    Myths and lessons of liberal intervention: The British campaign for the abolition of the Atlantic slave trade to Brazil

The official published version can be accessed from the link below - Copyright @ 2012 Martinus NijhoffThis article takes issue with recent references to the British nineteenth century campaign for the abolition of the trans-Atlantic slave trade to Brazil that serve to bolster interventionist or imperialist agendas. In particular, such accounts reproduce two and a half myths about the campaign: that it can serve as a model for the present age; that the success of the campaign can be explained through the actions of the intervening party alone (with a corresponding neglect of those of the ‘target’ state); and the half-myth that the campaign’s success was due to military action (at the expense of institutional (legal) and normative factors and the capacity of the target state). I argue instead that this case – and interventions more generally – would benefit from an analysis that considers the role of force in relation to a series of residual institutional and cultural constraints within the liberal state and to political conditions in the target state. In light of the complexities and contingencies that these factors present the underlying lesson is that military force should be used sparingly, if at all

    Downsizing FeNb11O29 anode material through ultrafast solid-state microwave-assisted synthesis for enhanced electrochemical performance

    International audienceWadsley-Roth oxide FeNb11O29 powder samples are successfully prepared using a simple, cost-effective, and ultrafast microwave-assisted solid-state synthesis for the first time. While conventional solid-state route in furnace requires hours of high-temperature treatment, both monoclinic and orthorhombic polymorphs of FeNb11O29 were obtained in minutes under microwave heating. Combining such short heat treatment with submicrometric oxide precursors enables to limit particle growth during the synthesis. The electrochemical benchmark clearly shows that FeNb11O29 powder samples obtained rapidly from submicrometric oxide precursors exhibit enhanced cycling performance. For example, the monoclinic polymorph prepared in only 5 min offers a high capacity of 179 mAh g-1 (90 % retention) after 500 cycles at 2 A g-1, approximately 20 % more than with conventional synthesis protocol. Electrochemical analysis demonstrates that the extra capacity is gained at low voltage and is probably induced by an easier ionic diffusion occurring in smaller particles.     Impact de la pandĂ©mie de COVID-19 sur la charge des patients atteints d’insuffisance cardiaque chronique en France

    International audienceCONTEXT: The COVID-19 pandemic in France has led to the implementation of containment measures, limiting medical activity to urgent care. Heart Failure (HF) patients should have particularly been concerned. During the pandemic, movement restrictions and fear of contamination could have worsened HF patients. METHODS: We conducted two dedicated anonymous questionnaire completed at the end of the first lockdown period in France about the HF patients’symptoms and the cardiologists’pratice. In parallel, data from the SNDS (SystĂšme National des DonnĂ©es de SantĂ©) were collected concerning the practices of cardiologists. RESULTS: Regarding HF patients, 1156 participated and filled the questionnaire. 53% were men, aged 61± 15 yo in men and 53±12 yo in women; 13% declared feeling bad during the pandemic period. 36% declared they had more dyspnea, 14% more oedema, 45% a gain of weight and 57% were more tired. 45% of patients declared having spent more than 4 weeks without any appointment with a medical doctor. Regarding Cardiologists, they proposed to perform a remotely follow-up (teleconsultation including visio, phone call management) in 23% of cases. In parallel, data from the SNDS showed that 19% of cardiologist used teleconsultations. CONCLUSION: Through this original survey, it emerges that despite the HF patients being more symptomatic, cardiological follow-up was difficult and challenging. We suggest that during pandemic, teleconsultations could improve the efficiency and quality of care, reduce demands on patients, and reduce healthcare costs.Le contexteLa pandĂ©mie de COVID-19 en France a conduit Ă  la mise en place de mesures de confinement, limitant l'activitĂ© mĂ©dicale aux soins d'urgence. Les patients souffrant d'insuffisance cardiaque (IC) sont particuliĂšrement concernĂ©s par l'accĂšs aux soins. Pendant la pandĂ©mie, les restrictions de dĂ©placement et la peur de la contamination pourraient aggraver les patients atteints d'IC.MĂ©thodesNous avons rĂ©alisĂ© deux questionnaires anonymes dĂ©diĂ©s aux patients souffrant d'IC chronique et l'autre Ă  la pratique des cardiologues investis dans la prise en charge de l'IC, complĂ©tĂ©s Ă  la fin de la premiĂšre pĂ©riode de confinement en France. En parallĂšle, pendant cette pĂ©riode, les donnĂ©es du SNDS ont montrĂ© que 19 % des cardiologues français utilisaient des tĂ©lĂ©consultations.ConclusionÀ travers cette enquĂȘte originale, il ressort que pendant la pandĂ©mie les patients IC Ă©taient plus symptomatiques, le suivi cardiologique Ă©tait difficile et exigeant. Nous suggĂ©rons que pendant les pĂ©riodes de pandĂ©mie les tĂ©lĂ©consultations pourraient amĂ©liorer l'efficacitĂ© et la qualitĂ© des soins, rĂ©duire la demande des patients et rĂ©duire les coĂ»ts des soins de santĂ©

    0386: Prevalence, characteristics and prognosis of moderate to severe tricuspid regurgitation in patients with precapillary pulmonary hypertension

    BackgroundOur study aim to characterize clinical, biological, echocardio-graphic and hemodynamic parameters related with severity of TR and if TR is associated with higher risk of acute right ventricular heart failure (ARVHF) or death in PPH patiens.MethodsWe reviewed data from 116 stable patients referred to the French pulmonary hypertension referral center. All patients had right heart catheterization with mean pulmonary pressure (mPAP)>25mmHg, with pulmonary wedge pressure<15mmHg and pulmonary vascular resistance (PVR)>3 WU. On echo-cardiography, severity of TR was determined from 2-dimensional and Doppler color flow image in the apical 4-chamber view. Patients were divided in two groups according to the severity of TR (TR<grade 3 and TR≄grade 3).Results37 (32%) patients have TR grade≄3. Compared with patients TR<grade 3, no difference were observed in gender, NYHA class, and 6-minute walk distance. On RCH, both groups had similar mPAP, cardiac index, right atrial mean pressure and pulmonary vascular resistance. On echocardiography, Patients with TR grade≄3 have higher right atrial volume (57 (45-70) vs 36 (32-40)mL/m2, p<0.001), higher end-diastolic right ventricular area (16 (14-17) vs 14 (13-15)cm2/m2, p=0.04), higher end-systolic right ventricular area (12 (10-14) vs 10 (9-11)cm2/m2, p=0.01), and higher BNP level (248 (141-355) vs 102 (59-144)pg/mL, p=0.003). There were no difference in tricuspid annular plane systolic excursion nor in tricuspid S’ velocity. During a median follow up of 17 months, death or ARVHF was observed in 14% of patients with TR grade≄3 and 7% of patients with TR grade<3 with no statistical difference.ConclusionPPH patients with TR grade≄3 have higher right atrial volume, end-diastolic and end-systolic right ventricular area and BNP level compared with patients with TR<grade 3. There was more numerous major events in follow up in this group, without statistical difference
