    "How does the intellectual role played by international training organisations fit into the contemporary architecture of global governance? The international diffusion of economic policy ideas represents one of the core dimensions of contemporary global governance, which has generated heated controversy in recent years with international institutions such as the International Monetary Fund (IMF) and the World Bank castigated for championing a ‘one-size-fits-all’ brand of neoliberal economic reform. Yet while substantial scholarly attention has focused on analysing the effects of the formal compliance mechanisms that the IMF and the World Bank rely on to implement neoliberal policy changes in borrowing countries, such as loan conditionality, less attention has been devoted to exploring the intermediate avenues through which neoliberal ideas travel from global governance institutions to national governance contexts. This article aims to address this gap in the study of contemporary global governance and neoliberal policy diffusion through critically examining the evolving role of the Joint Vienna Institute (JVI), an international training organisation set up after the end of the Cold War to transmit global ‘best practice’ economic policy ideas to national officials in post-communist economies.

    Narratives of Diversity in the Corporate Boardroom: What Corporate Insiders Say About Why Diversity Matters

    Over the last generation, the concept of diversity has become commonplace and taken-for-granted in discourses ranging from law to education to business. In higher education, for example, it is hard to imagine a faculty job search or a student admissions discussion that was not heavily laden with talk of diversity, in the sense of the representative inclusion of women and racial and ethnic minorities in a group or organization. In this paper we present the results of an interview-based study of the discourse of diversity in a particular business setting: the corporate boardroom. Our principal observation is that—thirty-one years after the Supreme Court’s Bakke decision introduced the term into public discourse--corporate insiders appear not to have arrived at a master narrative to explain the pursuit of diversity on boards of directors. Instead, their accounts stress a variety of factors and feature few concrete examples

    In this article, we report the results of a series of interviews with corporate directors about racial, ethnic, and gender diversity on corporate boards. On the one hand, our respondents were clear and nearly uniform in their statements that board diversity was an important goal worth pursuing. Yet when asked to provide examples or anecdotes illustrating why board diversity matters, many subjects acknowledged difficulty in illustrating theory with reference to practice. This expressed reluctance to come to specific terms with general claims about the value of director diversity inspired our title phrase: dangerous categories. That is, while diversity evokes universal acclaim in the abstract, our respondents’ narratives demonstrate that it is an elusive and even dangerous subject to talk about concretely. So we are left with narratives that simultaneously extol difference and express embarrassment with it.This expressed reluctance to come to specific terms with general claims about the value of director diversity inspired our title phrase: dangerous categories.     'There's the record, closed and final':Rough for Theatre II as Psychiatric Encounter

    A co-authored collaboration between a theatre practitioner and a clinical psychiatrist, this paper will examine Rough for Theatre II (RFTII) and Beckett’s demonstration of the way records are used to understand the human subject. Using Beckett’s play to explore interdisciplinary issues of embodiment and diagnosis, the authors will present a dialogue that makes use of the ‘best sources’ in precisely the same manner as the play’s protagonists. One of those sources will be Beckett himself, as Heron will locate the play in its theatrical context through reflections upon his own practice (with Fail Better Productions, UK) as well as recent studies such as Beckett, Technology and the Body (Maude 2009) and Performing Embodiment in Samuel Beckett’s Drama (McMullan 2010); another source will be the philosopher Wilhelm Windleband, whose 1901 History of Philosophy was read and noted upon by Beckett in the 1930s, as Broome will introduce a philosophical and psychiatric context to the exchange. Windelband is now a neglected figure in philosophy; but as one of the key figures of Neo-Kantianism in the late 19(th) century, his work was an important impetus to that of Rickert, Weber and Heidegger. Specifically, Windelband gives us the distinction between idiographic and nomothetic understanding of individuals, an approach that is of relevance to the psychiatric encounter. This academic dialogue will consider tensions between subjectivity and objectivity in clinical and performance practice, while examining Beckett’s analysis of the use of case notes and relating them back to Windelband’s ideas on the understanding of others.     Observation of Entanglement-Dependent Two-Particle Holonomic Phase

    Holonomic phases---geometric and topological---have long been an intriguing aspect of physics. They are ubiquitous, ranging from observations in particle physics to applications in fault tolerant quantum computing. However, their exploration in particles sharing genuine quantum correlations lack in observations. Here we experimentally demonstrate the holonomic phase of two entangled-photons evolving locally, which nevertheless gives rise to an entanglement-dependent phase. We observe its transition from geometric to topological as the entanglement between the particles is tuned from zero to maximal, and find this phase to behave more resilient to evolution changes with increasing entanglement. Furthermore, we theoretically show that holonomic phases can directly quantify the amount of quantum correlations between the two particles. Our results open up a new avenue for observations of holonomic phenomena in multi-particle entangled quantum systems.Comment: 8 pages, 6 figure

    Orion Entry, Descent, and Landing Performance and Mission Design

    The Orion Vehicle is the next spacecraft to take humans into space and will include missions to ISS as well as missions to the Moon. As part of that challenge, the vehicle will have to accommodate multiple mission design concepts, since return from Low Earth Orbit and return from the Moon can be quite different. Commonality between the different missions as it relates to vehicle systems, guidance capability, and operations concepts is the goal. Several unique mission design concepts include the specification of multiple land-based landing sites for a vehicle with closed-loop direct and skip entry guidance, followed by a parachute descent and landing attenuation system. This includes the ability of the vehicle to accurately target and land at a designated landing site, including site location aspects, landing site size, and landing opportunities assessments. Analyses associated with these mission design and flight performance challenges and constraints will be discussed as well as potential operational concepts to provide feasibility and/or mission commonality

    Benchmarking high fidelity single-shot readout of semiconductor qubits

    Determination of qubit initialisation and measurement fidelity is important for the overall performance of a quantum computer. However, the method by which it is calculated in semiconductor qubits varies between experiments. In this paper we present a full theoretical analysis of electronic single-shot readout and describe critical parameters to achieve high fidelity readout. In particular, we derive a model for energy selective state readout based on a charge detector response and examine how to optimise the fidelity by choosing correct experimental parameters. Although we focus on single electron spin readout, the theory presented can be applied to other electronic readout techniques in semiconductors that use a reservoir.Comment: 19 pages, 8 figure

    PROMOTION OF REPLICATION IN LYMPHOID CELLS BY SPECIFIC THIOLS AND DISULFIDES IN VITRO : EFFECTS ON MOUSE LYMPHOMA CELLS IN COMPARISON WITH SPLENIC LYMPHOCYTES

    Numerous lines of mouse lymphoid tumors (13 of 22 tested) showed, with increased sensitivity, a property of normal mouse splenic lymphocytes, the potential for growth promotion in vitro by specific thiols added to standard culture media. For lymphoma L1210 (V), structure activity relationships were examined; 9 of 30 thiols promoted growth; the most active was α-thioglycerol, effective at 0.2 ”M. Thiols became oxidized under conditions of tissue culture and had half-lives of less than 8 h. Disulfides of active thiols promoted growth of lymphoma cells. The mitogenic response of splenic lymphocytes to lectins was increased by thiols-disulfides which promoted the growth of lymphoma cells, but the response varied with the mitogen preparation used and under some conditions thiols-disulfides were inhibitory

    Diversity from the Perspective of Corporate Boards and Lawyer Disciplinary Boards

    This Article addresses the organizing question of this symposium—whether diversifying state medical boards (SMBs) would improve their effectiveness in disciplining doctors—by drawing on the comparable experiences of corporate boards of directors and lawyer disciplinary boards. Reexamining our own qualitative study of corporate board diversity conducted several years ago, we find that almost of all of the arguments for board diversity raised in the business literature or our own interviews also tend to support diversity on SMBs. Reviewing the legal profession’s experience with the diversity question on lawyer disciplinary boards, we find that many of these arguments have also been recognized, at least implicitly, by state bars and are embodied in the legal profession’s initiatives to improve diversity in its disciplinary processes. Based on these two sources of evidence, our recommendation is that SMBs should continue and strengthen their efforts to pursue diversity. Specifically, we recommend that each board publish its demographic diversity targets along with an annual report on a standard form reporting the board’s diversity compared to those targets and an explanation whenever a diversity target is not achieved. Energizing external actors like medical professional associations to support and advocate for SMB diversity efforts may also be helpful along with considering how to make SMB service more attractive to potential diverse members
