Developing professionalism in new IT graduates? Who needs it?
A new graduate may require a period of ‘acclimatisation’ through a process of ‘developing their professionalism’ to fit into their work environment. The e-Skills UK Technology Counts Insights 2010 report suggests that 110,500 new entrants a year are required to fill IT & Telecoms professional job roles, with 20,800 coming from education (predominantly graduate level and higher). However, 43% of recruiters were reporting a lack of suitable candidates for IT & Telecoms posts where growing importance will be placed on relationship management, business process analysis and design, project and programme management. IT & Telecoms professionals are increasingly expected to be multi-skilled, with sophisticated business and interpersonal skills as well as technical competence. As the report also says: ‘UK growth will continue to be primarily in high-value roles with an increasing need for customer and business-oriented skills as well as sophisticated technical competencies.’
The diverse needs and requirements of the IT sector, as specified by various employer groups and professional bodies including BCS, IET, eSkills, the CBI and the SFIA Foundation, are discussed. According to the CBI, ‘62% of entrants to the IT sector need to draw on managerial and professional business skills almost immediately.’ For organisations to succeed, their IT graduate recruits must supplement their IT skills with managerial and professional business skills. Well considered CPD will ensure that recent graduates can enhance their ‘academic’ skills with the necessary work-based skills for the benefit of both themselves and their new employer. The focus of the improvement will balance the student-centred needs for development and the engaging employer’s commercial needs
Food for thought? Potential conflicts of interest in academic experts advising government and charities on dietary policies
Abstract Background A conflict of interest (CoI) can occur between public duty and private interest, in which a public official’s private-capacity interest could improperly influence the performance of their official duties and responsibilities. The most tangible and commonly considered CoI are financial. However, CoI can also arise due to other types of influence including interpersonal relationships, career progression, or ideology. CoI thus exist in academia, business, government and non-governmental organisations. However, public knowledge of CoI is currently limited due to a lack of information. The mechanisms of managing potential conflicts of interest also remain unclear due to a lack of guidelines. We therefore examined the independence of academic experts and how well potential CoI are identified and addressed in four government and non-governmental organisations in the UK responsible for the development of food policy. Methods Policy analysis. We developed an analytical framework to explore CoI in high-level UK food policy advice, using four case studies. Two government policy-making bodies: Department of Health ‘Obesity Review Group’ (ORG), ‘Scientific Advisory Committee on Nutrition’ (SACN) and two charities: ‘Action on Sugar’ (AoS), & ‘Heart of Mersey’ (HoM). Information was obtained from publicly available sources and declarations. We developed a five point ordinal scale based upon the ideology of the Nolan Principles of Public Life. Group members were individually categorised on the ordinal ConScale from “0”, (complete independence from the food and drink industry) to “4”, (employed by the food and drink industry or a representative organisation). Results CoI involving various industries have long been evident in policy making, academia and clinical practice. Suggested approaches for managing CoI could be categorised as “deny”, “describe”, or “diminish”. Declared CoI were common in the ORG and SACN. 4 out of 28 ORG members were direct industry employees. In SACN 11 out of 17 members declared industry advisory roles or industry research funding. The two charities appeared to have equally strong academic expertise but fewer conflicts. No HoM members declared CoI. 5 out of 21 AoS members declared links with industry, mainly pharmaceutical companies. We were unable to obtain information on conflicts for some individuals. Conclusions Conflicts of interest are unavoidable but potentially manageable. Government organisations responsible for policy development and implementation must institutionalize an approach to identify (disclose) and manage (mitigate or eliminate) perceived and actual CoI to improve public confidence in government decision-making relevant to food policy
Sugar-sweetened beverages coverage in the British media: an analysis of public health advocacy versus pro-industry messaging
OBJECTIVES: To assess the extent of media-based public health advocacy versus pro-industry messaging regarding sugar-sweetened beverages (SSBs). DESIGN: We conducted a systematic analysis to identify and examine all articles regarding SSBs published in all mainstream British print newspapers and their online news websites from 1 January 2014 to 31 December 2014. We initially conducted a brief literature search to develop appropriate search terms and categorisations for grouping and analysing the articles. Articles were then coded according to the publishing newspaper, article type, topic, prominence and slant (pro-SSB or anti-SSB). A contextual analysis was undertaken to examine key messages in the articles. RESULTS: We identified 374 articles published during 2014. The majority of articles (81%) suggested that SSBs are unhealthy. Messaging from experts, campaign groups and health organisations was fairly consistent about the detrimental effects of SSB on health. However, relatively few articles assessed any approaches or solutions to potentially combat the problems associated with SSBs. Only one-quarter (24%) suggested any policy change. Meanwhile, articles concerning the food industry produced consistent messages emphasising consumer choice and individual responsibility for making choices regarding SSB consumption, and promoting and advertising their products. The food industry thus often managed to avoid association with the negative press that their products were receiving. CONCLUSIONS: SSBs were frequently published in mainstream British print newspapers and their online news websites during 2014. Public health media advocacy was prominent throughout, with a growing consensus that sugary drinks are bad for people's health. However, the challenge for public health will be to mobilise supportive public opinion to help implement effective regulatory policies. Only then will our population's excess consumption of SSBs come under control
A motorized rotation mount for the switching of an optical beam path in under 20 ms using polarization control
We present a simple motorized rotation mount for a half-wave plate that can be used to rapidly change the polarization of light. We use the device to switch a high power laser beam between different optical dipole traps in an ultracold atom experiment. The device uses a stepper motor with a hollow shaft, which allows a beam to propagate along the axis of the motor shaft, minimizing inertia and mechanical complexity. A simple machined adapter is used to mount the wave plate. We characterize the performance of the device, focusing on its capability to switch a beam between the output ports of a polarizing beam splitter cube. We demonstrate a switching time of 15.9(3) ms, limited by the torque of the motor. The mount has a reaction time of 0.52(3) ms and a rotational resolution of 0.45(4)°. The rotation is highly reproducible, with the stepper motor not missing a step in 2000 repeated tests over 11 h
Trends in adult cardiovascular disease risk factors and their socio-economic patterning in the Scottish population 1995–2008: cross-sectional surveys
<p>Objectives To examine secular and socio-economic changes in cardiovascular disease risk factor prevalences in the Scottish population. This could contribute to a better understanding of why the decline in coronary heart disease mortality in Scotland has recently stalled along with a widening of socio-economic inequalities.</p>
<p>Design Four Scottish Health Surveys 1995, 1998, 2003 and 2008 (6190, 6656, 5497 and 4202 respondents, respectively, aged 25–64 years) were used to examine gender-stratified, age-standardised prevalences of smoking, alcohol consumption, physical activity, fruit and vegetable consumption, discretionary salt use and self-reported diabetes or hypertension. Prevalences were determined according to education and social class. Inequalities were assessed using the slope index of inequality, and time trends were determined using linear regression.</p>
<p>Results There were moderate secular declines in the prevalence of smoking, excess alcohol consumption and physical inactivity. Smoking prevalence declined between 1995 and 2008 from 33.4% (95% CI 31.8% to 35.0%) to 29.9% (27.9% to 31.8%) for men and from 36.1% (34.5% to 37.8%) to 27.4% (25.5% to 29.3%) for women. Adverse trends in prevalence were noted for self-reported diabetes and hypertension. Over the four surveys, the diabetes prevalence increased from 1.9% (1.4% to 2.4%) to 3.6% (2.8% to 4.4%) for men and from 1.7% (1.2% to 2.1%) to 3.0% (2.3% to 3.7%) for women. Socio-economic inequalities were evident for almost all risk factors, irrespective of the measure used. These social gradients appeared to be maintained over the four surveys. An exception was self-reported diabetes where, although inequalities were small, the gradient increased over time. Alcohol consumption was unique in consistently showing an inverse gradient, especially for women.</p>
<p>Conclusions There has been only a moderate decline in behavioural cardiovascular risk factor prevalences since 1995, with increases in self-reported diabetes and hypertension. Adverse socio-economic gradients have remained unchanged. These findings could help explain the recent stagnation in coronary heart disease mortalities and persistence of related inequalities.</p>
Trends in cardiovascular disease biomarkers and their socioeconomic patterning among adults in the Scottish population 1995 to 2009: cross-sectional surveys
Objectives To examine secular and socioeconomic changes in biological cardiovascular disease risk factor and biomarker prevalences in the Scottish population. This could contribute to an understanding of why the decline in coronary heart disease mortality in Scotland has recently stalled along with persistence of associated socioeconomic inequalities.
Design Cross-sectional surveys.
Setting Scotland.
Participants Scottish Health Surveys: 1995, 1998, 2003, 2008 and 2009 (6190, 6656, 5497, 4202 and 4964 respondents, respectively, aged 25–64 years).
Primary outcome measures Gender-stratified, age-standardised prevalences of obesity, hypertension, hypercholesterolaemia and low high-density lipoprotein cholesterol blood concentration as well as elevated fibrinogen and C reactive protein concentrations according to education and social class groupings. Inequalities were assessed using the slope index of inequality, and time trends were assessed using linear regression.
Results The prevalence of obesity, including central obesity, increased between 1995 and 2009 among men and women, irrespective of socioeconomic position. In 2009, the prevalence of obesity (defined by body mass index) was 29.8% (95% CI 27.9% to 31.7%) for men and 28.2% (26.3% to 30.2%) for women. The proportion of individuals with hypertension remained relatively unchanged between 1995 and 2008/2009, while the prevalence of hypercholesterolaemia declined in men from 79.6% (78.1% to 81.1%) to 63.8% (59.9% to 67.8%) and in women from 74.1% (72.6% to 75.7%) to 66.3% (62.6% to 70.0%). Socioeconomic inequalities persisted over time among men and women for most of the biomarkers and were particularly striking for the anthropometric measures when stratified by education.
Conclusions If there are to be further declines in coronary heart disease mortality and reduction in associated inequalities, then there needs to be a favourable step change in the prevalence of cardiovascular disease risk factors. This may require radical population-wide interventions
Quantum enhanced measurement of rotations with a spin-1 Bose-Einstein condensate in a ring trap
We present a model of a spin-squeezed rotation sensor utilizing the Sagnac effect in a spin-1 Bose-Einstein condensate in a ring trap. The two input states for the interferometer are seeded using Raman pulses with Laguerre-Gauss beams and are amplified by the bosonic enhancement of spin-exchange collisions, resulting in spin-squeezing and potential quantum enhancement of the interferometry. The ring geometry has an advantage over separated beam path atomic rotation sensors due to the uniform condensate density. We model the interferometer both analytically and numerically for realistic experimental parameters and find that significant quantum enhancement is possible, but this enhancement is partially degraded when working in a regime with strong atomic interactions
Long-distance optical-conveyor-belt transport of ultracold 133 Cs and 87 Rb atoms
We report on the transport of a thermal cloud of ultracold cesium and rubidium atoms over about 37 cm in under 25 ms using an optical conveyor belt formed by two counterpropagating beams with a controllable frequency difference that generate a movable optical lattice. By carefully selecting the waists and focus positions, we are able to use two static Gaussian beams for the transport, avoiding the need for a Bessel beam or variable-focus lenses. We characterize the transport efficiency for both species, including a comparison of different transport trajectories, gaining insight into the loss mechanisms and finding the minimum jerk trajectory to be optimum. Using the optimized parameters, we are able to transport up to 7×106 cesium or rubidium atoms with an efficiency up to 75%. To demonstrate the viability of our transport scheme for experiments employing quantum gas microscopy, we produce Bose-Einstein condensates of either species after transport and present measurements of the simultaneous transport of both species
