    How Filaments are Woven into the Cosmic Web

    Observations indicate galaxies are distributed in a filament-dominated web-like structure. Numerical experiments at high and low redshift of viable structure formation theories also show filament-dominance. We present a simple quantitative explanation of why this is so, showing that the final-state web is actually present in embryonic form in the overdensity pattern of the initial fluctuations, with nonlinear dynamics just sharpening the image. The web is largely defined by the position and primordial tidal fields of rare events in the medium, with the strongest filaments between nearby clusters whose tidal tensors are nearly aligned. Applications of the cosmic web theory to observations include probing cluster-cluster bridges by weak gravitational lensing, X-rays, and the Sunyaev-Zeldovich effect and probing high redshift galaxy-galaxy bridges by low column density Lyman alpha absorption lines.Comment: 9 pages, gzipped uuencoded postscript file, 4 figures in separate files.     Digital interface for bi-directional communication between a computer and a peripheral device

    For transmission of data from the computer to the peripheral, the computer initially clears a flipflop which provides a select signal to a multiplexer. A data available signal or data strobe signal is produced while tht data is being provided to the interface. Setting of the flipflop causes a gate to provide to the peripherial a signal indicating that the interface has data available for transmission. The peripheral provides an acknowledge or strobe signal to transfer the data to the peripheral. For transmission of data from the peripheral to the computer, the computer presents the initially cleared flipflop. A data request signal from the peripheral indicates that the peripheral has data available for transmission to the computer. An acknowledge signal indicates that the interface is ready to receive data from the peripheral and to strobe that data into the interface

    In the recent Ohio Supreme Court decision of Forest City Enterprises, Inc. v. City of Eastlake, the court stated a new principle of law in the area of referendum zoning: A municipal charter provision, which requires that any ordinance changing land use be ratified by the voters in a city-wide election, constitutes an unlawful delegation of legislative power, in violation of the due process clause of the Fourteenth Amendment to the United States Constitution. The court was, however, far from convincing either in terms of distinguishing the prior law of referendum zoning or in demonstrating the applicability of their conclusion to the specific facts of the case

    Supply Chain Finance: Impact on Supply Chain Competency and Organizational Performance

    Supply chain finance (SCF) has begun to garner some attention in the supply chain management literature, yet we find no empirical works assessing the role that SCF plays within a supply chain context and the impact it has on supply chain competency (SCC) and organizational performance (OP). This paper is an attempt to fill this literature gap in supply chain management and provide empirical evidence on the role of SCF. This study employs a structural equations model to investigate the role of SCF in the context of supply chain management on U.S. manufacturing firms. The results map SCF in the center of the supply chain management spectrum with supply chain management strategy (SCMS) and information sharing (IS) as the antecedents to, and SCC and OP as the consequences of SCF. Supply chain finance, together with supply chain competency positively impacts 51% of the variations in organizational performance.  

    Line versus Flux Statistics -- Considerations for the Low Redshift Lyman-alpha Forest

    The flux/transmission power spectrum has become a popular statistical tool in studies of the high redshift (z>2z > 2) Lyman-alpha forest. At low redshifts, where the forest has thinned out into a series of well-isolated absorption lines, the motivation for flux statistics is less obvious. Here, we study the relative merits of flux versus line correlations, and derive a simple condition under which one is favored over the other on purely statistical grounds.
