    ERAWATCH Country Report 2008 - An Assessment of Research System and Policies: Slovenia

    The main objective of ERAWATCH country reports 2008 is to characterise and assess the performance of national research systems and related policies in a structured manner that is comparable across countries. The reports are produced for each EU Member State to support the mutual learning process and the monitoring of Member States' efforts by DG Research in the context of the Lisbon Strategy and the European Research Area. In order to do so, the system analysis focuses on key processes relevant for system performance. Four policy-relevant domains of the research system are distinguished, namely resource mobilisation, knowledge demand, knowledge production and knowledge circulation.     Automatic correction of part-of-speech corpora

    In this study a simple method for automatic correction of part-ofspeech corpora is presented, which works as follows: Initially two or more already available part-of-speech taggers are applied on the data. Then a sample of differing outputs is taken to train a classifier to predict for each difference which of the taggers (if any) delivered the correct output. As classifiers we employed instance-based learning, a C4.5 decision tree and a Bayesian classifier. Their performances ranged from 59.1 % to 67.3 %. Training on the automatically corrected data finally lead to significant improvements in tagger performance

    The main objective of the ERAWATCH Annual Country Reports is to characterise and assess the performance of national research systems and related policies in a structured manner that is comparable across countries. EW Country Reports 2011 identify the structural challenges faced by national innovation systems. They further analyse and assess the ability of the policy mix in place to consistently and efficiently tackle these challenges. The annex of the reports gives an overview of the latest national policy efforts towards the enhancement of European Research Area and further assess their efficiency to achieve the targets. These reports were originally produced in November - December 2011, focusing on policy developments over the previous twelve months. The reports were produced by the ERAWATCH Network under contract to JRC-IPTS.     Prevalence of QoI resistance and mtDNA diversity in the Irish Zymoseptoria tritici population

    peer-reviewedThe emergence and spread of Quinone outside Inhibitor (QoI) fungicide resistance in the Irish Zymoseptoria tritici population in the early 2000s had immediate impacts on the efficacy of the entire group of fungicides for the control of septoria tritici blotch. As a result, a dramatic reduction in the quantities applied to winter wheat occurred in the following seasons. Even in the absence of these fungicides, the frequency of the resistance allele, G143A in the pathogens mtDNA has remained exceptionally high (>97%), and as such, it can be anticipated that continued poor efficacy of current QoI fungicides will be observed. Amongst the isolates with G143A, differences in sensitivity to the QoI pyraclostrobin were observed in vitro. The addition of the alternative oxidase (AOX) inhibitor salicylhydroxamic acid increased sensitivity in these isolates, suggesting some continued impairment of respiration by the QoI fungicides, albeit weak. Interestingly, amongst those tested, the strains from a site with a high frequency of inserts in the MFS1 transporter gene known to enhance QoI efflux did not exhibit this increase in sensitivity. A total of 19 mtDNA haplotypes were detected amongst the 2017 strain collection. Phylogenetic analysis confirmed the suggestion of a common ancestry of all the haplotypes, even though three of the haplotypes contained at least one sensitive strain

    Two new palladium-catalysed reactions have been developed for the synthesis of stable 4-substituted benzooxaborinin-1-ols. A palladium-catalysed cyclisation of ortho-alkenylbenzene boronic acids can be used to access 4-chlorobenzooxaborinin-1-ols via a Wacker-type oxidation and chlorination. Alternatively, ortho-alkynylbenzene boronic acids undergo a palladium-catalysed oxyallylation reaction to provide 4-allylbenzooxaborinin-1-ols

    Flavonoids of Guiera senegalensis J. F. GMEL. − thin-layer chromatography and numerical methods

    The efficiency of seven thin-layer chromatographic systems for separating nine flavonoids isolated from Guiera senegalensis J. F. GMEL. (Combretaceae) was investigated. For this purpose, three mathematical techniques were applied. The first technique was the calculation of the information content derived from Shannon’s equation for each chromatographic system. In the second technique, the discriminating power of the systems was measured individually and in various combinations. The third technique classifies chromatographic systems according to clusters. The classification was carried out by the numerical taxonomy methods. The most suitable chromatographic systems for the separation of the investigated flavonoids are: ethyl acetate : ethylmethylketon : formic acid : water, 60:15:3:2, and ethyl acetate : formic acid : acetic acid : water, 100:11:11:27

    Predictability of the effects of phoneme merging on speech recognition performance by quantifying phoneme relations

    To investigate whether the impact of phoneme merging on recognition rate can be predicted, different measures to quantify the relationship between two phonemes a and b were compared: (1) the functional load of their opposition, (2) the bigram type preservation, (3) their information radius, (4) their distance within an information gain tree induced from a distinctive feature matrix, and (5) the symmetric Kullback-Leibler divergence. For each of 25 phoneme pairs we trained a speech recognizer on data in which the respective pair was merged. Based on correlation analyses and predictor selection in stepwise regression modelling we found that the impact of phoneme merging on accuracy can tentatively be captured in terms of functional load and tree distance between the merged phonemes
