Optimal input states and feedback for interferometric phase estimation
We derive optimal N-photon two-mode input states for interferometric phase measurements. Under canonical measurements the phase variance scales as N-2 for these states, as compared to N-1 or N-1/2 for states considered bq previous authors. We prove, that it is not possible to realize the canonical measurement by counting photons in the outputs of the interferometer, even if an adjustable auxiliary phase shift is allowed in the interferometer. However. we introduce a feedback algorithm based on Bayesian inference to control this auxiliary phase shift. This makes the measurement close to a canonical one, with a phase variance scaling slightly above N-2. With no feedback, the best result (given that the phase to be measured is completely unknown) is a scaling of N-1. For optimal input states having up to four photons, our feedback scheme is the best possible one, but for higher photon numbers more complicated schemes perform marginally better

When discussing the success of China's transition from socialism, there is a tendency to focus on growth figures as an indication of performance. Whilst these figures are
indeed impressive, we should not confuse growth with development and assume that the former necessarily automatically generates the latter. Much has been done to
reduce poverty in China, but the task is not as complete as some observers would suggest; particularly in terms of access to health, education and welfare, and also in
dealing with relative (rather than absolute) depravation and poverty. Visions of China have been constructed that exaggerate Chinese development and power in the global
system partly to serve political interests, but partly due to the failure to consider the relationship between growth and development, partly due to the failure to disaggregate
who gets what in China, and partly due to the persistence of inter-national conceptions of globalised production, trade, and financial flows
The Flux Variability of Markarian 501 in Very High Energy Gamma Rays
The BL Lacertae object Markarian 501 was identified as a source of gamma-ray
emission at the Whipple Observatory in March 1995. Here we present a flux
variability analysis on several times-scales of the 233 hour data set
accumulated over 213 nights (from March 1995 to July 1998) with the Whipple
Observatory 10 m atmospheric Cherenkov imaging telescope. In 1995, with the
exception of a single night, the flux from Markarian 501 was constant on daily
and monthly time-scales and had an average flux of only 10% that of the Crab
Nebula, making it the weakest VHE source detected to date. In 1996, the average
flux was approximately twice the 1995 flux and showed significant
month-to-month variability. No significant day-scale variations were detected.
The average gamma-ray flux above ~350 GeV in the 1997 observing season rose to
1.4 times that of the Crab Nebula -- 14 times the 1995 discovery level --
allowing a search for variability on time-scales shorter than one day.
Significant hour-scale variability was present in the 1997 data, with the
shortest, observed on MJD 50607, having a doubling time of ~2 hours. In 1998
the average emission level decreased considerably from that of 1997 (to ~20% of
the Crab Nebula flux) but two significant flaring events were observed. Thus,
the emission from Markarian 501 shows large amplitude and rapid flux
variability at very high energies as does Markarian 421. It also shows large
mean flux level variations on year-to-year time-scales, behaviour which has not

Impact of PNKP mutations associated with microcephaly, seizures and developmental delay on enzyme activity and DNA strand break repair
Microcephaly with early-onset, intractable seizures and developmental delay (MCSZ) is a hereditary disease caused by mutations in polynucleotide kinase/phosphatase (PNKP), a DNA strand break repair protein with DNA 5'-kinase and DNA 3'-phosphatase activity. To investigate the molecular basis of this disease, we examined the impact of MCSZ mutations on PNKP activity in vitro and in cells. Three of the four mutations currently associated with MCSZ greatly reduce or ablate DNA kinase activity of recombinant PNKP at 30°C (L176F, T424Gfs48X and exon15Δfs4X), but only one of these mutations reduces DNA phosphatase activity under the same conditions (L176F). The fourth mutation (E326K) has little impact on either DNA kinase or DNA phosphatase activity at 30°C, but is less stable than the wild-type enzyme at physiological temperature. Critically, all of the MCSZ mutations identified to date result in ∼10-fold reduced cellular levels of PNKP protein, and reduced rates of chromosomal DNA strand break repair. Together, these data suggest that all four known MCSZ mutations reduce the cellular stability and level of PNKP protein, with three mutations likely ablating cellular DNA 5'-kinase activity and all of the mutations greatly reducing cellular DNA 3'-phosphatase activity
The EU and Asia within an evolving global order: what is Europe? Where is Asia?
The papers in this special edition are a very small selection from those presented at the EU-NESCA (Network of European Studies Centres in Asia) conference on "the EU and East Asia within an Evolving Global Order: Ideas, Actors and Processes" in November 2008 in Brussels. The conference was the culmination of three years of research activity involving workshops and conferences bringing together scholars from both regions primarily to discuss relations between Europe and Asia, perceptions of Europe in Asia, and the relationship between the European regional project and emerging regional forms in Asia. But although this was the last of the three major conferences organised by the consortium, it in many ways represented a starting point rather than the end; an opportunity to reflect on the conclusions of the first phase of collaboration and point towards new and continuing research agendas for the future
The Effects of Exercise and a Low-Fat Diet on Monocyte TLR Expression and Disease Risk in Mice
Excess adiposity increases systemic inflammation, which is implicated in various diseases. Physical activity is a common treatment to reverse weight gain and increased disease risk; however, little evidence is available to determine if forced or voluntary exercise is more effective in mice. Such information has implications for the refinement of human exercise interventions. PURPOSE: To determine if 8-weeks of exercise combined with low-fat feeding reverses changes in disease risk, monocyte concentration and monocyte TLR2/TLR4 expression. METHODS: For 12-months, 24 CD-1 mice underwent pre-treatment, consuming either a low-fat (10% kcal from fat, N=6) or high-fat (60% kcal from fat, N=18) diet ad libitum. High-fat fed mice were randomly assigned to one of three groups (N=6/group): V-EX (low-fat chow, access to running wheel 5 d/week), F-EX (low-fat chow, forced treadmill running at 22 m/min, 60-min/d, 5 d/week), or SD (low-fat chow, no exercise). Mice pre-treated with low-fat chow served as controls (CN, N=6). Measurements were made on weekly saphenous vein blood samples using 3-color flow cytometry. Blood glucose and cholesterol concentration were analyzed weekly using a glucose and cholesterol analyzer. IPGTT was performed at baseline and week 8 and analyzed as area under the curve. RESULTS: All groups lost significant body weight over 8-weeks (P\u3c0.001). V-EX ran 4.4x more than F-EX (P\u3c0.001). There were no significant effects for blood cholesterol. CN had 26% higher glucose levels than V-EX (P=0.009). On average, there was a 59% decrease in IPGTT AUC from baseline to week 8 and V-EX decreased 37% more than CN. At week 8, monocyte concentration was 6x higher than week 1 (P=0.002). Specifically, V-EX was greater than both CN (49%) and F-EX (59%). Cell-surface TLR2 expression was significantly greater at week 6 (55%) and week 8 (23%) relative to baseline. Monocyte cell-surface TLR4 expression increased from baseline to week 8 (P\u3c0.001). CONCLUSIONS: Combining low-fat diet and exercise caused significantly more weight loss than low-fat diet alone. Overall, there was decreased insulin resistance and decreased glucose, suggesting there may have been a decrease in type II diabetes risk. Lack of difference in monocyte concentration and TLR2/4 cell-surface expression suggest the diet and exercise intervention was not long enough to elicit changes in inflammation following the long-term high-fat feeding. More research is needed to understand the time course of these changes. This study was useful in understanding what occurs during a diet and exercise intervention and in directly comparing forced and voluntary exercise
Multiwavelength Observations of a Flare from Markarian 501
We present multiwavelength observations of the BL Lacertae object Markarian
501 (Mrk 501) in 1997 between April 8 and April 19. Evidence of correlated
variability is seen in very high energy (VHE, E > 350 GeV) gamma-ray
observations taken with the Whipple Observatory gamma-ray telescope, data from
the Oriented Scintillation Spectrometer Experiment of the Compton Gamma-Ray
Observatory, and quicklook results from the All-Sky Monitor of the Rossi X-ray
Timing Explorer while the Energetic Gamma-Ray Experiment Telescope did not
detect Mrk 501. Short term optical correlations are not conclusive but the
U-band flux observed with the 1.2m telescope of the Whipple Observatory was 10%
higher than in March. The average energy output of Mrk 501 appears to peak in
the 2 keV to 100 keV range suggesting an extension of the synchrotron emission
to at least 100 keV, the highest observed in a blazar and ~100 times higher
than that seen in the other TeV-emitting BL Lac object, Mrk 421. The VHE
gamma-ray flux observed during this period is the highest ever detected from
this object. The VHE gamma-ray energy output is somewhat lower than the 2-100
keV range but the variability amplitude is larger. The correlations seen here
do not require relativistic beaming of the emission unless the VHE spectrum

Entropic uncertainty relations for extremal unravelings of super-operators
A way to pose the entropic uncertainty principle for trace-preserving
super-operators is presented. It is based on the notion of extremal unraveling
of a super-operator. For given input state, different effects of each
unraveling result in some probability distribution at the output. As it is
shown, all Tsallis' entropies of positive order as well as some of Renyi's
entropies of this distribution are minimized by the same unraveling of a
super-operator. Entropic relations between a state ensemble and the generated
density matrix are revisited in terms of both the adopted measures. Using
Riesz's theorem, we obtain two uncertainty relations for any pair of
generalized resolutions of the identity in terms of the Renyi and Tsallis
entropies. The inequality with Renyi's entropies is an improvement of the
previous one, whereas the inequality with Tsallis' entropies is a new relation
of a general form. The latter formulation is explicitly shown for a pair of
complementary observables in a -level system and for the angle and the
angular momentum. The derived general relations are immediately applied to
