    Fluorogermanium(IV) salts of graphite. A system in equilibrium with elemental fluorine

    Pyrolytic graphite is not intercalated by GeF{sub 4} alone but is intercalated by GeF{sub 4}/F{sub 2} mixtures to yield, at the intercalation limit, at 20{sup o}, a first-stage material, C{sub 12}GeF{sub 5-6}, which is in equilibrium with gaseous fluorine. GERMANIUM tetrafluoride is a superior fluoride ion acceptor since it can stabilize the O{sub 2}{sup +} ion and the NF{sub 4}{sup +} ion in salts. It is this superior fluoride-ion acceptor capability which must account for our observation that pyrolytic graphite readily intercalates GeF{sub 4} in the presence of fluorine, but does not do so, even with high pressures of GeF{sub 4}, if fluorine is absent, Similar experiments, in which SiF{sub 4} was substituted for GeF{sub 4}, failed to bring about any silicon fluoride intercalation. It has long been known that GeF{sub 4} is a superior fluoride ion acceptor to SiF{sub 4} since, with SF{sub 4}, the former yields the salt (SF{sub 3}{sup +}){sub 2}GeF{sub 6}{sup 2-}, whereas the silicon analogue is not stable at ordinary temperatures and pressures (in spite of the lattice energy of the silicon analogue being slightly more favorable by virtue of the smaller size of SiF{sub 6}{sup 2-})

    AN EVALUATION OF THE PRIA GRAZING FEE FORMULA

    The federal grazing fee is currently set using the Public Rangeland Improvement Act (PRIA) fee formula established in 1978 and modified in 1986. The formula is adjusted annually using indices of private land grazing lease rates (Forage Value Index, FVI), prices received for beef cattle (Beef Cattle Price Index, BCPI), and costs of beef production (Prices Paid Index, PPI). The FVI tracks price movement in the private forage market and was the only index originally proposed to be included in the fee formula. Public land ranchers and an Interdepartmental Grazing Fee Technical Committee assigned to study grazing fee alternatives in the 1960s questioned the ability of the FVI to account for short-term demand, supply, and price equilibrium, and, for this reason, the BCPI and PPI were added to the fee formula. Over 30 years of data are now available to evaluate whether adding the BCPI and PPI did, in fact, help explain short-term market fluctuations. This analysis shows, as earlier studies did, that, if tracking the private forage market is the primary objective, then the fee formula should have included only the FVI. Including the BCPI and, especially, the PPI has caused calculated grazing fees to fall further and further behind private land lease rates. Had the 1.23basefeeinthePRIAformulabeenindexedbyonlytheFVI,thefederalgrazingfeewouldhavebeen1.23 base fee in the PRIA formula been indexed by only the FVI, the federal grazing fee would have been 3.84/AUM instead of $1.35/AUM in 2000.     The locus of legitimate interpretation in Big Data sciences: Lessons for computational social science from -omic biology and high-energy physics

    This paper argues that analyses of the ways in which Big Data has been enacted in other academic disciplines can provide us with concepts that will help understand the application of Big Data to social questions. We use examples drawn from our Science and Technology Studies (STS) analyses of -omic biology and high energy physics to demonstrate the utility of three theoretical concepts: (i) primary and secondary inscriptions, (ii) crafted and found data, and (iii) the locus of legitimate interpretation. These help us to show how the histories, organisational forms, and power dynamics of a field lead to different enactments of big data. The paper suggests that these concepts can be used to help us to understand the ways in which Big Data is being enacted in the domain of the social sciences, and to outline in general terms the ways in which this enactment might be different to that which we have observed in the ‘hard’ sciences. We contend that the locus of legitimate interpretation of Big Data biology and physics is tightly delineated, found within the disciplinary institutions and cultures of these disciplines. We suggest that when using Big Data to make knowledge claims about ‘the social’ the locus of legitimate interpretation is more diffuse, with knowledge claims that are treated as being credible made from other disciplines, or even by those outside academia entirely

    Youth and the Millennium Development Goals (MDGs): Challenges and Opportunities for Implementation

    Young people ages 15 to 24 are 1.2 billion of the world’s human capital. Around the world, many of them are already making contributions to the Millennium Development Goals (MDGs), and their work should be further acknowledged and strengthened. Increasingly, youth are recognized as key participants in decision-making and development, as reflected in the growing presence of non-governmental youth organizations and the upsurge of youth advisory boards and committees to international institutions and programmes. Yet building the capacity of and creating sustained partnerships with young people are crucial strategies to achieving the MDGs that have not been fully realized by the international community. This paper aims to provide an overview of youth participation as it currently exists, to outline the ways in which youth are directly involved and affected by each Goal, to demonstrate the ways in which young people are contributing to the MDGs, and to provide ‘Options for Action’ that governments, the United Nations system, donors and other actors can harness, support, and scale-up in order to support young people in making significant contributions to achieving the MDGs. Part I outlines the existing mechanisms for youth participation in development policy. These channels can be used by governments and institutions to strengthen and mobilize young people as partners in policy formulation. Successful modes of participation should be recognized and replicated, and also adapted to the challenging political and socio-economic realities facing many youth-led and youth-serving organizations. Part II presents youth participation as it relates directly to the MDGs. Each goal is analyzed with respect to its effect on young peoples lives as well as how young people can play – and indeed are playing — a role in its implementation. Under each goal are a number of “Options for Action” that governments, the UN and multilateral organizations can use to fully harness the contributions that youth can make to achieving the MDGs. Part III outlines the synergies between the Options for Action presented in this report and the Quick Wins proposed by the Millennium Project. The Options for Action are complimentary and provide a process to implement the Quick Win actions, using young people as key implementing agents and service providers. Part III also outlines a number of youth-focused Quick Wins that can make a significant and measurable difference to the state of young people in target countries. Part IV elaborates on how youth can participate in achieving the MDGs and contains cross-cutting recommendations on youth engagement in all 8 Goals. Overall, the report demonstrates that investing in youth will provide the longest and most effective dividend towards meeting the Millennium Development Goals (MDGs) by building the social capital needed to foster pragmatic development. Indeed, without the involvement of young people, a demographic that comprises one fifth of the world’s total population, the full achievement of the MDGs will remain elusive and their long-term sustainability will be compromised. Youth participation is currently quite varied, ranging from effective, to sometimes tokenistic, to often non-existent. There are specific ways in which youth and youth organizations can contribute to the design and implementation of MDG-based strategies, some of which are outlined in this document.     Collaborative Epistemic Discourse in Classroom Information Seeking Tasks

    We discuss the relationship between information seeking, and epistemic beliefs – beliefs about the source, structure, complexity, and stability of knowledge – in the context of collaborative information seeking discourses. We further suggest that both information seeking, and epistemic cognition research agendas have suffered from a lack of attention to how information seeking as a collaborative activity is mediated by talk between partners – an area we seek to address in this paper. A small-scale observational study using sociocultural discourse analysis was conducted with eight eleven year old pupils who carried out search engine tasks in small groups. Qualitative and quantitative analysis were performed on their discussions using sociocultural discourse analytic techniques. Extracts of the dialogue are reported, informed by concordance analysis and quantitative coding of dialogue duration. We find that 1) discourse which could be characterised as ‘epistemic’ is identifiable in student talk, 2) that it is possible to identify talk which is more or less productive, and 3) that epistemic talk is associated with positive learning outcomes

    A systematic review and meta-analysis of workplace mindfulness training randomized controlled trials

    This meta-analytic review responds to promises in the research literature and public domain about the benefits of workplace mindfulness training. It synthesizes randomized controlled trial evidence from workplace-delivered training for changes in mindfulness, stress, mental health, well-being, and work performance outcomes. Going beyond extant reviews, this article explores the influence of variability in workforce and intervention characteristics for reducing perceived stress. Meta-effect estimates (Hedge’s g) were computed using data from 23 studies. Results indicate beneficial effects following training for mindfulness (g = 0.45, p < .001) and stress (g = 0.56, p < .001), anxiety (g = 0.62, p < .001) and psychological distress (g = 0.69, p < .001), and for well-being (g = 0.46, p = .002) and sleep (g = 0.26, p = .003). No conclusions could be drawn from pooled data for burnout due to ambivalence in results, for depression due to publication bias, or for work performance due to insufficient data. The potential for integrating the construct of mindfulness within job demands-resources, coping, and prevention theories of work stress is considered in relation to the results.     Why we need a public understanding of social science

    Who is licensed to make knowledge claims about society? A more diffuse group of individuals are afforded the status of legitimate speakers on society in the public sphere than is the case when the questions relate to the expertise of the natural sciences. We draw on the concept of the ‘locus of legitimate interpretation’ and the sensibilities of Collins and Evans’ Studies of Expertise and Experience programme to help make sense of these issues. The social sciences are not the natural sciences, and one key difference is their relationship with publics. The social sciences are intrinsically entangled, at both the level of the research question and the research subject/object, with public knowledge, the knowledges of publics and public interests. We therefore outline what these differences might mean for a serious, distinct and purposive Public Understanding of Social Science programme and how this differs from current work in the Public Understanding of Science

    Effects of a mindfulness app on employee stress in an Australian public sector workforce: Randomized controlled trial

    Background: Workplace-based mindfulness programs have good evidence for improving employee stress and mental health outcomes, but less is known about their effects on productivity and citizenship behaviors. Most of the available evidence is derived from studies of mindfulness programs that use class-based approaches. Mindfulness apps can increase access to training, but whether self-directed app use is sufficient to realize benefits equivalent to class-based mindfulness programs is unknown. Objective: We assessed the effectiveness of a mindfulness app, both with and without supporting classes, for reducing employees’ perceived stress. Changes in mindfulness, mental health, quality of life, perceptions of job demand, control and support, productivity indicators, organizational citizenship, and mindful behaviors at work were also investigated. Methods: Tasmanian State Service employees were invited by the Tasmanian Training Consortium to a 3-arm randomized controlled trial investigating the effects of a mindfulness app on stress. The app used in the Smiling Mind Workplace Program formed the basis of the intervention. The app includes lessons, activities, and guided meditations, and is supported by 4 instructional emails delivered over 8 weeks. Engagement with the app for 10-20 minutes, 5 days a week, was recommended. Reported data were collected at baseline (time point 0), 3 months from baseline (time point 1 [T1]), and at 6-month follow-up (time point 2). At time point 0, participants could nominate a work-based observer to answer surveys about participants’ behaviors. Eligible participants (n=211) were randomly assigned to self-guided app use plus four 1-hour classes (app+classes: 70/211, 33.2%), self-guided app use (app-only: 71/211, 33.6%), or waitlist control (WLC; 70/211, 33.2%). Linear mixed effects models were used to assess changes in the active groups compared with the WLC at T1 and for a head-to-head comparison of the app+classes and app-only groups at follow-up. Results: App use time was considerably lower than recommended (app+classes: 120/343 minutes; app-only: 45/343 minutes). Compared with the WLC at T1, no significant change in perceived stress was observed in either active group. However, the app+classes group reported lower psychological distress (β=−1.77, SE 0.75; P=.02; Cohen d=–0.21) and higher mindfulness (β=.31, SE 0.12; P=.01; Cohen d=0.19). These effects were retained in the app+classes group at 6 months. No significant changes were observed for the app-only group or for other outcomes. There were no significant changes in observer measures at T1, but by time point 2, the app+classes participants were more noticeably mindful and altruistic at work than app-only participants. Conclusions: Including classes in the training protocol appears to have motivated engagement and led to benefits, whereas self-guided app use did not realize any significant results. Effect sizes were smaller and less consistent than meta-estimates for class-based mindfulness training.
