    Participation of Children in Decision Making and Urban Planning in Local Communities: Employing Solar Energy in the Serbian Schools

    Children and young people are rarely recognized as active and important participants in community development. Urban planners and designers who are involved in planning, developing and designing places usually follow standard procedures which assume the involvement and participation of the governmental representatives, different stakeholders, experts from different fields or the representatives of NGOs and civil society. Children and young people are not recognized as a group with specific aspirations, views, needs or understanding of space. The UN Convention on the Rights of the Child speaks about that, recognizes the need for change and recommends the active involvement of children in different areas and decisions. This should be applied to the urban planning and decisions that are being made in planning and development. The situation in Serbia is not much different from what is going on in other countries. However, there are already the first signs of the changing practice; a shift toward broadening the number of participants whose opinion matter and who should be included in the planning process is taking place. Thus, there is also a growing notion of how important it would be to include children as well, listen to them and work with them. At the moment, several projects have been designed and developed along these lines where children have been one of the main actors. This paper will explore and present one of them–example from the Food and Catering school in Čačak which have been developed as part of the national project on energy efficiency and use of the renewable energy sources in schools throughout Serbia. In this case, children were actively involved throughout the whole process, which was also used as part of their education on energy, renewable energy resources, the importance of energy question in the everyday life, and sustainability. Throughout the process, they had regular meetings with the local governments, which provided opportunity to talk about issues relevant for their community and its development. This experience has many messages for planners and all those who are involved in community planning and development. In the paper, some of the messages will be outlined

    Saintly Love of Saint Catherine in a Mystical Poem by Junije Palmotić

    Written by the Ragusan poet and playwright Junije Palmotić (1607-1667), religious poem Sveta Katarina od Sijenehas hitherto been neglected by Croatian literary historiography. This article aims to show that, classified as a Baroque religious poem, Saint Catherineleans on the tradition of mystical literature, which distinguishes it from the representative tear poems of this period written by Ivan Gundulić, Ivan Bunić Vučić and Ignjat Đurđević. Similar to many literary texts composed during Catholic Renewal, the poem thematises the experience of the higher, divine love, here also examined from the emotional perspective in terms of both particular representation of this type of love and the reception, i.e., the emotions ʽexpectedʼ to be aroused in the audience. In addition, the article addresses the question of the religious emotional regime and emotional style characteristic of the period of Catholic Renewal, also pursued in the female convents of Dubrovnik

    Planning in the Information Age: Opportunities and Challenges of E-Planning

    During the last twenty years the planning profession has undergone a tremendous transformation. Not only have the planning philosophy and ideas changed, but the overall framework for the planning discipline has changed as well. The changing reality affects the way planners work, but it also encroaches on the very meaning of the profession itself, and the role it plays. The planning world of today is a different world, and a new culture of planning is on the horizon. There are many important processes that participate in creating what is referred to as a new framework for the planning practice. While some argue that globalisation is a fundamental phenomenon of our time, others are of the view that the phenomenon of the information and communication explosion marks the era. Often placed on the top of development agenda world-wide, the two rank amongst the key determinants of the future of urban development. Taken alone however they do not determine the urban future nor do they guide and shape the cities independently of other forces - political, social, economic, environmental and cultural- their influence on urban development, and planning and management mechanisms, are undeniable and ever increasing. If globalisation reflects and demands fundamental changes in our ideas about society and the organization of space, it is also the case that the information and communication involve fundamental transformations in our concepts of the relationship between humanity and space, and indeed of the very concepts of humanity and space. For some, it is planning in the era of globalisation that is the issue today, for the others it is the information age that provides the background. However, the two are interrelated and connected and often, they work together. Both are complex and multi-faceted phenomena, therefore most time neither one could be analysed and discussed independently from the other. For the purpose of focusing on particular relationship between the age of information and the planning practice, which is the focus of this conference and a general topic of this presentation, the reduction is necessary, and in this paper is being undertaken intentionally. The key issue today is the mobility of information, which is the crucial factor in the world of international competition. A new generation of information and communication technologies creates a new opportunity for this process. The global electronic network supports mobility in space and time, and as such is relevant for any planning or development action, be it at a local, national or international level. Yesterday of a limited use, tomorrow will become an intrinsic part of the professional routine. E-space is not only a place where people meet meet but it is also an economic place, a powerful economic resource that fully participates in shaping development of many regions and cities world-wide. As such, it is vital to the planning profession. Transparency, efficiency and economy, the key words of the e-option, support a call for information networking on the Internet to channel organisational and operational resources for planning purposes. This paper casts some light on the e-based planning option. Starting from the belief that it is the context that creates new opportunities and also make them successful, this is a general view on the reality within which planning is taking place today that will open the discussion, following which, discussion will focus upon the emerging e-based planning paradigm, and the questions associated with it. The potentials of the e-based alternative will be outlined and analysed against the principles of good planning practice. The challenges of the alternative will be highlighted/identified in the last section, and debated vis-à-vis the observed benefits. Implications for the concrete planning practice will be at the heart of the overall discussion

    A method for case selection in strategic urban planning

    Strategic planning application is frequent in urban practices. In order to understand this type of planning in a better way, urban researches use and take over good examples of practices from other countries. Selecting examples is most often made without considering their context and the specifics of the urban planning process. In practice, it results in the strategies which are not implemented and the plans which are not realized. The aim of the conducted research is to simplify the urban planners and researchers' choice of compatible good practice cases from different types of environment. This is achieved by creation of an evaluation model, whose role is to help select examples from different environments compatible with the environment where the research is conducted

    Primena balon-katetera u hirurgiji maksilarnog sinusa - prikaz slučaja

    Introduction: The postoperative drainage and the postoperative bleeding from maxillary sinus cavity have been controlled after functional sinus surgery. It has usually been done using the band of iodize gauze squeezed through the temporary opening in the vestibular mucosa or through the inferior meatal antrostomy. The aim of this study was to present the use of balloon-catheter in maxillary sinus surgery intendend for control of postoperative drainage and bleeding. Case report: Balloon-catheter was used in one female who was treated for anemia after chemotherapy and with allergy to iodine. It was inserted into the sinus cavity through the temporary inferior meatal antrostomy and removed five days after surgery without any postoperative discomforts and complications especially in this risk group of patients. Conclusion: The balloon-catheter surgery method used in risk group of patients improved the quality of postoperative period without significant complications.Uvod: U postoperativnom periodu, posle revizije sluzokože maksilarnog sinusa, potrebno je obezbediti odgovarajuću drenažu i kontrolu mogućeg postoperativnog krvarenja. To se najčešće se izvodi trakom jodoform gaze koja se izvlači kroz privremeno načinjen otvor na sluzokoži forniksa suprotne strane ili kroz trajni otvor u donjem nosnom hodniku. Cilj ovog rada je bio da se prikaže primena balon-katetera radi postoperativne drenaže maksilarnog sinusa i kontrole postoperativnog krvarenja. Prikaz bolesnika: Ovaj postupak je urađen kod osobe ženskog pola, prethodno lečene hemioterapijom, sa prisutnom anemijom i alergijom na jod. Balon-kateter je plasiran u sinusnu šupljinu kroz arteficijelno učinjen otvor u donjem nosnom hodniku, a zatim je primarno zarastanje operativne regije osigurano pojedinačnim i madrac šavovima. Postoperativni tok je protekao uredno. Balon-kateter je uklonjen petog postoperativnog dana. Zaključak: Zapaženo je da primena balon-katetera značajno utiče na kvalitet postoperativnog toka, bez izazivanja postoperativnih komplikacija, i to posebno u rizičnoj grupi pacijenata

    Online Public Engagement and Planning Practice: a Serbian Perspective

    In Serbia today we can witness a certain planning paradox — on one hand the planning practice is shifting from the traditional, top-down planning approach, to the more collaborative one, and the communication with the community and involvement of the public in the planning process and decision-making is slowly becoming the crucial element in the planning practice. On the other hand, people in Serbia have a poor sense of community, lack community engagement, trust in government, and in general have no knowledge and information about planning process. The widespread adoption of the Internet, especially the social web, dramatically altered our society, changed the way we interact socially and facilitated communication and exchange of ideas and information. Adopting a viewpoint that the Internet can be an effective tool for public empowerment, this paper will examine current examples of online platforms for public engagement in planning process, such as civic networks, social networks etc. The paper will analyze these approaches, particularly the way they can be used to enhance and support the traditional planning methods, and enable new types of innovation and creativity. We will compare and observe their strengths and weaknesses from urban planning context, taking into account specific Serbian context

    Institutional challenges in the urban planning water sensitive places

    Last few years cities in Serbia witnessed a number of problems with small urban streams and an inappropriate sewer systems. Traditional approach of solving these problems, using underground pipes and concrete revetments, is inefficient and expensive. Instead, it is increasingly becoming common to use “soft” approach based on the natural processes and use of the existing landscape elements and plants for water treatment. Thus, water becomes the featured element in the urban landscape, the new resource for the creation of public green spaces and improvement of community health. Planning the city zones surrounding small urban streams and old sewer systems became challenging, as the number of experts from different fields, stakeholders and citizens that should be involved grew. If such approach is to succeed, it is critical to create appropriate institutional framework. In this paper we are exploring appropriate institutional arrangement for planning of these zones. We are basing our research on the already proven and successful examples from Europe. Finally, we are discussing the institutional constrains and opportunities for implementation of these arrangements in Serbia, taking into account the specific Serbian context, in order to make cities in Serbia more water sensitive

    Poslovna etika i društvena odgovornost u upravljanju ljudskim resursima

    Autori ovog rada, pre svega, nastoje da utvrde ulogu poslovne etike i koncepta društvene odgovornosti u upravljanju ljudskim resursima, a potom vrše analizu poslovne prakse u Srbiji i Bosni i Hercegovini po pitanju odgovornog odnosa prema zaposlenima, fokusirajući se prvenstveno na poštovanje zakonom garantovanih prava radnika, ali i na aktivnosti koje prevazilaze poštovanje zakona. Autori smatraju da postoje argumenti u prilog zahteva da menadžeri treba da poštuju prava zaposlenih, kao i da kompanije imaju odgovornost prema svojim zaposlenima, te da njihove ciljeve treba da uzmu u obzir prilikom definisanja ciljeva kompanije. Uspostavljanje međunarodne inicijative u vidu Globalnog dogovora UN za poštovanje ljudskih i radnih prava, zaštite prirodne okoline i borbe protiv korupcije dodatno potvrđuje neophodnost odgovornog i etičnog upravljanja ljudskim resursima. Srbija i Bosna i Hercegovina su potpisnice ovog Dogovora. Takođe, obe zemlje uspostavile su zakonski okvir koji garantuje zaštitu ljudskih i radnih prava. Međutim, u poslovnoj praksi dveju zemalja primetni su brojni primeri kršenja radnih prava. Takođe, u obe zemlje nedostaju društveno odgovorne aktivnosti prema zaposlenima koje prevazilaze zakonom definisane obaveze

    Corporate social responsibility as a tool for smart, sustainable and inclusive growth

    The recently adopted Strategy for the economic and social development of the EU - Europe Strategy 2020, recognizes the concept of the Corporate Social Responsibility (CSR) as one of the tools for the achievement of a smart, sustainable and inclusive growth. Although the integration of CSR concept into business strategies is made on voluntary bases, governments, civil sector, media and academia have an important role in its promotion. The aim of this paper is to analyse the role that CSR plays in the socio-economic development focusing on Serbia. While the Government perceives the importance of CSR for Serbian socioeconomic development, it is noticeable that pressure on companies to undertake socially responsible activities made by media, NGOs, consumers and business partners is not remarkable. In addition, the business community still does not have enough CSR initiatives that would be both beneficial to the community and profitable for companies. The paper argues that education on CSR of the managers and the broader public is essential in raising the awareness of the benefits that CSR offer. Consequently, it would lead towards the wider implementation of CSR in Serbia
