Dynamic Efficiency, the Riskless Rate, and Debt Ponzi Games under Uncertainty.
In a dynamically efficient economy, can a government roll its debt forever and avoid the need to raise taxes? In a series of examples of economies with zero growth, this paper shows that such Ponzi games may be infeasible even when the average rate of return on bonds is negative, and may be feasible even when the average rate of return on bonds is positive. The paper then reveals the structure which underlies these examples.
Apparent and actual galaxy cluster temperatures
The redshift evolution of the galaxy cluster temperature function is a
powerful probe of cosmology. However, its determination requires the
measurement of redshifts for all clusters in a catalogue, which is likely to
prove challenging for large catalogues expected from XMM--Newton, which may
contain of order 2000 clusters with measurable temperatures distributed around
the sky. In this paper we study the apparent cluster temperature, which can be
obtained without cluster redshifts. We show that the apparent temperature
function itself is of limited use in constraining cosmology, and so concentrate
our focus on studying how apparent temperatures can be combined with other
X-ray information to constrain the redshift. We also briefly study the
circumstances in which non-thermal spectral features can give redshift

The XMM-Newton Project
The abundance of high-redshift galaxy clusters depends sensitively on the
matter density \OmM and, to a lesser extent, on the cosmological constant
. Measurements of this abundance therefore constrain these fundamental
cosmological parameters, and in a manner independent and complementary to other
methods, such as observations of the cosmic microwave background and distance
measurements. Cluster abundance is best measured by the X-ray temperature
function, as opposed to luminosity, because temperature and mass are tightly
correlated, as demonstrated by numerical simulations. Taking advantage of the
sensitivity of XMM-Newton, our Guaranteed Time program aims at measuring the
temperature of the highest redshift (z>0.4) SHARC clusters, with the ultimate

Changes in the Czech Business Environment by the View of SME Managers
This article shows first of all opinions of SME managers on the changes in the quality of the Czech business environment. The article contains the views of managers identified in 2017 and 2015 and compares them with the detected results in 2010 and 2004. It is interesting that managers reported more opportunities than threats in all years. Because the most of respondents (SME managers) were active in a municipality of up to 2000 residents in villages in southern Moravia their views on the quality of the business environment can be used to assess the competitiveness of the region and to reflect on the relationship between small and medium-sized enterprises and regional development. The paper also documents the applicability of the situational analysis of the external environment in SMEs. But the quality of business environment is evaluated also based on the results of the World Bank and Transparency International for purposes of international comparison in this article. To assess the quality of the business environment was used Corruption Perceptions Index by Transparency International. Czech Republic ranked 37 place with the score 56 in 2015 (score 51 in 2014). Also, World Bank in its results "Doing business 2016" shows improve conditions for business in the Czech Republic.O
