrary fluid configurations

Self-Interest and Public Interest in Western Politics showed that the public, politicians, and bureaucrats are often public spirited. But this does not invalidate public-choice theory. Public-choice theory is an ideal type, not a claim that self-interest explains all political behavior. Instead, public-choice theory is useful in creating rules and institutions that guard against the worst case, which would be universal self-interestedness in politics. In contrast, the public-interest hypothesis is neither a comprehensive explanation of political behavior nor a sound basis for institutional design
