    Kaj je kultura?

    Under the pressure of applicability of research and a problem-solving approach, contemporary scientific practices often fail to define their “object of knowledge” and to reflect upon their own work. It may therefore be good to ask a naïve question: What is culture? In the art world, the arts often function as the last ideological fortress. In scientific research, an analogous role is played by the notion of culture as a gradual “process of civilisation” that moves people by the means of self-restraint and refinement towards civilisation and away from barbarism. The historical and contemporary cases examined in the article show that there is no transtemporal culture with an a priori positive and “progressive” social role. The concept of culture cannot be separated from: (1) the establishment of financial institutions in the Renaissance, when patronage of the arts helped to “legalise” the most profitable and then-forbidden practice of usury; (2) the transformation of class war into cultural difference via the refinement of the Renaissance carnival; (3) the establishment of general access to education in the 20th century, which, in itself, could not abolish social inequalities, but to the contrary integrated educated people into the reproduction of social inequalities; (4) the establishment of the world art system in the 21st century, when the “capitalist welfare state” replaced the “social welfare state.” From these examples we can draw the conclusion that culture is rather a “Trojan Horse” that can at times work as a destructive social force

    Demografski podatki in podatki o razpoložljivosti kapacitet domov starejših občanov (DSO) v Sloveniji nakazujejo potrebo po spremembi organiziranosti tega segmenta varstva. V prispevku smo se osredotočili na analizo in vrednotenje stanja urejenosti in dostopnosti zelenih površin ter storitev splošnega pomena v majhnih mestih z vidika potreb starejših prebivalcev, ki svojo starost preživljajo v DSO. Hkrati smo ocenili možnosti za dejansko uporabo zelenih površin te skupine prebivalstva. Ugotovili smo, da v Sloveniji potrebujemo temeljite sistemske spremembe na področju institucionalnega varstva starejših občanov, tudi na področju zagotavljanja, urejenosti in uporabe zelenih površin ob DSO

Pel cas d'Espanya la contribució ha estat realitzada per l' Oscar Molina (veure annex 2 Network of Eurofound Correspondents)This report is carried out in the context of the three-year pilot project (2021-2023), 'Role of the minimum wage in establishing the Universal Labour Guarantee', mandated to Eurofound by the European Commission. Its focus is module 3 of the project, investigating minimum wages and other forms of pay for the self-employed. Out of concern for the challenging conditions faced by certain groups of self-employed workers, some Member States have established or are in discussions about proposing some statutory forms of minimum pay for selected categories of the self-employed. The main objective of the report is to understand how minimum wages, wage rates, tariffs, fees and other forms of pay could be fixed for specific jobs or professions in sectors having a high level of 'vulnerable' workers, as well as 'concealed' self-employed. While the majority of Member States allow trade union representation, the right to collective bargaining for the self-employed is much more limited. Only a small number of Member States provide examples of collectively agreed minimum wages or other forms of pay for the self-employed

Pel cas d'Espanya la contribució ha estat realitzada per l'Alejandro GodinoThe most relevant changes in working time regulation in Europe in 2019 and 2020 addressed challenges arising as a result of the COVID-19 pandemic. Most focused on short-time working schemes, on approaches to teleworking for those able to work from home and on regulations to ensure the safe provision of essential services. In 2020, the average collectively agreed working week in the EU stood at 37.8 hours. Across the sectors analysed in the report, the collectively agreed normal working week was shortest in public administration (38 hours) and longest in transport (39.2 hours). Paid annual leave entitlement (taking into account those set through collective bargaining) stood at an average of 24.5 days across the EU. Key topics for discussion in all Member States during the COVID-19 pandemic included dealing with the impact of changes in working hours on different groups of workers and the role of working time in supporting economic recovery and job creation

    Životinje u frazeološkom ruhu zbornik je većega dijela radova izloženih na međunarodnom znanstvenom skupu Animalistički frazemi u slavenskim jezicima. Skup je održan 21. i 22. ožujka 2014. godine na zagrebačkom Filozofskom fakultetu u sklopu istoimenoga istraživanja kojem je Sveučilište u Zagrebu dodijelilo potporu u studenom 2013. godine. Na skupu je sudjelovalo 49 znanstvenika: 22 iz Hrvatske te 27 iz Bosne i Hercegovine, Bugarske, Mađarske, Makedonije, Poljske, Slovačke i Slovenije. Zbornik sadržava recenzirane znanstvene radove u kojima se propituje zastupljenost naziva životinja u različitim frazeološkim jedinicama slavenskih, ali i romanskih te germanskih jezika, ukazuje na njihovu pragmatičnu i kulturološku važnost te pruža uvid u suvremene frazeološke tendencije primijenjene i na odabranu skupinu frazema.     Unfree wage labour

    The article develops the concept of ‘unfree wage labour’ that refers to a situation in which a worker must (temporarily and conditionally) give away possession of his labour power to a third party who then sells it to the buyers of labour power. From the perspective of contract freedom and legal equality, it seems irrelevant whether a worker sells his or her labour power to an employer or to an intermediary. However, there is no doubt that labour intermediation increases the economic dependence and social subordination of workers. First, given that the intermediary negotiates with the employer, the worker has a lower ability to influence the terms of employment. Second, given that he or she is a contract worker, they have a lower ability to engage in collective action in the company. Undoubtedly, this worker has significantly lower control over her or his working and living conditions. The question arises whether his or her contract freedom lessened to the extent that we can speak of unfree wage labour

    L’acte constitutif de l’histoire culturelle contemporaine était la coupure avec les presuppositions épistémologiques et méthodologiques de l’histoire économique et sociale. Le champ nouveau de l’historiographie, rompant avec »la tradition historiographique«, s’est fondé sur le nouveau »matérialisme« et sur la théorie de la réprésentation. Une question inquiétante cepandant s’impose: dans quelle mesure les conceptualisations et les méthodologies de l’histoire contemporaine ne sont que costumes nouveaux pour vieux engagements de l’histoire? Le matérialisme nouveau ne déguise-t-il pas la vieille pratique des historiens de rassembler des »faits«? La théorie de la réprésentation ne déguise-t-elle pas l’idée des méntalités? Si la réponse est affirmatif, il faut poser une nouvelle question: Les grandes luttes dans le champ de l’histoire ne sont-elles pas des stratégies d’oubli qui essaient d’effacer la mémoire de l’historiographie recente et de ses effets cognitifs
