    Nonholonomic systems with symmetry allowing a conformally symplectic reduction

    Non-holonomic mechanical systems can be described by a degenerate almost-Poisson structure (dropping the Jacobi identity) in the constrained space. If enough symmetries transversal to the constraints are present, the system reduces to a nondegenerate almost-Poisson structure on a ``compressed'' space. Here we show, in the simplest non-holonomic systems, that in favorable circumnstances the compressed system is conformally symplectic, although the ``non-compressed'' constrained system never admits a Jacobi structure (in the sense of Marle et al.).Comment: 8 pages.     From the home to the clinic: The next chapter in Bangladesh\u27s family planning success story rural sites

    This study reports on Bangladesh’s new program model for reproductive health service delivery and people\u27s reactions to it. NGOs in Bangladesh have discontinued door-to-door contraceptive distribution in response to the government’s integrated, clinic-focused approach. The findings from this study strongly support these policy changes: clients and communities are responding favorably to many aspects of the new model, and there do not seem to be intractable social barriers to service utilization. As the NGOs and the Bangladesh government proceed with implementation of the integrated, essential health services model, additional strategies will be needed to erode the paternalistic service delivery culture that evolved in the context of a vertical family planning program. As the government moves forward with its own transition, much can be learned from the NGOs’ experiences in dealing with the complex challenges of pursuing simultaneously goals of access, quality, integrated service delivery, as well as cost recovery

    Developing shared understanding through online interdisciplinary collaboration: Reflections from a research project on better integration of health outcomes in future urban development practice

    Collaborative working has gained widespread recognition in policy and practice. However, there is less research on the process of doing collaborative research in practice than there is on the epistemological, theoretical, and methodological aspects of such work. In this paper, we address this gap by offering reflections on our practical experience of online interdisciplinary collaboration as part of a wider research project on future urban development practice. We sought to develop a shared understanding of the systems of urban development decision-making. We utilise two established frameworks of interdisciplinarity to reflect on our experience and offer practical recommendations that can help facilitate such work carried out remotely by early career researchers from diverse academic backgrounds. In so doing, our paper offers fresh insights on some of the common issues in interdisciplinary collaboration and on developing shared understanding and intellectual coherence through productive online interactions. As research is evolving to tackle complex problems that require a holistic understanding, our paper contributes to developing replicable methods for remotely conducted interdisciplinary work in the early phases of large-scale collaborative projects

    Urban policies and the creation of healthy urban environments: A review of government housing and transport policy documents in the United Kingdom

    Urban environments are key health determinants and play a critical role in improving health outcomes and equity. However, urban policies in the United Kingdom (UK) and globally frequently fail to produce healthy towns and cities. Given the highly centralized nature of UK policy, we analyzed national UK policy documents published since 2010 in two key areas of urban policy: housing supply and transport. We found that health is largely absent in narratives shaping urban development and, where health is included, it is as an assumed indirect outcome of delivering other policy agendas. Thus, we recommend that explicit direct and measurable health objectives must be integrated front and center in urban policies, and cross-sector collaboration across national government on health prevention to manage the complex linkages across policy areas. Evidencing the interactive effects between improving health outcomes and dominant urban policy agendas can incentivize shared accountability for health outcomes

    Preserving the impossible: conservation of soft-sediment hominin footprint sites and strategies for three-dimensional digital data capture.

    Human footprints provide some of the most publically emotive and tangible evidence of our ancestors. To the scientific community they provide evidence of stature, presence, behaviour and in the case of early hominins potential evidence with respect to the evolution of gait. While rare in the geological record the number of footprint sites has increased in recent years along with the analytical tools available for their study. Many of these sites are at risk from rapid erosion, including the Ileret footprints in northern Kenya which are second only in age to those at Laetoli (Tanzania). Unlithified, soft-sediment footprint sites such these pose a significant geoconservation challenge. In the first part of this paper conservation and preservation options are explored leading to the conclusion that to 'record and digitally rescue' provides the only viable approach. Key to such strategies is the increasing availability of three-dimensional data capture either via optical laser scanning and/or digital photogrammetry. Within the discipline there is a developing schism between those that favour one approach over the other and a requirement from geoconservationists and the scientific community for some form of objective appraisal of these alternatives is necessary. Consequently in the second part of this paper we evaluate these alternative approaches and the role they can play in a 'record and digitally rescue' conservation strategy. Using modern footprint data, digital models created via optical laser scanning are compared to those generated by state-of-the-art photogrammetry. Both methods give comparable although subtly different results. This data is evaluated alongside a review of field deployment issues to provide guidance to the community with respect to the factors which need to be considered in digital conservation of human/hominin footprints

    Normalizing Community Mask-Wearing: A Cluster Randomized Trial in Bangladesh

    Background: A growing body of scientific evidence suggests that face masks can slow the spread of COVID-19 and save lives, but mask usage remains low across many parts of the world, and strategies to increase mask usage remain untested and unclear. Methods: We conducted a cluster-randomized trial of community-level mask promotion in rural Bangladesh involving 341,830 adults in 600 villages. We employed a series of strategies to promote mask usage, including free household distribution of surgical or cloth masks, distribution and promotion at markets and mosques, mask advocacy by Imams during Friday prayers, role modeling by local leaders, promoters periodically monitoring passers-by and reminding people to put on masks, village police accompanying those mask promoters, providing monetary rewards or certificates to villages if mask-wearing rate improves, public signaling of mask-wearing via signage, text message reminders, messaging emphasizing either altruistic or self-protection motives for mask-wearing, and extracting verbal commitments from households. The primary objective was to assess which of these interventions would increase proper (covering nose and mouth) wearing of face masks, and secondarily, whether mask promotion unintentionally creates moral hazard and decreases social distancing. This analysis is part of larger study evaluating the effect of mask-wearing on transmission of SARS-CoV-2. Results: There were 64,937 households in the intervention group and 64,183 households in the control group; study recruitment has ended. In the control group, proper mask-wearing was practiced by 13% of those observed across the study period. Free distribution of masks along with role modeling by community leaders produced only small increases in mask usage during pilot interventions. Adding periodic monitoring by mask promoters to remind people in streets and public places to put on the masks we provided increased proper mask-wearing by 29.0 percentage points (95% CI: 26.7% - 31.3%). This tripling of mask usage was sustained over all 10 weeks of surveillance, which includes a period after intervention activities ended. Physical distancing, measured as the fraction of individuals at least one arm’s length apart, also increased by 5.2 percentage points (95% CI: 4.2%-6.3%). Beyond the core intervention package comprised of free distribution and promotion at households/mosques/markets, leader endorsements plus periodic monitoring and reminders, several elements had no additional effect on mask wearing, including: text reminders, public signage commitments, monetary or non-monetary incentives, altruistic messaging or verbal commitments, or village police accompanying the mask promoters (the last not cross-randomized, but assessed in panel data). No adverse events were reported during the study period. Conclusions: Our intervention demonstrates a scalable and cost-effective method to promote mask adoption and save lives, and identifies a precise combination of intervention activities that were necessary. Comparisons between pilots shows that free mask distribution alone is not sufficient to increase mask-wearing, but adding periodic monitoring in public places to remind people to wear the distributed masks had large effects on behavior. The absence of any further effect of the village police suggests that the operative mechanism is not any threat of formal legal sanctions, but shame and people’s aversion to a light informal social sanction. The persistence of effects for 10 weeks and after the end of the active intervention period, as well as increases in physical distancing, all point to changes in social norms as a key driver of behavior change. Our cross-randomizations suggest that improved mask-wearing norms can be achieved without incentives that require costly monitoring, that aesthetic design choices and colors can influence mask-wearing, and that surgical masks with a substantially higher filtration efficiency can be a cost-effective alternative to cloth masks (1/3 the cost) and are equally or more likely to be worn. Implementing these interventions – including distribution of free masks, and the information campaign, reminders, encouragement – cost 2.302.30-3.75 per villager, or between 8and8 and 13 per person adopting a mask. Combined with existing estimates of the efficacy of masks in preventing COVID-19 deaths, this implies that the intervention cost 28,00028,000-66,000 per life saved. Beyond reducing the transmission of COVID-19, mask distribution is likely to be a cost-effective strategy to prevent future respiratory disease outbreaks

    LOTUS: A low cost, ultraviolet spectrograph

    We describe the design, construction and commissioning of LOTUS; a simple, low-cost long-slit spectrograph for the Liverpool Telescope. The design is optimized for near-UV and visible wavelengths and uses all transmitting optics. It exploits the instrument focal plane field curvature to partially correct axial chromatic aberration. A stepped slit provides narrow (2.5x95 arcsec) and wide (5x25 arcsec) options that are optimized for spectral resolution and flux calibration respectively. On sky testing shows a wavelength range of 3200-6300 Angstroms with a peak system throughput (including detector quantum efficiency) of 15 per cent and wavelength dependant spectral resolution of R=225-430. By repeated observations of the symbiotic emission line star AG Peg we demonstrate the wavelength stability of the system is less than 2 Angstroms rms and is limited by the positioning of the object in the slit. The spectrograph is now in routine operation monitoring the activity of comet 67P/Churyumov-Gerasimenko during its current post-perihelion apparition
