    Regulation of Privatized Utilities: the Chilean Experience

    The privatization of Chile's public utilities has led to substantial new investment and improvements in internal efficiency. However, the limited information available to regulators, combined with their insufficient technical capacity, have combined to prevent efficiency increases being fully passed on to consumers in price reductions. In fact, drastic price cuts have occurred only where competition has emerged, so achieving competition wherever possible should be the main policy goal. Competition can be enhanced by either modifying existing regulations, as happened in long-distance telecommunications, or by a more active anti-trust policy.     Between 1985 and 1989, the military government (1973-1990) carried out its third round of privatizations, focused on the so-called traditional public enterprises (PEs), i.e., enterprises created by the State itself and public utilities it had retained after they were seized by the socialist government in 1970-1973.’ The fact that most of the enterprises privatized in this round are public utilities raises some interesting economic issues. Public utilities have traditionally been considered natural monopolies. However, some public utility activities, such as power generation and long distance phone services, are liable to become competitive, and with technological change the list is increasing

    En 2012 se envió al Congreso de Chile un Plan Garantizado de Salud para el sistema privado de salud, diseñado para ofrecer un plan de características estandarizadas y tarifa plana. En este trabajo se evalúa el impacto que tendría en la demanda de seguros de salud la introducción de este plan. Los resultados sugieren que la cartera del seguro privado disminuiría un 12,39%, lo que significa que alrededor de 400.000 personas se cambiarían al sistema público, exacerbando el problema de selección adversa que enfrenta el sistema y acarreando un pasivo fiscal de 200 millones de dólares anuales

    In 2012, a Guaranteed Health Plan for the private health system was submitted to the Chilean National Congress, with the aim of offering a standardized flat-rate health-care plan. This paper evaluates the impact that the introduction of this plan would have on the demand for health insurance. The results suggest that the private insurance portfolio would shrink by 12.39%, which means that around 400,000 people would switch to the public system, thereby exacerbating the adverse-selection problem faced by the system and imposing an additional fiscal burden of US$ 200 million per year
