    Amicus Brief on Rights to Information and Public Participation in Colombia

    CCSI submitted an amicus brief to the Constitutional Court of Colombia concerning the Tutela hearing of Mansarovar Energy Colombia Ltd. v. Tribunal Administrativo del Meta (The Consulta Popular of Cumaral, Meta). The hearing concerned a challenge by Mansarovar Energy Colombia Limited of a municipal-wide referendum (the Consulta Popular) concerning whether or not the extraction of hydrocarbons should be permitted in the municipality of Cumaral. The municipality voted 97% against allowing the extraction of hydrocarbons. CCSI’s brief focused on the international human rights law dimensions of the case, given that Colombia’s Constitution renders the government’s international human rights law obligations binding under domestic law. In the brief, CCSI’s arguments included that: All people have international human rights to public participation and to information in the context of public decision-making regarding potential investment projects. Meaningful public participation and effective access to information are also necessary prerequisites for the exercise of many other human rights, including the rights to health, food, and water and sanitation. The Consulta Popular contributed to the realization of the rights to public participation and to information insofar as it encouraged information sharing about the likely impacts of hydrocarbon projects, and allowed for rights holders to influence decision-making, by articulating the overwhelming consensus among citizens that such projects should not be allowed. On October 11, 2018 media reported that the Court upheld the challenge to the referendum while also ordering congress to address the lack of a mechanism for community participation

    Benthic Foraminiferal response to sea level change in the mixed siliciclastic-carbonate system of southern Ashmore Trough (Gulf of Papua)

    Ashmore Trough in the western Gulf of Papua (GoP) represents an outstanding modern example of a tropical mixed siliciclastic-carbonate depositional system where significant masses of both river-borne silicates and bank-derived neritic carbonates accumulate. In this study, we examine how benthic foraminiferal populations within Ashmore Trough vary in response to sea level–driven paleoenvironmental changes, particularly organic matter and sediment supply. Two 11.3-m-long piston cores and a trigger core were collected from the slope of Ashmore Trough and dated using radiocarbon and oxygen isotope measurements of planktic foraminifera. Relative abundances, principal component analyses, and cluster analyses of benthic foraminiferal assemblages in sediment samples identify three distinct assemblages whose proportions changed over time. Assemblage 1, with high abundances of Uvigerina peregrina and Bolivina robusta, dominated between ∼83 and 70 ka (early regression); assemblage 2, with high abundances of Globocassidulina subglobosa, dominated between ∼70 and 11 ka (late regression through lowstand and early transgression); and assemblage 3, with high abundances of neritic benthic species such as Planorbulina mediterranensis, dominated from ∼11 ka to the present (late transgression through early highstand). Assemblage 1 represents heightened organic carbon flux or lowered bottom water oxygen concentration, and corresponds to a time of maximum siliciclastic fluxes to the slope with falling sea level. Assemblage 2 reflects lowered organic carbon flux or elevated bottom water oxygen concentration, and corresponds to an interval of lowered siliciclastic fluxes to the slope due to sediment bypass during sea level lowstand. Assemblage 3 signals increased off-shelf delivery of neritic carbonates, likely when carbonate productivity on the outer shelf (Great Barrier Reef) increased significantly when it was reflooded. Benthic foraminiferal assemblages in the sediment sink (slopes of Ashmore Trough) likely respond to the amount and type of sediment supplied from the proximal source (outer GoP shelf)

    Providing Feedback Following Leadership Walkrounds is Associated with Better Patient Safety Culture, Higher Employee Engagement and Lower Burnout

    Background There is a poorly understood relationship between Leadership WalkRounds (WR) and domains such as safety culture, employee engagement, burnout and work-life balance. Methods This cross-sectional survey study evaluated associations between receiving feedback about actions taken as a result of WR and healthcare worker assessments of patient safety culture, employee engagement, burnout and work-life balance, across 829 work settings. Results 16 797 of 23 853 administered surveys were returned (70.4%). 5497 (32.7% of total) reported that they had participated in WR, and 4074 (24.3%) reported that they participated in WR with feedback. Work settings reporting more WR with feedback had substantially higher safety culture domain scores (first vs fourth quartile Cohen’s d range: 0.34–0.84; % increase range: 15–27) and significantly higher engagement scores for four of its six domains (first vs fourth quartile Cohen’s d range: 0.02–0.76; % increase range: 0.48–0.70). Conclusion This WR study of patient safety and organisational outcomes tested relationships with a comprehensive set of safety culture and engagement metrics in the largest sample of hospitals and respondents to date. Beyond measuring simply whether WRs occur, we examine WR with feedback, as WR being done well. We suggest that when WRs are conducted, acted on, and the results are fed back to those involved, the work setting is a better place to deliver and receive care as assessed across a broad range of metrics, including teamwork, safety, leadership, growth opportunities, participation in decision-making and the emotional exhaustion component of burnout. Whether WR with feedback is a manifestation of better norms, or a cause of these norms, is unknown, but the link is demonstrably potent

Blood analytes and airway inflammation via exhaled nitric oxide (eNO) were measured at baseline, and 2 and 4 hours after HFM. Airway inflammation was assessed with induced sputum and cell differentials at baseline and 4 hours after HFM. Triglycerides doubled in the postprandial period (~113 ± 18%, P < 0.05 ), but the increase did not differ between EX and CON. Percentage of neutrophils was increased 4 hours after HFM (~17%), but the increase did not differ between EX and CON. Exhaled nitric oxide changed nonlinearly from baseline to 2 and 4 hours after HFM (P < 0.05, ƞ² = 0.36) . Our findings suggest that, in active individuals, an acute bout of moderate intensity exercise does not attenuate the triglyceride or airway inflammatory response to a high-fat meal

    Evaluating the Impact of a Virtual Reality Workstation in an Academic Library: Methodology and Preliminary Findings

    Collections of 3D models and the analytic affordances of virtual reality (VR) systems can be integrated to form a “3D digital heritage ecosystem” (Limp, et al., 2011), providing a potentially richer and more intuitive learning environment that enables students to interact with models of artifacts and spaces that are too rare, fragile, or distant to access directly. This paper describes efforts to evaluate the impact of virtual reality on undergraduate instruction in varied disciplines, hosted within an academic library context. Existing research on VR and learning has focused primarily on domain -specific tasks carried out in controlled lab settings or the social aspects of immersive virtual worlds. This paper describes the methodology and preliminary findings of a mixed-methods research project currently underway (running from September 2017 to August 2018) that is evaluating how use of virtual reality impacts undergraduate students’ self-efficacy, and seeks to understand students’ embodied experiences. The strengths and weaknesses of the methodology, initial findings drawn from the early stages of data analysis, and directions for further research are discussed.YesDouble-blind review
