    Introduction – Rethinking Impact Evaluation for Development

    This IDS Bulletin is the first of two special issues presenting contributions from the event ‘Impact Innovation and Learning: Towards a Research and Practice Agenda for the Future’, organised by IDS in March 2013. The initiative, as well as these two issues, represent a ‘rallying cry’ for impact evaluation to rise to the challenges of a post?MDG/post?2015 development agenda. This introduction articulates first what these challenges are, and then goes on to summarise how the contributors propose to meet these challenges in terms of methodological and institutional innovation. Increasingly ambitious development goals, multiple layers of governance and lines of accountability require adequate causal inference frameworks and less ambitious expectations on the span of direct influence single interventions can achieve, as well as awareness of multiple bias types. Institutions need to be researched and become more impact?oriented and learning?oriented

    Comparison of heterotrophic bioleaching and ammonium sulfate ion exchange leaching of Rare Earth Elements from a Madagascan Ion-Adsorption Clay

    Rare earth elements (REE) are considered to be a critical resource, because of their importance in green energy applications and the overdependence on Chinese imports. REE rich ion-adsorption deposits (IAD) result from tropical weathering of REE enriched igneous rocks. Commercial REE leaching from IAD, using salt solutions occurs via an ion-exchange mechanism. Bioleaching of IAD by Aspergillus or Bacillus, was compared to Uninoculated Control and Salt leaching (0.5 M ammonium sulfate) over 60 days. Salt leaching was most effective, followed by Aspergillus, Bacillus then Uninoculated Control. Most of the REE and major elements released by Salt leaching occurred before day 3. With bioleaching, REE and major elements release increased with time and had a greater heavy to light REE ratio. Similar total heavy REE release was observed in Salt leaching and Aspergillus (73.1% and 70.7% Lu respectively). In bioleaching experiments, pH was inversely correlated with REE release (R2 = 0.947 for Lu) indicating leaching by microbially produced acids. These experiments show the potential for bioleaching of REE from IAD, but dissolution of undesirable elements could cause problems in downstream processing.     Trajectories of objectively measured physical activity in free-living older men.

    BACKGROUND: The steep decline in physical activity (PA) among the oldest old is not well understood; there is little information about the patterns of change in PA and sedentary behaviour (SB) in older people. Longitudinal data on objectively measured PA data can give insights about how PA and SB change with age. METHODS: Men age 70-90 yr, from a United Kingdom population-based cohort wore a GT3X accelerometer over the hip annually on up to three occasions (56%, 50%, and 51% response rates) spanning 2 yr. Multilevel models were used to estimate change in activity. Men were grouped according to achieving ≥150 min·wk of MVPA in bouts of ≥10 min (current guidelines) at two or three time points. RESULTS: A total of 1419 ambulatory men had ≥600 min wear time on ≥3 d at ≥2 time points. At baseline, men took 4806 steps per day and spent 72.5% of their day in SB, 23.1% in light PA, and 4.1% in moderate-to-vigorous PA (MVPA). Mean change per year was -341 steps, +1.1% SB, -0.7% light PA, and -0.4% MVPA each day (all P 30 min increased from 5.1 by 0.1 per year (P = 0.02). CONCLUSIONS: Among older adults, the steep decline in total PA occurred because of reductions in MVPA, while light PA is relatively spared and sedentary time and long sedentary bouts increase

    Comparison of Three Approaches for Bioleaching of Rare Earth Elements from Bauxite

    Approximately 300 million tonnes of bauxite are processed annually, primarily to extract alumina, and can contain moderate rare earth element (REE) concentrations, which are critical to a green energy future. Three bioleaching techniques (organic acid, reductive and oxidative) were tested on three karst bauxites using either Aspergillus sp. (organic acid bioleaching) or Acidithiobacillus ferrooxidans (reductive and oxidative bioleaching). Recovery was highest in relation to middle REE (generally Nd to Gd), with maximum recovery of individual REE between 26.2% and 62.8%, depending on the bauxite sample. REE recovery occurred at low pH (generally < 3), as a result of organic acids produced by Aspergillus sp. or sulphuric acid present in A. ferrooxidans growth media. Acid production was seen when A. ferrooxidans was present. However, a clear increase in REE recovery in the presence of A. ferrooxidans (compared to the control) was only seen with one bauxite sample (clay-rich) and only under oxidative conditions. The complex and varied nature of REE-bearing minerals in bauxite provides multiple targets for bioleaching, and although the majority of recoverable REE can be leached by organic and inorganic acids, there is potential for enhanced recovery by bioleaching

    Diagnosing Down-the-Drain Disposal of Unused Pharmaceuticals at a River Catchment Level:Unrecognized Sources of Environmental Contamination That Require Nontechnological Solutions

    Down-the-drain disposal of pharmaceuticals remains an overlooked and unrecognized source of environmental contamination that requires nontechnological “at-source” solutions. Monitoring of 31 pharmaceuticals over 7 days in five wastewater treatment plants (WWTPs) serving five cities in South-West UK revealed down-the-drain codisposal of six pharmaceuticals to three WWTPs (carbamazepine and propranolol in city A, sildenafil in city B, and diltiazem, capecitabine, and sertraline in city D), with a one-off record codisposal of estimated 253 pills = 40 g of carbamazepine and estimated 96 pills = 4 g of propranolol in city A accounting for their 10- and 3-fold respective increases in wastewater daily loads. Direct disposal of pharmaceuticals was found to affect the efficiency of wastewater treatment with much higher pharmaceutical removal (decrease in daily load) during “down-the-drain disposal” days. This is due to lack of conjugated glucuronide metabolites that are cleaved during “consumption-only” days, with the release of a parent pharmaceutical counterbalancing its removal. Higher removal of pharmaceuticals during down-the-drain disposal days reduced pharmaceutical loads reaching receiving environment, albeit with significant levels remaining. The estimated daily loads in receiving water downstream from a discharge point accounted for 13.8 ± 3.4 and 2.1 ± 0.2 g day–1 of carbamazepine and propranolol, respectively, during consumption-only days and peaked at 20.9 g day–1 (carbamazepine) and 4.6 g day–1 (propranolol) during down-the-drain disposal days. Actions are needed to reduce down-the-drain disposal of pharmaceuticals. Our recent work indicated that down-the-drain disposal of pharmaceuticals doubled since the last study in 2005, which may be due to the lack of information and messaging that informs people to dispose of unused medicines at pharmacies. Media campaigns that inform the public of how to safely dispose of medicines are key to improving rates of return and reducing pharmaceutical waste in the environment. The environment is a key motivator for returning unused medicines to a pharmacy and so messaging should highlight environmental risks associated with improper disposal

    Improvement and decline of cognitive function in schizophrenia over one year: a longitudinal investigation using latent growth modelling.

    BACKGROUND: Long-term follow-up studies of people with schizophrenia report stability of cognitive performance; less is known about any shorter-term changes in cognitive function. METHODS: This longitudinal study aimed to establish whether there was stability, improvement or decline in memory and executive functions over four assessments undertaken prospectively in one year. Cognitive performance was assessed during randomized controlled trials of first- and second-generation antipsychotic medication. Analyses used a latent growth modeling approach, so that individuals who missed some testing occasions could be included and trajectories of cognitive change explored despite missing data. RESULTS: Over the year there was significant decline in spatial recognition but no change in pattern recognition or motor speed. Improvement was seen in planning and spatial working memory tasks; this may reflect improved strategy use with practice. There were significant individual differences in the initial level of performance on all tasks but not in rate of change; the latter may have been due to sample size limitations. Age, sex, premorbid IQ and drug class allocation explained significant variation in level of performance but could not predict change. Patients randomized to first-generation drugs improved more quickly than other groups on the planning task. CONCLUSION: We conclude that cognitive change is present in schizophrenia but the magnitude of change is small when compared with the large differences in cognitive function that exist between patients.     Strategic Employee Development (SED) Program

    As with many other U.S. agencies, succession planning is becoming a critical need for NASA. The primary drivers include (a) NASAs higher-than-average aged workforce with approximately 50 of employees eligible for retirement within 5 years; and (b) employees who need better developmental conversations to increase morale and retention. This problem is particularly concerning for Safety Mission Assurance (SMA) organizations since they traditionally rely on more experienced engineers and specialists to perform their organizations functions.In response to this challenge, the Kennedy Space Center (KSC) SMA organization created the Strategic Employee Development (SED) program. The SED programs goal is to provide a proactive method to counter the primary drivers by creating a deeper bench strength and providing a more comprehensive developmental feedback experience for the employee. The SED is a new succession planning framework that enables customization to any organization, and in this case, specifically for an SMA organization. This is accomplished via the identification of key positions, the corresponding critical competencies, and a process to help managers have relevant and meaningful development conversations with the workforce. As a result of the SED, several tools and products were created that allows management to make better strategic workforce decisions. Although there are opportunities for improvement for the SED program, the most important impact has been on the quality of developmental discussions for employees
