Deprivatizing Private Education: The British Columbia Experience
Until 1977 the state did not regulate private schools in British Columbia. Then came provincial legislation. Today, not only must all non-public schools register with provincial authorities but the overwhelming majority receive 50 percent of the funding accorded local public schools. I here argue that family choice and state control have grown in dialectical fashion. The expansion of choice, as evidenced in higher enrolments and new private schools, has encouraged public oversight, which has then acted to constrain the boundaries of choice. Today most private schools differ little from their public counterparts as regards teaching methods and basic curriculum. Private schools' philosophical and religious underpinnings, supposedly the reason for their existence in the first place, have also come under the scrutiny of public opinion and had to be balanced against growing recognition of children's rights. What began as a single piece of legislation secured by a small interest group has become an integral component of public policy. Private education has been deprivatized. Au- jourd'hui, non seulement toutes les écoles privées doivent s'enregistrer auprès des autorités gouvernementales, mais la très grande majorité reçoivent 50 pour 100 des subventions accordées aux écoles publiques locales. Le choix des parents et le contrôle de l'État se sont développés d'une manière dialectique. L'élargissement du choix, comme en témoigne un plus grand nombre d'inscriptions et d'établissements privés, incite le public à être plus vigilant, ce qui a pour effet de limiter les choix. Aujourd'hui la plupart des écoles privées ne diffèrent guère de leurs homologues du système public pour ce qui est des méthodes pédagogiques et des programmes de base. Les principes philosophiques et religieux des écoles privées—ceux-là même pour lesquels elles auraient été créées—font, eux aussi, l'objet d'un examen minutieux de la part du public, surtout à la lumière de la reconnaissance grandissante des droits des enfants. Ce qui a d'abord été une loi édictée pour un petit groupe d'intérêt fait maintenant partie intégrante de la politique générale. L'enseignement privé est déprivatisé.
New Cross-Layer Channel Switching Policy for TCP Transmission on 3G UMTS Downlink
In 3G UMTS, two main transport channels have been provided for downlink data
transmission: a common FACH channel and a dedicated DCH channel. The
performance of TCP in UMTS depends much on the channel switching policy used.
In this paper, we propose and analyze three new basic threshold-based channel
switching policies for UMTS that we name as QS (Queue Size), FS (Flow Size) and
QSFS (QS & FS combined) policy. These policies significantly improve over a
modified threshold policy in [1] by about 17% in response time metrics. We
further propose and evaluate a new improved switching policy that we call
FS-DCH (at-least flow-size threshold on DCH) policy. This policy is biased
towards short TCP flows of few packets and is thus a cross-layer policy that
improves the performance of TCP by giving priority to the initial few packets
of a flow on the fast DCH channel. Extensive simulation results confirm this
improvement for the case when number of TCP connections is low
Encounters with Sexuality: The Management of Inappropriate Body Behaviour in Late-Nineteenth-Century British Columbia Schools
Of all the issues that students, parents, teachers, and
schools encounter, few are so difficult to manage as sexuality.
We persist in believing that the body does not belong in the
classroom except as an object of study or improvement.
Inappropriate body behaviour with a sexual edge intimidates us,
so much so that accounts tend to be oblique or non-existent.
Their scarcity makes particularly valuable a set of records that
survive from British Columbia in the late nineteenth century.
Even though public education was becoming centralized, a general
unwillingness to face up to issues of sexuality caused almost
all of the thirty allegations that were located in the
Superintendent of Education’s correspondence to be resolved at
the local level. The most frequent tactic was parental boycott
of the school. The allegations divide between those against
teachers and those against students. Regardless of who was
implicated, the teacher was almost always caught in the middle
and ended up resigning.De tous les enjeux auxquels font face les

registres de la fin du XIXe siècle en provenance de la
Colombie-Britannique. Même si l’instruction publique y était en
voie de centralisation, le peu d’empressement des autorités
scolaires à régler les questions de sexualité a fait en sorte
que presque toute la trentaine d’allégations qui furent
adressées au surintendant de l’instruction publique furent
résolues au niveau local. La tactique la plus fréquente était le
boycottage des Ă©coles par les parents. Les accusations sont
portées contre les maîtres et contre les élèves. Ceci étant dit,
peu importe qui était impliqué, le maître était presque toujours
