Does the Mediterranean policy of an enlarged Europe herald a new era of foreign policy behavior—as stated in the Barcelona Declaration—or does it represent the continued politics of power and domination? Either way, will the net impact be a stabilizing one, enhancing regional security and economic prosperity, or will it be destabilizing, widening the gap between Europe and its southern neighbors

SCALED APPROACH TO OPEN SOURCING DEPARTMENT OF THE NAVY PRODUCED SOFTWARE

The Department of Defense (DoD) must continue to develop, sustain, and update its software-based capabilities. For the Department of the Navy (DoN), the life cycle costs of software continue to grow; over time, developing code will not be cost effective. An alternative to developing code is to further integrate open source software (OSS) into DoN programs. OSS is software that grants users the ability to view, use, and change the software source code. The use of OSS has been extensively researched, as addressed in the MITRE Corporation’s study on free and open source software (FOSS) in the DoD, completed in 2003. Despite favorable reports and published DoD policy, and the widespread successful use of OSS in current software, program managers are reluctant to fully integrate OSS into the DoN due to concerns with legal requirements, cybersecurity, total expenses, and the ability to implement and control OSS on classified systems while adhering to security regulations. This study utilized a quantitative, scaled approach to determine the risks and benefits to open sourcing for all DoN software. Several OSS case studies were examined. This research concluded that while OSS has been tested and proven cost-effective in certain areas of the DoN, it may not be the most efficient solution for all DoN projects. NEGRA DEMAIS: OVERWHELMING PERFORMANCES OF AFRO-BRAZILIAN FEMININITY

Moving from a repertoire that encompasses film, ritual, protest, autobiography, and digital media, this dissertation examines public performances of cultural memory and identity enacted by Afro-Brazilian women. It identifies in the dominant culture a preoccupation with being overwhelmed by performances of black feminine agency, and this preoccupation is framed under the term “negra demais” which may be understood as so/too black and so/too female. This doubled significance reflects a pull between the pleasure experienced in fetishizing the black female body as a commodity of conquest and the paranoia felt over her potential to assert authority over her spectator. Such potential is taken to task through a study of 20th-21st century women-driven performances. Chapter One addresses a fixation with the black female subject through a close reading of Glauber Rocha’s directorial debut, Barravento. This chapter stresses the film’s concern with the feitiço, or spell, exacted through the faith of Candomblé, citing an analogous tension in the film’s visual and narrative management of female figures. Chapter Two studies public representations of Carolina Maria de Jesus that framed her as a symbol of Brazil’s race and class divide. This chapter traces how Jesus “created scenes” across Brazil’s unsteady political landscape. Her eccentric and nonconformist performance of everyday life offers a counter-normative model that transgresses the limits of all categories assigned to her. The third chapter focuses on a movement against FIFA’s 2014 World Cup and the exclusion of a Salvador’s traditional street vendors, the baianas de acarajé, from Salvador’s Fonte Nova Stadium during the events. The methods of protest and mobilization employed in this movement are held against those of concurrent social uprisings to highlight the baianas’ sense of embeddedness in the public spaces and the cultural fabric of their trade. The final chapter focuses on the reiterative nature of performance and visual returns to spectacular acts of violence exacted against black bodies. This chapter addresses the March 16, 2014 shooting and public dragging of Claudia Silva Ferreira by military police. The viral circulation of cellphone footage of Ferreira’s murder and a social media memorial project titled Cem Vezes Cláudia (One Hundred Times Claudia) shapes this analysis of the methods employed by resistant artists, performers, and media activists

The Euro, The Gold Standard, and German Power: A Cautionary Tale and the Lessons of History

Pundits around the world have criticized Germany for either trying to reshape Europe in its image or acting in its own self-interest. Germany has been accused of creating a new “empire,” of pursuing a new Sonderweg, of “going global alone,” of evasiveness, self-imposed isolation, and bullying. The U.S. Treasury and the International Monetary Fund (IMF) have accused Germany of pursuing “beggar-my-neighbor” policies with its trade surpluses that threaten the Eurozone and even the global economy. Germany protests that it did all it could to save the euro and is doing all it can to contribute to European economic health. Indeed, by 2017, the euro had survived. But, it survived at the expense of the societies and the economies of the Europe’s periphery and to the benefit of its core. As Mario Draghi’s quote above implies, a monetary union between a core and periphery cannot endure. We argue here that it can survive only if a liberal hegemon in Europe uses its resources to underwrite cooperation in the European Union (EU) by transferring resources from the core to stimulate growth in the periphery. The trials and tribulations of team-nursing

Aim: The aim of this study was to review the team-nursing approach to care adopted by two general medical wards in a large private hospital. The delivery model of care was reviewed to determine the factors that enhance and/or hinder the timely delivery, continuity and communication of care.Method: All nursing and ancillary staff who worked on two medical wards at a private teaching hospital were invited to participate in the study. Thirty eight participants from the two wards took part in focus group discussions, individual interviews and completed the Staff Continuity of Care Questionnaire. Findings: Findings indicated that achieving functionally sound teamwork is a complex task that is affected by the interplay of a number of organisational, patient and staff factors. Its smooth application is further affected by the uncertain and changing conditions on the wards, which are difficult to control and impact on the smooth delivery of patient care. The findings revealed strengths and weaknesses in teamwork, communication of care, documentation and discharge planning. The results also highlighted factors that enhance and hinder the smooth delivery of care. This paper details the factors that influence the delivery of care from the perspectives of nursing staff and makes recommendations to enhance the delivery of patient care using a team-nursing approach.<br /

Syndromic surveillance using veterinary laboratory data : algorithm combination and customization of alerts

Background: Syndromic surveillance research has focused on two main themes: the search for data sources that can provide early disease detection; and the development of efficient algorithms that can detect potential outbreak signals. Methods: This work combines three algorithms that have demonstrated solid performance in detecting simulated outbreak signals of varying shapes in time series of laboratory submissions counts. These are: the Shewhart control charts designed to detect sudden spikes in counts; the EWMA control charts developed to detect slow increasing outbreaks; and the Holt-Winters exponential smoothing, which can explicitly account for temporal effects in the data stream monitored. A scoring system to detect and report alarms using these algorithms in a complementary way is proposed. Results: The use of multiple algorithms in parallel resulted in increased system sensitivity. Specificity was decreased in simulated data, but the number of false alarms per year when the approach was applied to real data was considered manageable (between 1 and 3 per year for each of ten syndromic groups monitored). The automated implementation of this approach, including a method for on-line filtering of potential outbreak signals is described. Conclusion: The developed system provides high sensitivity for detection of potential outbreak signals while also providing robustness and flexibility in establishing what signals constitute an alarm. This flexibility allows an analyst to customize the system for different syndromes

Exploratory analysis of methods for automated classification of laboratory test orders into syndromic groups in veterinary medicine

Background: Recent focus on earlier detection of pathogen introduction in human and animal populations has led to the development of surveillance systems based on automated monitoring of health data. Real- or near real-time monitoring of pre-diagnostic data requires automated classification of records into syndromes-syndromic surveillance-using algorithms that incorporate medical knowledge in a reliable and efficient way, while remaining comprehensible to end users. Methods: This paper describes the application of two of machine learning (Naïve Bayes and Decision Trees) and rule-based methods to extract syndromic information from laboratory test requests submitted to a veterinary diagnostic laboratory. Results: High performance (F1-macro = 0.9995) was achieved through the use of a rule-based syndrome classifier, based on rule induction followed by manual modification during the construction phase, which also resulted in clear interpretability of the resulting classification process. An unmodified rule induction algorithm achieved an F1-micro score of 0.979 though this fell to 0.677 when performance for individual classes was averaged in an unweighted manner (F1-macro), due to the fact that the algorithm failed to learn 3 of the 16 classes from the training set. Decision Trees showed equal interpretability to the rule-based approaches, but achieved an F1-micro score of 0.923 (falling to 0.311 when classes are given equal weight). A Naïve Bayes classifier learned all classes and achieved high performance (F1-micro = 0.994 and F1-macro =. 955), however the classification process is not transparent to the domain experts. Conclusion: The use of a manually customised rule set allowed for the development of a system for classification of laboratory tests into syndromic groups with very high performance, and high interpretability by the domain experts. Further research is required to develop internal validation rules in order to establish automated methods to update model rules without user input
