Nukleare Abschreckung und Verteidigungspolitik in Frankreich: eine symbiotische Beziehung
Als eine der offiziellen Nuklearmächte hält Frankreich auch lange nach Ende des Kalten Krieges an seinem Arsenal zur nuklearen Abschreckung fest - um sich gegen größere Bedrohungen zu wappnen und um die eigene Unabhängigkeit zu bewahren. Kernwaffen haben eine politisch-strategische Bedeutung, d.h. sie werden in Friedenzeiten dazu eingesetzt, jede direkte und bedrohliche Aggression eines anderen Staates zu unterbinden. Seit dem Ende des Kalten Krieges ist das Arsenal an Kernwaffen in Frankreich aufgrund unilateraler und unwiderruflicher Entscheidungen von über 500 auf heute weniger als 300 Köpfe geschrumpft. Ebenso wurden eine größere Bandbreite an Reaktionsmöglichkeiten und Maßnahmen geschaffen, welche die Abschreckungsstrategie ergänzen. Momentan sind Frankreich und Europa direkt mit einer vermutlich dauerhaften Verschlechterung ihrer Sicherheitslage konfrontiert, weshalb sich eine Kürzung des Verteidigungsetats derzeit schwierig gestaltet. Zugleich scheint ein größerer Realismus hinsichtlich der Art und Ausprägungen der bestehenden Bedrohungen wie auch des Umfangs der erforderlichen Mittel geboten, um auf diese Bedrohungen angemessen reagieren zu können. Das Kommando über die Kernwaffen ist in Frankreich direkt an das Amt des Präsidenten gebunden, der ebenfalls eine zentrale Rolle bei der Gestaltung und Ausübung der Außenpolitik des Landes einnimmt

An infrared integrated optic astronomical beam combiner for stellar interferometry at 3-4 microns
Integrated-optic, astronomical, two-beam and three-beam, interferometric
combiners have been designed and fabricated for operation in the L band (3 - 4
microns) for the first time. The devices have been realized in
titanium-indiffused, x-cut lithium niobate substrates, and on-chip
electro-optic fringe scanning has been demonstrated. White light fringes were
produced in the laboratory using the two-beam combiner integrated with an

Saving transatlantic cooperation and the Iran nuclear deal: a view from Europe and the United States
Transatlantic differences over the future of the Iran nuclear deal - or the Joint Comprehensive Plan of Action (JCPOA) of July 2015 - are damaging a nuclear accord that all parties, except the United States, see as delivering on its purpose. They also increase the risk of Washington and European capitals working at cross-purposes vis-à-vis Iran and broader regional policies. To avoid such a scenario, the E3 (France, Germany, United Kingdom)/European Union (EU) and the United States need to set up new channels of communication to avoid a transatlantic rift, to attempt - if at all possible - to preserve the Iran deal, and to secure its benefits for regional and global security. Linear Up-conversion of Orbital angular momentum
We experimentally demonstrated that infrared light imprinted with orbital
angular momentum (OAM) was linearly converted into visible light using
four-wave mixing (FWM) via a ladder-type configuration in 85Rb atoms.
Simultaneously, we theoretically simulated this linear conversion process, and
the theoretical analysis was in reasonable agreement with the experimental
results. A large single-photon detuning process was used to reduce the
absorption of the atoms to the up-converted light and to avoid pattern
formation in the FWM process. The multi-mode image linear conversion process is
important for applications including image communications, astrophysics and

Room temperature mid-IR single photon spectral imaging
Spectral imaging and detection of mid-infrared (mid-IR) wavelengths are
emerging as an enabling technology of great technical and scientific interest;
primarily because important chemical compounds display unique and strong mid-IR
spectral fingerprints revealing valuable chemical information. While modern
Quantum cascade lasers have evolved as ideal coherent mid-IR excitation
sources, simple, low noise, room temperature detectors and imaging systems
still lag behind. We address this need presenting a novel, field-deployable,
upconversion system for sensitive, 2-D, mid-IR spectral imaging. Measured room
temperature dark noise is 0.2 photons/spatial element/second, which is a
billion times below the dark noise level of cryogenically cooled InSb cameras.
Single photon imaging and up to 200 x 100 spatial elements resolution is
obtained reaching record high continuous wave quantum efficiency of about 20 %
for polarized incoherent light at 3 \mum. The proposed method is relevant for
existing and new mid-IR applications like gas analysis and medical diagnostics
