    Alternatives to Detention– Theory of Change Convening

    Purpose of this work, from Erin Bock, Sherwood Foundation: Our community has come a long way over the last year in strategically partnering to reform the Juvenile Justice system in Douglas County. The strengthened relationships across the system are now enabling us to ask more assertive questions and gather catalytic evidence towards change. We are also in a position to foster mutual accountability for that change. It’s up to all of us! In that light, the OYS/JDAI Data Committee has commissioned an evaluation of the Alternatives to Detention (ATD) in Douglas County and will partner with Dr. Ryan Spohn in the implementation of that process. This evaluation is meant to ground, support, and increase efficiency for our local efforts…not duplicate or impede. We are starting this evaluation by convening local stakeholders in a Theory of Change (TOC) process… What follows below is a transcription and narrative of the work which was completed on April 8th, among a variety of stakeholders interested in strengthening the utilization of Alternatives to Detention across our community

    Polarization Properties of Extragalactic Radio Sources and Their Contribution to Microwave Polarization Fluctuations

    We investigate the statistical properties of the polarized emission of extragalactic radio sources and estimate their contribution to the power spectrum of polarization fluctuations in the microwave region. The basic ingredients of our analysis are the NVSS polarization data, the multifrequency study of polarization properties of the B3-VLA sample (Mack et al. 2002) which has allowed us to quantify Faraday depolarization effects, and the 15 GHz survey by Taylor et al. (2001), which has provided strong constraints on the high-frequency spectral indices of sources. The polarization degree of both steep- and flat-spectrum at 1.4 GHz is found to be anti-correlated with the flux density. The median polarization degree at 1.4 GHz of both steep- and flat-spectrum sources brighter than S(1.4GHz)=80S(1.4 \hbox{GHz})=80 mJy is ≃2.2\simeq 2.2%. The data by Mack et al. (2002) indicate a substantial mean Faraday depolarization at 1.4 GHz for steep spectrum sources, while the depolarization is undetermined for most flat/inverted-spectrum sources. Exploiting this complex of information we have estimated the power spectrum of polarization fluctuations due to extragalactic radio sources at microwave frequencies. We confirm that extragalactic sources are expected to be the main contaminant of Cosmic Microwave Background (CMB) polarization maps on small angular scales. At frequencies <30< 30 GHz the amplitude of their power spectrum is expected to be comparable to that of the EE-mode of the CMB.     Business cycles and cyclical behaviour of trade flows in Turkey

    Turkey has a strongly countercyclical trade balance like other emerging market economies. De Bock (2010) claims that the procyclical behavior of capital good imports is an important factor driving the countercyclicality of the trade balance in emerging economies. This paper, following De Bock (2010), documents and analyzes the composition and cyclical properties of the trade balance in Turkey. The analysis of Turkish data shows that capital good imports are a sizable fraction of total imports and they are procyclical as in other emerging markets. Based on this observation, a two sector small open economy model, calibrated to Turkish data, is used to quantitatively analyze the role of import structure in driving the cyclical properties of the trade balance, as well as other business cycle properties. The model is able to generate a strongly countercyclical trade balance and also match the major business cycle regularities in the data

    This paper gives an overview of current trends in manual indexing on the Web. Along with a general rise of user generated content there are more and more tagging systems that allow users to annotate digital resources with tags (keywords) and share their annotations with other users. Tagging is frequently seen in contrast to traditional knowledge organization systems or as something completely new. This paper shows that tagging should better be seen as a popular form of manual indexing on the Web. Difference between controlled and free indexing blurs with sufficient feedback mechanisms. A revised typology of tagging systems is presented that includes different user roles and knowledge organization systems with hierarchical relationships and vocabulary control.
