Le droit international réglera-t-il les litiges du partage de l'eau ? Le bassin du Nil et quelques autres cas (Note)
En mai 1997, l'Assemblée générale de l'organisation des Nations Unies adoptait la Convention sur le Droit relatif aux utilisations des cours d'eau internationaux à des fins autres que la navigation. Ce texte est le résultat de plusieurs années, voire décennies de travail de la part des juristes internationaux. Tout en apportant des solutions à la gestion des fleuves internationaux, il soulève également un certain nombre d'interrogations quant à la mise en oeuvre de ses principes tels que la notion de bassin versant, « l'utilisation et la participation équitables et raisonnables », « l'obligation de ne pas causer de dommages significatifs », par exemple. À travers l'histoire récente du bassin du Nil, qui est souvent cité en exemple, cette étude a pour objectif d'analyser et de questionner la place et le rôle du Droit international public dans la gestion et la réglementation des conflits.In May 1997, the General Assembly of United Nations Organisation adopted the Convention on the law of the non-navigational uses of international watercourses. This convention is the result of several years of negotiations and work among the community of international jurists. While it provides solutions to the international watercourses management, it raises also some questions about the implementation of essential principles like the notion of « basin », the « equitable and reasonable utilisation and participation », or the obligation « to prevent the causing of significant harm ». Through the recent history of River Nile basin, which is often taken as example, this article aims to analyse and to question the place and the role of the international law in the international watercourses management and in conflicts regulation
Small and medium-sized towns - situation, development and prospects in different types of areas
The situation, development lines and perspectives of small and medium-sized towns in Germany and France are compared and similarities and differences within the central place systems and the spatial planning of both countries are discussed. With different approaches to definition, these towns have received new attention in both countries in recent years, albeit with different focal points. The discussion covers the positions and lines of development of these towns in the respective central place systems; the perspectives of their future development regarding the strengthening of central place functions, their attractiveness as residential and economic locations, and contexts of rural regional development and services of general interest. In addition, aspects of research on small and medium-sized towns as well as approaches to spatial policy in both countries are addressed
Birth registration on mobile phone: ICTs serving Civil Registry
International audienceIn Senegal, a large part of the population has no identity document or is not recorded in the registers. Several factors may explain this: lack of knowledge and difficulties in accessing civil registration services, lack of confidence in these services and lack of organization of these services. Mobile phones, whose use is spreading across Africa, could be a relevant solution to facilitate the process of birth registration, especially in rural areas. In Senegal, a team of researchers has developed and tested a solution to declare and register births thanks to mobile phones (feature phones). The main objective was to create a simple access tool for people with very little experience of ICTs. Therefore, the singularity was the establishment of a process of co-design with village chiefs and civil registrars who will be end users of the applications. Kleine und mittlere Städte - Lage, Entwicklung und Perspektiven in verschiedenen Raumtypen
Die Situation, die Entwicklungslinien und Perspektiven von Klein- und Mittelstädten in Deutschland und Frankreich werden verglichen und Gemeinsamkeiten und Unterschiede innerhalb der Zentrale-Orte-Systeme und der Raumplanung beider Länder diskutiert. Mit unterschiedlichen Definitionsansätzen haben diese Städte in den letzten Jahren in beiden Ländern neue Aufmerksamkeit erfahren, wenn auch mit unterschiedlichen Schwerpunkten. Diskutiert werden die Positionen und Entwicklungslinien dieser Städte in den jeweiligen Zentrale-Orte-Systemen, die Perspektiven ihrer zukünftigen Entwicklung im Hinblick auf die Stärkung der Zentrale-Orte-Funktionen, ihre Attraktivität als Wohn- und Wirtschaftsstandorte sowie Kontexte der ländlichen Regionalentwicklung und der Daseinsvorsorge. TIC et intégration sociale : penser les technologies de l'information et de la communication dans une approche organique de la solidarité
National audiencePeut-on penser le développement de la société de l'information en dehors d'une vision austère et Insensible de la technologie ? Le seul modèle de société doit-il être celui de la performance instrumentée par des outils propres à supplanter les aléas des relations interpersonnelles ? L'humanité est-elle vouée à être subjuguée par les techniques ou doit-elle rejeter tout en bloc pour espérer préserver son essence organique ? Par Delà ces deux voies extrêmes, nous pensons qu'il en existe une troisième et qu'il est encore Possible aujourd'hui de proposer une approche des technologies de l'information et de la Communication en termes de solidarité, D'intégration et de [re]-création des liens sociaux. À ce titre, les discours répétés sur la fracture numérique ne doivent pas masquer le fait qu'une partie de la population ne dispose pas des compétences sociales, économiques ou cognitives pour bénéficier des bienfaits de l'innovation dans ces domaines et qu?une autre partie de la population peut souffrir de ses effets négatifs. Ils ne doivent pas non plus cacher qu'il est possible pour des chercheurs en sciences de l'ingénieur et en sciences sociales de travailler ensemble et faire en sorte que les individus et les groupes sociaux s'approprient les technologies de l'information et de la communication en vue d'améliorer leur situation sociale, familiale et individuelle

Les représentations des tatouages connectés: enjeux de l’acceptabilité et relation à l’imaginaire
International audienceThis article presents the results of an exploratory survey around connected tattoos conducted in partnership with Mathilde SarrĂ©-Charrier from the Orange Group’s SENSE laboratory. It explores two seemingly distant universes – tattooing and digital innovation – that we suggest may be converging with recent research on the Internet of Things. Indeed, while the practice of tattooing is spreading in all spheres of society, it also appeals to digital research & development laboratories and companies. Based on semi-structured interviews and a literature review on wearable computing (clothing and cosmetics), this article question what connected tattoos represent in terms of [re]defining the social role of the body. Interviewees’ comments highlight the importance of social imaginaries in interpreting the acceptability of the tattoo phenomenon and identifying ambivalencies around innovations such as connected tattoos.Este artĂculo presenta los resultados de una encuesta exploratoria sobre tatuajes conectado. Este trabajo ha sido realizado con Mathilde SarrĂ©-Charrier, del laboratorio SENSE, del grupo Orange. Destaca dos universos, que, a priori se encuentran alejados : el del tatuaje y las innovaciones digitales. DespuĂ©s de investigar sobre las innovaciones recientes en el campo de los objetos conectados, se plantea la hipĂłtesis de posibles convergencias entre esos dos universos. De hecho, en la medida en que la práctica del tatuaje se extiende a todos los ámbitos de la sociedad, tambiĂ©n consigue atraer a los laboratorios de investigaciĂłn y desarrollo, asĂ como a las empresas digitales.Utilizando entrevistas semiestructuradas y un estado del arte sobre ropa y cosmĂ©tica digital (wearable), este artĂculo propone cuestionar quĂ© representan los tatuajes conectados en la [re]definiciĂłn de papel social del cuerpo. Los discursos de los entrevistados destacan la importancia de tener en cuenta el imaginario social para entender mejor la aceptabilidad del fenĂłmeno, e identificar las ambivalencias que aparecen en torno a las innovaciones que implican los tatuajes conectados.Cet article prĂ©sente les rĂ©sultats d’une enquĂŞte exploratoire Ă propos des tatouages connectĂ©s menĂ© en partenariat avec Mathilde SarrĂ©-Charrier du laboratoire SENSE du groupe Orange. Il met de l’avant deux univers, a priori très Ă©loignĂ©s, celui du tatouage et celui des innovations numĂ©riques. Mais, après des recherches sur les innovations rĂ©centes en matière d’objets connectĂ©s, nous avons Ă©mis l’hypothèse de convergences possibles entre les deux univers. En effet, alors que la pratique du tatouage se rĂ©pand dans toutes les sphères de la sociĂ©tĂ©, elle sĂ©duit Ă©galement les laboratoires de recherche et de dĂ©veloppement, de mĂŞme que les entreprises du numĂ©rique. Dans cet article, en nous appuyant sur des entretiens semi-directifs et un Ă©tat de l’art sur le numĂ©rique vestimentaire et cosmĂ©tique (wearable), nous proposons d’interroger ce que reprĂ©sentent les tatouages connectĂ©s dans la [re]dĂ©finition du rĂ´le social du corps. Les discours des personnes interviewĂ©es mettent en lumière l’importance de prendre en compte l’imaginaire social pour mieux saisir ce qui est en jeu dans l’acceptabilitĂ© du phĂ©nomène et pour cerner les ambivalences relevĂ©es en ce qui a trait aux innovations relatives aux tatouages connectĂ©s
