Observation of prompt single muons and of missing energy associated with pairs produced in hadronic interactions
In a study of interactions of 400 GeV protons in a totally absorbing iron calorimeter the authors report two observations indicating the hadronic production of heavy short-lived weakly decaying particles. First they have observed a prompt muon signal in the region .8<p/sub t /<2.5 GeV/c. The rate is comparable in magnitude to the prompt 2 mu rate in the same kinematic region. In addition to detecting mu /sup +/ mu /sup -/ events arising from electromagnetic sources (e.g. rho to mu /sup +/ mu /sup -/, psi to mu /sup +/ mu /sup -/ etc.) they have observed mu /sup +/ mu /sup -/ pairs associated with a significant amount of missing energy indicative of final state neutrinos. Interpreting these data as production of DD pairs followed by single or double muonic decays leads to a model dependent estimate of total production cross-section of order 15 mu b. (14 refs)
Magnetic susceptibilities of diluted magnetic semiconductors and anomalous Hall-voltage noise
The carrier spin and impurity spin densities in diluted magnetic
semiconductors are considered using a semiclassical approach. Equations of
motions for the spin densities and the carrier spin current density in the
paramagnetic phase are derived, exhibiting their coupled diffusive dynamics.
The dynamical spin susceptibilities are obtained from these equations. The
theory holds for p-type and n-type semiconductors doped with magnetic ions of
arbitrary spin quantum number. Spin-orbit coupling in the valence band is shown
to lead to anisotropic spin diffusion and to a suppression of the Curie
temperature in p-type materials. As an application we derive the Hall-voltage
noise in the paramagnetic phase. This quantity is critically enhanced close to
the Curie temperature due to the contribution from the anomalous Hall effect.Comment: 18 pages, 1 figure include
The future of sovereignty in multilevel governance Europe: a constructivist reading
Multilevel governance presents a depiction of contemporary structures in EU Europe as consisting of overlapping authorities and competing competencies. By focusing on emerging non-anarchical structures in the international system, hence moving beyond the conventional hierarchy/anarchy dichotomy to distinguish domestic and international arenas, this seems a radical transformation of the familiar Westphalian system and to undermine state sovereignty. Paradoxically, however, the principle of sovereignty proves to be resilient despite its alleged empirical decline. This article argues that social constructivism can explain the paradox, by considering sovereign statehood as a process-dependent institutional fact, and by showing that multilevel governance can feed into this process
Magnetization relaxation in (Ga,Mn)As ferromagnetic semiconductors
We describe a theory of Mn local-moment magnetization relaxation due to p-d
kinetic-exchange coupling with the itinerant-spin subsystem in the
ferromagnetic semiconductor (Ga,Mn)As alloy. The theoretical Gilbert damping
coefficient implied by this mechanism is calculated as a function of Mn moment
density, hole concentration, and quasiparticle lifetime. Comparison with
experimental ferromagnetic resonance data suggests that in annealed strongly
metallic samples, p-d coupling contributes significantly to the damping rate of
the magnetization precession at low temperatures. By combining the theoretical
Gilbert coefficient with the values of the magnetic anisotropy energy, we
estimate that the typical critical current for spin-transfer magnetization
switching in all-semiconductor trilayer devices can be as low as .Comment: 4 pages, 2 figures, submitted to Rapid Communication
Polarization transfer in the HeH reaction
Polarization transfer in the 4He(e,e'p)3H reaction at a Q^2 of 0.4 (GeV/c)^2
was measured at the Mainz Microtron MAMI. The ratio of the transverse to the
longitudinal polarization components of the ejected protons was compared with
the same ratio for elastic ep scattering. The results are consistent with a
recent fully relativistic calculation which includes a predicted medium

Study of the B^0 Semileptonic Decay Spectrum at the Upsilon(4S) Resonance
We have made a first measurement of the lepton momentum spectrum in a sample
of events enriched in neutral B's through a partial reconstruction of B0 -->
D*- l+ nu. This spectrum, measured with 2.38 fb**-1 of data collected at the
Upsilon(4S) resonance by the CLEO II detector, is compared directly to the
inclusive lepton spectrum from all Upsilon(4S) events in the same data set.
These two spectra are consistent with having the same shape above 1.5 GeV/c.
From the two spectra and two other CLEO measurements, we obtain the B0 and B+
semileptonic branching fractions, b0 and b+, their ratio, and the production
ratio f+-/f00 of B+ and B0 pairs at the Upsilon(4S). We report b+/b0=0.950
(+0.117-0.080) +- 0.091, b0 = (10.78 +- 0.60 +- 0.69)%, and b+ = (10.25 +- 0.57
+- 0.65)%. b+/b0 is equivalent to the ratio of charged to neutral B lifetimes,

Observation of the Charmed Baryon Decays to , , and
We have observed two new decay modes of the charmed baryon into
and using data collected with the
CLEO II detector. We also present the first measurement of the branching
fraction for the previously observed decay mode . The branching fractions for these three modes relative to

Radiative Decay Modes of the Meson
Using data recorded by the CLEO-II detector at CESR we have searched for four
radiative decay modes of the meson: ,
, , and . We
obtain 90% CL upper limits on the branching ratios of these modes of , , and

Measurement of the Mass Splittings between the States
We present new measurements of photon energies and branching fractions for
the radiative transitions: Upsilon(2S)->gamma+chi_b(J=0,1,2). The masses of the
chi_b states are determined from the measured radiative photon energies. The
ratio of mass splittings between the chi_b substates,
r==(M[J=2]-M[J=1])/(M[J=1]-M[J=0]) with M the chi_b mass, provides information
on the nature of the bbbar confining potential. We find
r(1P)=0.54+/-0.02+/-0.02. This value is in conflict with the previous world
average, but more consistent with the theoretical expectation that r(1P)<r(2P);
i.e., that this mass splittings ratio is smaller for the chi_b(1P) triplet than
