    Diminishing Qualitative Discrepancies in Regional Labor Markets: A Discussion of Some Policy Options

    The qualifications of individuals and job requirements do not match completely in regional labor markets. This paper discusses the implications of this observation for regional policy making. What kind of policy instruments affect such regional labor market discrepancies? Besides a general answer to this question, also a more specific answer is given by analyzing regional discrepancies and regional policy making in the Netherlands. It appears that several instruments are in fact in use with considerable effects on these qualitative discrepancies, but these effects are in many cases almost completely ignored in the design of a policy mix. From this observation a suggestion for a more appropriate and flexible design of regional policies can be derived

    Changed labor market conditions have created an increased interest in labor supply oriented regional policy. One component of such a policy is the encouragement of labor migration. In this paper it is argued that the design of an appropriate migration policy should be based on a rather detailed knowledge of the mobility characteristics of different groups of workers. We demonstrate how such knowledge could be useful for the design of mobility assistance programs by presenting recent information on policy relevant characteristics of spatial labor mobility in the Netherlands. We focus primarily on mobility characteristics of different groups, temporal patterns in spatial labor mobility, and certain spatial features of this mobility

    Regional Economic Policy in a Changed Labor Market

    Recently, important structural changes have occurred on the supply and demand side of the labor market. This paper discusses the implications of these changes for regional policy making in the Netherlands. Suggestions for a new attack on regional problems are presented, which seem to be more radical diversions from the current practice than most other proposals which have recently been formulated. It is argued that the emphasis of policy on the demand side of the labor market is no longer self-evident. As alternative strategies for obtaining more equality in the interregional distribution of economic welfare, we propose policies oriented towards the supply side of the labor market and towards interpersonal transfers of income to compensate for interregional differences in earning capacities

    Implementing Regional Economic Policy: An Analysis of Economic and Political Influences in The Netherlands

    The purpose of this paper is to extend our understanding of government behavior in the area of regional economic policy for the case of the Netherlands. The study seeks to investigate systematically the role of economic and political factors in determining changes in the implementation of regional economic policy. It is concluded that political circumstances did not play any discernible role in regional policymaking, and that the influence of economic circumstances on regional policymaking has been dominated by a secular trend. A short-run cyclical influence is found for qualitative changes in the policy package ; for quantitative changes in the amount of financial resources devoted to policymaking only the actual expenditures appear to possess a consistent cyclical component

    The Dynamics of Spatial Labor Mobility in The Netherlands

    The spatial mobility of labor changes over time. Both the general propensity to migrate and the spatial allocation of mobile people over regions of destination are characterized by important dynamic properties. This paper discusses several factors that may explain these dynamic properties of internal labor migration. We focus especially on the influence of labor market and housing conditions on the mobility of people. A two-stage, generation-allocation model is proposed, to investigate the role of different factors in the explanation of aggregate interregional migration flows. This model is applied to recent data on interprovincial labor migration in the Netherlands. The results indicate that housing supply seems to be an important determinant of temporal developments of spatial mobility, and also that the conditions of national and regional labor markets are associated with specific properties of recent migration patterns

    Search for heavy resonances decaying into a Z or W boson and a Higgs boson in final states with leptons and b-jets in 139 fb−1 of pp collisions at s√ = 13 TeV with the ATLAS detector

    This article presents a search for new resonances decaying into a Z or W boson and a 125 GeV Higgs boson h, and it targets the νν¯¯¯bb¯¯, ℓ+ℓ−bb¯¯, or ℓ±νbb¯¯ final states, where ℓ = e or μ, in proton-proton collisions at s√ = 13 TeV. The data used correspond to a total integrated luminosity of 139 fb−1 collected by the ATLAS detector during Run 2 of the LHC at CERN. The search is conducted by examining the reconstructed invariant or transverse mass distributions of Zh or Wh candidates for evidence of a localised excess in the mass range from 220 GeV to 5 TeV. No significant excess is observed and 95% confidence-level upper limits between 1.3 pb and 0.3 fb are placed on the production cross section times branching fraction of neutral and charged spin-1 resonances and CP-odd scalar bosons. These limits are converted into constraints on the parameter space of the Heavy Vector Triplet model and the two-Higgs-doublet model

    The ATLAS trigger system is a crucial component of the ATLAS experiment at the LHC. It is responsible for selecting events in line with the ATLAS physics programme. This paper presents an overview of the changes to the trigger and data acquisition system during the second long shutdown of the LHC, and shows the performance of the trigger system and its components in the proton-proton collisions during the 2022 commissioning period as well as its expected performance in proton-proton and heavy-ion collisions for the remainder of the third LHC data-taking period (2022–2025)
