    The comparative estimation of coherent connections of the main EEG rhythms in 60 subjects (30 left-handers with left dominant eye and 30 right-handers with right dominant eye) was performed using Stroop-test with emotional words and meaningless words. During monocular vision of emotional words and meaningless words changes of coherence only within one hemisphere was observed, so under these conditions interhemispheric interactions are deteriorated. Monocular recognition of the color of the emotional words accompanied by coherence changes in both hemispheres of the brain, the most pronounced in left-handers. Instead, performance of the similar tasks with meaningless words leads to a decrease of the coherence connections in the contralateral (to the opened eye) hemisphere in right-handers and left-handers. Task with meaningless words causes less influence on the relevant brain structures than the task with emotional words, as evidenced by the reduction of coherent connections during the test with meaningless words.Проведено порівняльну оцінку когерентних зв’язків основних ритмів ЕЕГ у 60 обстежуваних (30 лівшів з домінантним лівим оком та 30 правшів з домінантним правим оком) при монокулярному виконанні Струп-тесту за умов пред’явлення емоційно значущих слів чи псевдослів

    The PPAR-γ agonist pioglitazone modulates inflammation and induces neuroprotection in parkinsonian monkeys

    <p>Abstract</p> <p>Background</p> <p>Activation of the peroxisome proliferator-activated receptor gamma (PPAR-γ) has been proposed as a possible neuroprotective strategy to slow down the progression of early Parkinson's disease (PD). Here we report preclinical data on the use of the PPAR-γ agonist pioglitazone (Actos<sup>®</sup>; Takeda Pharmaceuticals Ltd.) in a paradigm resembling early PD in nonhuman primates.</p> <p>Methods</p> <p>Rhesus monkeys that were trained to perform a battery of behavioral tests received a single intracarotid arterial injection of 20 ml of saline containing 3 mg of the dopaminergic neurotoxin 1-methyl-4-phenyl-1,2,3,6-tetrahydropyridine (MPTP). Twenty-four hours later the monkeys were assessed using a clinical rating scale, matched accordingly to disability, randomly assigned to one of three groups [placebo (n = 5), 2.5 (n = 6) or 5 (n = 5) mg/kg of pioglitazone] and their treatments started. Three months after daily oral dosing, the animals were necropsied.</p> <p>Results</p> <p>We observed significant improvements in clinical rating score (<it>P </it>= 0.02) in the animals treated with 5 mg/kg compared to placebo. Behavioral recovery was associated with preservation of nigrostriatal dopaminergic markers, observed as higher tyrosine hydroxylase (TH) putaminal optical density (<it>P </it>= 0.011), higher stereological cell counts of TH-ir (<it>P </it>= 0.02) and vesicular monoamine transporter-2 (VMAT-2)-ir nigral neurons (<it>P </it>= 0.006). Stereological cell counts of Nissl stained nigral neurons confirmed neuroprotection (<it>P </it>= 0.017). Pioglitazone-treated monkeys also showed a dose-dependent modulation of CD68-ir inflammatory cells, that was significantly decreased for 5 mg/kg treated animals compared to placebo (<it>P </it>= 0.018). A separate experiment to assess CSF penetration of pioglitazone revealed that 5 mg/kg p.o. induced consistently higher levels than 2.5 mg/kg and 7.5 mg/kg. p.o.</p> <p>Conclusions</p> <p>Our results indicate that oral administration of pioglitazone is neuroprotective when administered early after inducing a parkinsonian syndrome in rhesus monkeys and supports the concept that PPAR-γ is a viable target against neurodegeneration.</p

    QR-код як інструмент маркетингової діяльності бібліотеки

    The article analyzes the scientific comprehension state of QR-coding technology in the domestic and foreign scientific literature. It has been revealed in which industries the QR-technology is most widely used. Two basic types of QR-codes are explored – dynamic and static, and the differences between them are identified. The possibilities of providing information services using QR-codes are outlined. The types of information and data that can be encoded (text and multimedia) are analyzed. Mobile applications of the new format (“smart” QR-code generators) have been considered to provide additional connectivity between smartphones, QR-codes, and content. The dynamics of the use of QR-codes and their popularity in foreign countries have been revealed.The advantages of QR-coding technology, which are easy to use and financially affordable due to the availability of free online services, are verified. Such advantages of QR-codes as versatility, flexibility, economy, environmental friendliness, tracking and analytics, user involvement are emphasized. It has been found that in order to get effective marketing results using QR-coding technology, certain recommendations are required, such as pre-testing QR-code readings, checking of the expediency of selecting their location, the relevance and importance of encoded content.On the basis of the experience of using QR-codes in library work, the prospect of QR-coding technology as a type of mobile service in library institutions from the point of view of modern marketing means of communication is substantiated. It has been established that today QR-codes in the library can be considered as a component of a mobile service, which makes it possible to increase the level of library service, as an effective way to provide additional information for the reader, to promote the books, authors and the library itself.У статті проаналізовано стан наукового осмислення технології QR-кодування у вітчизняній та зарубіжній науковій літературі. Виявлено, в яких галузях найширше використовується QR-технологія. Досліджено два основні типи QR-кодів – динамічні та статичні, розкрито різницю між статичною та динамічною подачею вихідних даних. Окреслено можливості надання інформаційних послуг за допомогою QR-кодів. Проаналізовано типи інформації та даних, які можна закодувати (текстові та мультимедійні). Розглянуто мобільні застосунки нового формату («розумні» генератори QR-кодів), які надають додаткові можливості пов’язати смартфон, QR-код і контент.Виявлено динаміку використання QR-кодів та їх популярність у зарубіжних країнах. Обґрунтовано перевагу технології QR-кодування, яка полягає у легкості її використання та фінансовій бюджетності у зв’язку із наявністю достатньої кількості безкоштовних онлайн-сервісів. Акцентовано такі переваги QR-кодів, як універсальність, гнучкість, економічність, екологічність, відстеження та аналітика, залучення користувачів. З’ясовано, що задля отримання ефективного маркетингового результату використання технології QR-кодування потребує дотримання певних рекомендацій, серед яких попереднє тестування зчитувань QR-кодів, доцільність вибору їх місця розташування, актуальність та важливість закодованого контенту.На основі наявного досвіду застосування QR-кодів у бібліотечній роботі обґрунтовано перспективність технології QR-кодування як виду мобільного сервісу в бібліотечних установах із позиції сучасних маркетингових засобів комунікації. Встановлено, що на сьогодні QR-коди в бібліотеці можна розглядати як складову мобільного сервісу, яка дає змогу підвищити рівень бібліотечного обслуговування, як ефективний спосіб надання додаткової інформації для читача, сприяння популяризації книг, авторів і самої бібліотеки

    Transformation of Public Administration in Digital Conditions: World Experience, Prospects of Ukraine

    The purpose of the article is to highlight the main aspects of the transformation of public administration in the context of digitalization. It is established that digitalization is not a new model of public administration. It is proved that digital technologies as a tool for implementing the strategy of modernization of public administration, determine the main directions of change. It is proved that in the conditions of digital economy there is a transformation of the concept of public administration – in service. Digital transformation leads to a radical change in approaches to the organization of government with the use of digital technologies and algorithms. Digital technologies create opportunities for a completely different type of interaction between participants – in online communication. The basis for this nature of interaction is platform. To analyze the concept of digital transformation in public administration, the main stages of digitization are identified: digitization of processes, in which the introduction of traditional digital technologies to improve the efficiency of government, data management; e-government, which involves the introduction of digital technologies, especially based on the use of the Internet, to improve public administration; digital government, in which the latest generation of digital technologies (such as the Internet of Things, artificial intelligence, predictive analytics) allow to take into account the preferences of users in shaping the composition of services provided and the procedures associated with their receipt. A study of the main trends in the digitalization of the economy and public administration of Ukraine. Peculiarities of digitalization and transformation of public administration of the world are considered. Ukraine has developed “Concept for the development of the digital economy and society of Ukraine for 2018-2020” (Cabinet of Ministers of Ukraine, 2018). However, according to the results of the analysis, Ukraine has a low level of readiness for digitalization. In the UN ranking of e-government development in 2018, Ukraine ranked 82 nd. Ukraine is characterized by an insufficient level of infrastructural support for public administration transformation. Thus, the coverage of high-quality Internet communication does not cover the entire territory of Ukraine and, as a result, reduces the rate of development of the digital economy. The analysis of the most successful countries of the world showed that the level of digitalization is directly dependent on the level of economic development of the country, infrastructure. The transformation of public administration in the context of digitalization will affect, first of all, the quality of public administration services, improving communication, reducing the cost of maintaining public administration, additional opportunities for businesses and citizens to receive services

    The flexible and effective tool for problems solving of processes and states analysis, as well as the synthesis of design solutions and parameters of armoredcorps of lightly engineered machines is created in this work. The methodological foundations of computer calculations in design of mine protection systemsis developing. At present, the most widely used for carrying out project studies are software packages that implement the finite element method. Studies ofthe stress-strain state of the bottom of the hull under the action of shock-wave load from a mine explosion with a variation of input parameters, such as thetype of the bottom, are performed. A specialized software-model complex is being developed, with the help of which the simulation of the explosion of acharge containing explosives is automated. The created program is autonomous, domain-oriented, and uses ANSYS and LS-DYNA.У роботі виконується розробка методологічних основ проведення комп’ютерних розрахунків при проектуванні систем протимінного захисту. На сьогодні найбільш широко для проведення проектних досліджень використовуються програмні комплекси, що реалізують метод скінченних елементів. Виконується дослідження напружено-деформованого стану днища корпусу під дією ударно-хвильового навантаження від мінного підриву з варіацією вхідних параметрів, таких як вид днища. Розробляється спеціалізований програмно-модельний комплекс, за допомогою якого автоматизується моделювання вибуху заряду, що містить вибухівку. Створена програма є автономною, орієнтованою на предметну область і використовує ANSYS і LS-DYNA
