    Many tax preparers still have difficulty determining and properly communicating the allowable tax accounting methods and bookkeeping procedures needed for small construction contractors, especially those having partially completed contracts at year-end. For many small construction contractors, the Internal Revenue Code is confusing and even court opinions give mixed signals as to which accounting method is permissible. This paper provides a discussion on the allowable methods of tax accounting and provides a decision heuristic to simplify the choice of allowable methods. The paper also offers suggestions about bookkeeping procedures

    VITA Experiential, Service-Learning, Learned Competencies, And Changed Mindsets

    The authors describe how Southern Utah University has integrated the U.S. Internal Revenue Service (IRS) Voluntary Income Tax Assistance (VITA) program as an experiential service-learning activity for over a decade and a half. First, we describe the value of experiential service-learning. Second, we detail the program, its oversight, its student volunteers, and its purposes. Third, we provide a quantitative assessment of professional competencies based on a sample of 29 recent VITA student volunteers. Fourth, we describe a qualitative analysis of VITA student volunteers perceptions of their participation using content analysis of written essays. And last, we provide a qualitative analysis of 71 tax-clients perceptions of their participation in the program, again using content analysis. Based on our experiences and these results, we conclude that the VITA program is demonstrably beneficial for the institutions social responsibility for benefitting both the student volunteers professional development and communitys lower-income tax filers

    Organizational Leadership And Subordinate Effect In Utahs Certified Public Accounting Profession

    Using the Multifactor Leadership Questionnaire (Bass and Avolio 2004), we test the correlation of transformational, transactional, and passive-avoidant leadership styles to subordinate perceptions of workplace efficiency, effectiveness, and satisfaction. Results, from a convenience sample of 103 accounting professionals in 11 CPA firms in Utah, show that transformational leadership has the largest positive correlation. Transactional leadership is less positively correlated. The passive-avoidant style is negatively correlated. Recommendations for implementing transformational leadership are provided

    Coronal Emission Measures and Abundances for Moderately Active K Dwarfs Observed by Chandra

    We have used Chandra to resolve the nearby 70 Oph (K0 V+K5 V) and 36 Oph (K1 V+K1 V) binary systems for the first time in X-rays. The LETG/HRC-S spectra of all four of these stars are presented and compared with an archival LETG spectrum of another moderately active K dwarf, Epsilon Eri. Coronal densities are estimated from O VII line ratios and emission measure distributions are computed for all five of these stars. We see no substantial differences in coronal density or temperature among these stars, which is not surprising considering that they are all early K dwarfs with similar activity levels. However, we do see significant differences in coronal abundance patterns. Coronal abundance anomalies are generally associated with the first ionization potential (FIP) of the elements. On the Sun, low-FIP elements are enhanced in the corona relative to high-FIP elements, the so-called "FIP effect." Different levels of FIP effect are seen for our stellar sample, ranging from 70 Oph A, which shows a prominent solar-like FIP effect, to 70 Oph B, which has no FIP bias at all or possibly even a weak inverse FIP effect. The strong abundance difference exhibited by the two 70 Oph stars is unexpected considering how similar these stars are in all other respects (spectral type, age, rotation period, X-ray flux). It will be difficult for any theoretical explanation for the FIP effect to explain how two stars so similar in all other respects can have coronae with different degrees of FIP bias. Finally, for the stars in our sample exhibiting a FIP effect, a curious difference from the solar version of the phenomenon is that the data seem to be more consistent with the high-FIP elements being depleted in the corona rather than a with a low-FIP enhancementComment: 35 pages, 8 figures, AASTEX v5.0 plus EPSF extensions in mkfig.sty; accepted by Ap

    A study of the significance of photoparoxysmal responses and spontaneous epileptiform discharges in the EEG in childhood epilepsy

    Aim: In clinical practice, there is a prevailing notion that photosensitivity mostly occurs in children with epilepsy (CWE) with idiopathic generalized epilepsy. We investigated the distribution of epilepsy types and etiology in photosensitive children and the associations with specific clinical and electroencephalogram (EEG) variables. Methods: In this retrospective cohort study, clinical data were acquired from all children that showed photosensitivity during systematic intermittent photic stimulation (IPS), over a 10-year interval at a tertiary level Children\u27s Hospital, Winnipeg. Patient demographics, EEG findings, and clinical data and symptoms during IPS were abstracted. Classification of diagnoses using the International League Against Epilepsy (ILAE) 2017 guidelines was done by an expert panel. Results: Seventy-eight photosensitive children were identified. Forty (51.3%) had generalized epilepsy (idiopathic: 27, structural: 2, other: 11) compared with 19 (24.4%) focal (idiopathic: 1, structural: 2, other: 16), 8 (10.3%) combined focal and generalized (structural: 4, other: 4), and 11 (14.1%) unknown epilepsy (other: 11); (χ2 (3) = 32.1, p = .000). Self-sustaining or outlasting photoparoxysmal responses (PPRs) occurred in association with all epilepsy types; however, the EEGs of focal CWE without treatment comprised almost solely of PPRs which outlasted the stimulus (8/10), in contrast to only 8/17 of focal CWE with treatment and to 13/26 of generalized epilepsy without treatment. Most frequency intervals in individual patients were less under treatment: a decrease in standardized photosensitivity range (SPR) was seen in 5 CWE, an increase in 2, and no change in 1 during treatment. Both CWE with focal and generalized epilepsy showed abnormal activity on EEG during hyperventilation (40% vs 65.7%). Thirteen out of 14 CWE with clinical signs during IPS had independent spontaneous epileptiform discharges (SEDs) in the EEG recording. Conclusion: Photosensitivity occurs in all types of epilepsy rather than in idiopathic generalized epilepsy alone. Surprisingly, there is a tendency for focal epilepsy to be associated with self-sustaining PPRs, especially when no treatment is used. Treatment tends to make the PPR more self-limiting and decrease the SPR. There is a tendency that clinical signs during IPS occur in EEGs in individuals with SEDs

    WIND MEASUREMENTS WITH HIGH-ENERGY DOPPLER LIDAR

    Coherent lidars at 2-micron wavelengths from holmium or thulium solid-state lasers have been in use to measure wind for applications in meteorology, aircraft wake vortex tracking, and turbulence detection [1,2,3] These field-deployed lidars, however, have generally been of a pulse energy of a few millijoules, limiting their range capability or restricting operation to regions of high aerosol concentration such as the atmospheric boundary layer. Technology improvements in the form of high-energy pulsed lasers, low noise detectors, and high optical quality telescopes are being evaluated to make wind measurements to long ranges or low aerosol concentrations. This research is aimed at developing lidar technology for satellite-based observation of wind on a global scale. The VALIDAR project was initiated to demonstrate a high pulse energy coherent Doppler lidar. VALIDAR gets its name from the concept of validation lidar, in that it can serve as a calibration and validation source for future airborne and spaceborne lidar missions. VALIDAR is housed within a mobile trailer for field measurements
