The Corruption Of Promise: The Insane Asylum In Mississippi, 1848-1910

The ideology of insane asylum reform, which emphasized the Enlightenment language of human rights and the humane treatment of the mentally ill, reached American shores in the early-mid-nineteenth century. When asylum reform began to disseminate throughout the United States, forward-thinking Mississippians latched onto the idea of the reformed asylum as a humane way to treat mentally ill Mississippians and to bolster the humanitarian image of a Southern slave society to its Northern critics. When the Mississippi State Lunatic Asylum opened in 1855, its superintendents were optimistic about the power of the state to meet mental healthcare needs. While Mississippi slave society was incredibly wealthy, it was not proportionally progressive, and the idealism of the asylum supporters encountered the stark reality of Mississippi’s anti-statist culture and legislative austerity, as well as the limits of the nascent field of psychology. Mississippi ultimately proved exceedingly resistant to reform. By the beginning of the twentieth century, overcrowding, underfunding, and racial psychology had spurred the asylum officials to deemphasize treatment and transform the insane asylum solely into a holding cell for the mentally ill

Comprehension of spacecraft telemetry using hierarchical specifications of behavior ⋆

Abstract. A key challenge in operating remote spacecraft is that ground operators must rely on the limited visibility available through spacecraft telemetry in order to assess spacecraft health and operational status. We describe a tool for processing spacecraft telemetry that allows ground operators to impose structure on received telemetry in order to achieve a better comprehension of system state. A key element of our approach is the design of a domain-specific language that allows operators to express models of expected system behavior using partial specifications. The language allows behavior specifications with data fields, similar to other recent runtime verification systems. What is notable about our approach is the ability to develop hierarchical specifications of behavior. The language is implemented as an internal DSL in the Scala programming language that synthesizes rules from patterns of specification behavior. The rules are automatically applied to received telemetry and the inferred behaviors are available to ground operators using a visualization interface that makes it easier to understand and track spacecraft state. We describe initial results from applying our tool to telemetry received from the Curiosity rover currently roving the surface of Mars, where the visualizations are being used to trend subsystem behaviors, in order to identify potential problems before they happen. However, the technology is completely general and can be applied to any system that generates telemetry such as event logs.

A review of New World Asiracinae (Hemiptera: Auchenorrhyncha: Delphacidae) with five new taxa

Die Gattungen der Asiracinae der Neuen Welt werden im Kontext mit neu entdeckten Taxa aus Ecuador diskutiert und revidiert. Twölf nominelle Gattungen, davon drei Ugyopinae und neun Asiracinae (eine neu) werden aus der Neuen Welt gemeldet. Die tatsächliche Gattungszugehörigkeit der einer bislang zur Gattung Asiraca gestellten Art konnte nicht geklärt werden. Schlüssel zu den Asiracinae der Neuen Welt (ohne Asiraca) und zur Gattung Tetrasteira werden präsentiert. Neu beschrieben werden Pentasteira gen. nov. (Asiracinae: Platysystatini) mit P. albifrons n. sp., sowie drei Arten der Gattung Tetrasteira (Asiracinae: Tetrasteirini): T. vulgaris, n. sp., T. trimaculata n. sp., and T. solata n. sp. Große Mengen von Tetrasteira vulgaris n. sp. wurden im Amazonasbecken von Ecuador in Regenwäldern außerhalb von Überflutungsgebieten durch „canopy fogging“ gesammelt.The genera of New World asiracine planthoppers are reviewed and discussed in the context of new taxa discovered in canopy fogging samples from Ecuador. Twelve nomative genera, including 3 Ugyopinae and 9 Asiracinae (1 new) are reported from the New World, although the generic identity of the single Asiraca species could not be verified. A key to New World asiracinae genera, excluding Asiraca, is provided. The new taxa include Pentasteira gen. nov. (Asiracinae: Platysystatini) with 1 species (P. albifrons n. sp.) and a new Tetrasteira (Asiracinae: Tetrasteirini), prompting a generic revision with three new described species (T. vulgaris, n. sp., T. trimaculata n. sp., and T. solata n. sp.). A key to the species of Tetrasteira is provided. Tetrasteira vulgaris n. sp. has been taken in large numbers in canopy fogging samples from terre firme forest in the Amazon basin in Ecuador

A tabulation of pipe length to diameter ratios as a function of Mach number and pressure ratios for compressible flow

Computer programs and resulting tabulations are presented of pipeline length-to-diameter ratios as a function of Mach number and pressure ratios for compressible flow. The tabulations are applicable to air, nitrogen, oxygen, and hydrogen for compressible isothermal flow with friction and compressible adiabatic flow with friction. Also included are equations for the determination of weight flow. The tabulations presented cover a wider range of Mach numbers for choked, adiabatic flow than available from commonly used engineering literature. Additional information presented, but which is not available from this literature, is unchoked, adiabatic flow over a wide range of Mach numbers, and choked and unchoked, isothermal flow for a wide range of Mach numbers

Affordable Multi-Layer Ceramic (MLC) Manufacturing for Power Systems (AMPS)

McDermott Technology, Inc. (MTI) is attempting to develop high-performance, cost-competitive solid oxide fuel cell (SOFC) power systems. Recognizing the challenges and limitations facing the development of SOFC stacks comprised of electrode-supported cells and metallic interconnects, McDermott Technology, Inc. (MTI) has chosen to pursue an alternate path to commercialization. MTI is developing a multi-layer, co-fired, planar SOFC stack that will provide superior performance and reliability at reduced costs relative to competing designs. The MTI approach combines state-of-the-art SOFC materials with the manufacturing technology and infrastructure established for multi-layer ceramic (MLC) packages for the microelectronics industry. The rationale for using MLC packaging technology is that high quality, low-cost manufacturing has been demonstrated at high volumes. With the proper selection of SOFC materials, implementation of MLC fabrication methods offers unique designs for stacks (cells and interconnects) that are not possible through traditional fabrication methods. The MTI approach eliminates use of metal interconnects and ceramic-metal seals, which are primary sources of stack performance degradation. Co-fired cells are less susceptible to thermal cycling stresses by using material compositions that have closely matched coefficients of thermal expansion between the cell and the interconnect. The development of this SOFC stack technology was initiated in October 1999 under the DOE cosponsored program entitled ''Affordable Multi-layer Ceramic Manufacturing for Power Systems (AMPS)''. The AMPS Program was conducted as a two-phase program: Phase I--Feasibility Assessment (10/99--9/00); and Phase II--Process Development for Co-fired Stacks (10/00-3/02). This report provides a summary of the results from Phase I and a more detailed review of the results for Phase II. Phase I demonstrated the feasibility for fabricating multi-layer, co-fired cells and interconnects and resulted in selection of the most promising configuration for high-performance, low-cost SOFC stacks. During Phase II, the MTI Team successfully refined the fabrication processes and achieved low-rate production of cells and interconnects (about 100 per month). Short stacks (3-10 cells) using co-fired cells and interconnects were assembled and tested to validate the MTI multi-layer SOFC design. The team successfully demonstrated co-fired repeat units, comprised of a cell and the interconnect layers. Development of co-fired cells and multi-layer interconnects based on the new stack design was completed; all component fabrication and stack testing efforts were redirected to the new design toward the end of Phase II. Finally, low-cost alternate materials for the interconnect body and conductors within the interconnect were identified. At the end of Phase II, the MTI Team successfully transitioned the multi-layer SOFC stack development effort to the Solid State Energy Conversion Alliance (SECA) program
