    Diversity in knowledge transfer usage : a relational approach

    In recent years, considerable attention has been paid to the effectiveness of knowledge transfer processes between academia and industry. Although there is growing evidence that the characteristics of individual researchers are important when explaining cases of successful transfer, few studies have taken the individual researcher as their unit of analysis. This study aims to use social network theory techniques to gain a better insight into knowledge transfer processes. In particular, we study how the characteristics of ties among individuals, and the interdisciplinary and pervasiveness of research affects the diversity of knowledge transfer activities. To this end, we conduct an empirical study among researchers in the field of nanotechnology. This sector is chosen for its interdisciplinarity and its expected pervasiveness. Data was collected using a survey conducted in Spain and in The Netherlands, allowing us to correct for some environmental and context effects

    The generation of tunable visible, infrared, and ultraviolet light is examined, along with the control of this light by means of novel mode-locking and modulation techniques. Transient mode-locking of the Nd:YAG laser and generation of short tunable pulses in the visible and the alkali metal inert gas excimer laser systems were investigated. Techniques for frequency conversion of high power and high energy laser radiation are discussed, along with high average power blue and UV laser light sources

    Conceptualizing throughput legitimacy: procedural mechanisms of accountability, transparency, inclusiveness and openness in EU governance

    This symposium demonstrates the potential for throughput legitimacy as a concept for shedding empirical light on the strengths and weaknesses of multi-level governance, as well as challenging the concept theoretically. This article introduces the symposium by conceptualizing throughput legitimacy as an ‘umbrella concept’, encompassing a constellation of normative criteria not necessarily empirically interrelated. It argues that in order to interrogate multi-level governance processes in all their complexity, it makes sense for us to develop normative standards that are not naïve about the empirical realities of how power is exercised within multilevel governance, or how it may interact with legitimacy. We argue that while throughput legitimacy has its normative limits, it can be substantively useful for these purposes. While being no replacement for input and output legitimacy, throughput legitimacy offers distinctive normative criteria— accountability, transparency, inclusiveness and openness— and points towards substantive institutional reforms.Published versio

    The effect of strategic patenting on cumulative innovation in UMTS standardization

    Dynamics of Institutions and Abstract Since the 1990s, intellectual property rights have become increasingly important in the telecommunications sector. In particular, the strategic role of patents played in the GSM standard irrevocably changed the IPR strategies within the sector, increasing both the revenues and barriers provided by telecom patents. The issues raised by GSM foreshadowed comparable impacts of patents upon other ICT standards. These developments parallels broader concerns raised by researchers about the risk that such patents impede the process of cumulative innovation, a problem some have labeled "the tragedy of the anticommons." After reviewing research on the various controversies regarding patents, cumulative innovation and standardization, we review the evolution of the role of patents in telecommunications standards. We then analyze the role of 1227 unique "essential" patents declared in the standardization of Universal Mobile Telecommunications System (UMTS), the thirdgeneration successor to GSM. Using a combination of data sources, we show how differences in the timing, nature and scope of patenting activities relate to firms' business models, competitive position and role in the standardization activity. From this, we offer broader observations about the limits of existing IPR policies and coordination mechanisms, as well as the likely impact of various policy alternatives on patent proliferation in telecommunications standardization

    Search for Rayleigh scattering in the atmosphere of GJ1214b

    We investigate the atmosphere of GJ1214b, a transiting super-Earth planet with a low mean density, by measuring its transit depth as a function of wavelength in the blue optical portion of the spectrum. It is thought that this planet is either a mini-Neptune, consisting of a rocky core with a thick, hydrogen-rich atmosphere, or a planet with a composition dominated by water. Most observations favor a water-dominated atmosphere with a small scale-height, however, some observations indicate that GJ1214b could have an extended atmosphere with a cloud layer muting the molecular features. In an atmosphere with a large scale-height, Rayleigh scattering at blue wavelengths is likely to cause a measurable increase in the apparent size of the planet towards the blue. We observed the transit of GJ1214b in the B-band with the FOcal Reducing Spectrograph (FORS) at the Very Large Telescope (VLT) and in the g-band with both ACAM on the William Hershel Telescope (WHT) and the Wide Field Camera (WFC) at the Isaac Newton Telescope (INT). We find a planet-to-star radius ratio in the B-band of 0.1162+/-0.0017, and in the g-band 0.1180+/-0.0009 and 0.1174+/-0.0017 for the WHT & INT observations respectively. These optical data do not show significant deviations from previous measurements at longer wavelengths. In fact, a flat transmission spectrum across all wavelengths best describes the combined observations.
