    The Dangers of Humanitarian Intervention and the Responsibility to Protect Doctrine, and a Partial Solution

    When the United Nations (UN) was formed, one of its most important goals was to render war obsolete. The UN Charter states as a goal the hope to save succeeding generations from the scourge of war. When President Franklin D. Roosevelt first described his vision for a post-World War II international organization, he envisioned an organization that would promote and facilitate international cooperation . . . to consider and deal with the problem of world relations. He also wanted a council that would concern itself with peaceful settlement of international disputes. The UN Charter itself took the then-unprecedented step of outlawing war, stating that all Members shall settle their international disputes by peaceful means, and that all Members shall refrain . . . from the threat or use of force against the territorial integrity or political independence of any state. However, the UN Charter does not address the important potential exception of humanitarian intervention. This lack of clarity has led to a robust debate that continues to this day-can a state legitimately use force for humanitarian purposes? Today, many countries have embraced the responsibility to protect doctrine, which allows countries to intervene in a humanitarian crisis if five criteria are met. One is that of reasonable prospects which asks, is there a reasonable chance of the military action being successful in meeting the threat in question, and are the consequences of action not likely to be worse than the consequences of inaction? * Unfortunately, this level of scrutiny needs to be revised; instead, it should be more rigorous to account for world leaders\u27 consistent inability to estimate the effects of their intervention. Additionally, cultural disruption should be considered as one of the negative effects in this balancing test to address concerns about the use of humanitarian intervention as a pretext for colonialism. In this article, I intend to offer a potential solution to address these concerns. In Part I, I will examine the development of the doctrine of humanitarian intervention and its transformation into the Responsibility to Protect. In Part II, I will discuss two of the potential problems with the Responsibility to Protect doctrine. The first problem is countries using humanitarian excuses as a pretext to advance national aims. The second problem is countries not accurately assessing the consequences of intervention. In Part III, I will discuss my potential solution to address these problems - heightening the balance of consequences test. This will be used to determine whether humanitarian intervention should be attempted and requiring countries to consider the desires and culture of the country that is the object of the intervention before intervening

    Is there a black hole in the center of the Sun?

    There is probably not a black hole in the center of the sun. Despite this detail, our goal in this work to convince the reader that this question is interesting and that work studying stars with central black holes is well motivated. If primordial black holes exist then they may exist in sufficiently large numbers to explain the dark matter in the universe. While primordial black holes may form at almost any mass, the asteroid-mass window between 10161010 M10^{-16} - 10^{-10} ~ \textrm{M}_\odot remains a viable dark matter candidate and these black holes could be captured by stars upon formation. Such a star, partially powered by accretion luminosity from a microscopic black hole in its core, has been called a `Hawking star.' Stellar evolution of Hawking stars is highly nontrivial and requires detailed stellar evolution models, which were developed in our recent work. We present here full evolutionary models of solar mass Hawking stars using two accretion schemes: one with a constant radiative efficiency, and one that is new in this work that uses an adaptive radiative efficiency to model the effects of photon trapping.Comment: 12 pages, 4 figures, Invited article in Ap&S

    Driverless Seattle: How Cities Can Plan for Automated Vehicles

    The advent of automated vehicles (AVs)—also known as driverless or self-driving cars—alters many assumptions about automotive travel. Foremost, of course, is the assumption that a vehicle requires a driver: a human occupant who controls the direction and speed of the vehicle, who is responsible for attentively monitoring the vehicle\u27s environment, and who is liable for most accidents involving the vehicle. By changing these and other fundamentals of transportation, AV technologies present opportunities but also challenges for policymakers across a wide range of legal and policy areas. To address these challenges, federal and state governments are already developing regulations and guidelines for AVs. Seattle and other municipalities should also prepare for the introduction and adoption of these new technologies. To facilitate preparation for AVs at the municipal level, this whitepaper—the result of research conducted at the University of Washington\u27s interdisciplinary Tech Policy Lab—identifies the major legal and policy issues that Seattle and similar cities will need to consider in light of new AV technologies.https://digitalcommons.law.uw.edu/techlab/1003/thumbnail.jp

    Inhibition of Pyruvate Kinase M2 by Reactive Oxygen Species Contributes to Cellular Antioxidant Responses

    Control of intracellular reactive oxygen species (ROS) concentrations is critical for cancer cell survival. We show that, in human lung cancer cells, acute increases in intracellular concentrations of ROS caused inhibition of the glycolytic enzyme pyruvate kinase M2 (PKM2) through oxidation of Cys[superscript 358]. This inhibition of PKM2 is required to divert glucose flux into the pentose phosphate pathway and thereby generate sufficient reducing potential for detoxification of ROS. Lung cancer cells in which endogenous PKM2 was replaced with the Cys[superscript 358] to Ser[superscript 358] oxidation-resistant mutant exhibited increased sensitivity to oxidative stress and impaired tumor formation in a xenograft model.     Low-level environmental lead exposure in childhood and adult intellectual function: a follow-up study

    <p>Abstract</p> <p>Background</p> <p>Early life lead exposure might be a risk factor for neurocognitive impairment in adulthood.</p> <p>Objectives</p> <p>We sought to assess the relationship between early life environmental lead exposure and intellectual function in adulthood. We also attempted to identify which time period blood-lead concentrations are most predictive of adult outcome.</p> <p>Methods</p> <p>We recruited adults in the Boston area who had participated as newborns and young children in a prospective cohort study that examined the relationship between lead exposure and childhood intellectual function. IQ was measured using the Wechsler Abbreviated Scale of Intelligence (WASI). The association between lead concentrations and IQ scores was examined using linear regression.</p> <p>Results</p> <p>Forty-three adults participated in neuropsychological testing. Childhood blood-lead concentration (mean of the blood-lead concentrations at ages 4 and 10 years) had the strongest relationship with Full-Scale IQ (β = -1.89 ± 0.70, p = 0.01). Full-scale IQ was also significantly related to blood-lead concentration at age 6 months (β = -1.66 ± 0.75, p = 0.03), 4 years (β = -0.90 ± 0.41, p = 0.03) and 10 years (β = -1.95 ± 0.80, p = 0.02). Adjusting for maternal IQ altered the significance of the regression coefficient.</p> <p>Conclusions</p> <p>Our study suggests that lead exposure in childhood predicts intellectual functioning in young adulthood. Our results also suggest that school-age lead exposure may represent a period of increased susceptibility. Given the small sample size, however, the potentially confounding effects of maternal IQ cannot be excluded and should be evaluated in a larger study.</p

    An approach to assessment of endocrine disruption in the National Children's Study.

    In this article we consider the importance of assessing endocrine disruption in a large new cohort that has been proposed, the National Children's Study (NCS). We briefly review evidence that endocrine disruption is a potentially important hypothesis for human studies and weigh the need to assess endocrine disruption in the NCS. We note the salient features of earlier, similar cohort studies that serve as reference points for the design of the NCS. Finally, we discuss features of the NCS that would allow or enhance assessment of endocrine disruption, even if endocrine disruption were not a primary hypothesis motivating the study. At this time, the evidence supporting endocrine disruption in humans with background-level exposures is not strong. Thus, a compelling rationale for the NCS will probably need to be based on core hypotheses that focus on other issues. Nonetheless, if properly designed, the NCS could serve as an excellent resource for investigating future hypotheses regarding endocrine disruption

    A pilot randomized controlled trial to promote healthful fish consumption during pregnancy: The Food for Thought Study

    Background: Nutritionists advise pregnant women to eat fish to obtain adequate docosahexaenoic acid (DHA), an essential nutrient important for optimal brain development. However, concern exists that this advice will lead to excess intake of methylmercury, a developmental neurotoxicant. Objective: Conduct a pilot intervention to increase consumption of high-DHA, low-mercury fish in pregnancy. Methods: In April-October 2010 we recruited 61 women in the greater Boston, MA area at 12–22 weeks gestation who consumed = 200mg/d of DHA from fish, compared with 33% in the Advice arm (p=0.005) and 53% in the Advice+GC arm (p=0.0002). We did not detect any differences in mercury intake or in biomarker levels of mercury and DHA between groups. Conclusions: An educational intervention increased consumption of fish and DHA but not mercury. Future studies are needed to determine intervention effects on pregnancy and childhood health outcomes.     Maternal Fish Consumption, Hair Mercury, and Infant Cognition in a U.S. Cohort

    Fish and other seafood may contain organic mercury but also beneficial nutrients such as n-3 polyunsaturated fatty acids. We endeavored to study whether maternal fish consumption during pregnancy harms or benefits fetal brain development. We examined associations of maternal fish intake during pregnancy and maternal hair mercury at delivery with infant cognition among 135 mother–infant pairs in Project Viva, a prospective U.S. pregnancy and child cohort study. We assessed infant cognition by the percent novelty preference on visual recognition memory (VRM) testing at 6 months of age. Mothers consumed an average of 1.2 fish servings per week during the second trimester. Mean maternal hair mercury was 0.55 ppm, with 10% of samples > 1.2 ppm. Mean VRM score was 59.8 (range, 10.9–92.5). After adjusting for participant characteristics using linear regression, higher fish intake was associated with higher infant cognition. This association strengthened after adjustment for hair mercury level: For each additional weekly fish serving, offspring VRM score was 4.0 points higher [95% confidence interval (CI), 1.3 to 6.7]. However, an increase of 1 ppm in mercury was associated with a decrement in VRM score of 7.5 (95% CI, –13.7 to –1.2) points. VRM scores were highest among infants of women who consumed > 2 weekly fish servings but had mercury levels ≤1.2 ppm. Higher fish consumption in pregnancy was associated with better infant cognition, but higher mercury levels were associated with lower cognition. Women should continue to eat fish during pregnancy but choose varieties with lower mercury contamination
