Strategic planning in the sphere of education in regions
The article is devoted to problems of strategic planning in education. Special attention is paid to the formation of regional education development programs. The article considers the main provisions of the strategic program for the development of the education system at the municipal level as a key position for the formation of a unified educational space. The authors’ analysis of such programs has shown that such programs are often devoid of consistency and are not consistent with the development programs of the leading branches of knowledge and the economy of the region. Based on the legal framework, scientific articles, and the experience of the regions the authors propose a model for the formation of regional strategic planning documents in the field of education, based on the principle of a triple helix of interaction between the state, educational organizations and business. The educational space planned according to this model will differ not only in a new organizational format designed to coordinate the path of education and training, but will also serve as a consolidation of resources from all three sources
Greening in Modern Football
Самая актуальная тема современности — охрана окружающей среды. Какое место в решении проблем экологии отводится спорту? Статья посвящена поиску ответа на данный вопрос. Изучен опыт участия в экологических акциях зарубежных и российских футбольных клубов, детско-юношеских команд, мировых ассоциаций футбола. Выявлено отсутствие общей стратегии футбольной экологизации как в мировом масштабе, так и на национальном уровне. Экологизация –последовательный и длительный процесс в любой сфере. Старт такому процессу в футболе надо давать, начиная с формирования экологической программы футбольного сообщества.The most relevant topic of our time is environmental protection. What place is given to sport in solving environmental problems? The article is devoted to the search for an answer to this question. The experience of participation in environmental actions of foreign and Russian football clubs, youth teams, world football associations was studied. The absence of a common strategy of football greening both on a global scale and at the national level has been revealed. Greening is a consistent and long–term process in any field. The start of such a process in football should be given, starting with the formation of the ecological program of the football community
Nanoparticle Formation in a Mixture of Fe, C, O[2] in Low-temperature Plasma in a Magnetic Field
The paper presents the results of researching a magnetic field influence on the formation of dispersed particles from the mixture of Fe+C+N[2]+Ar+O[2] at the temperature of more than 4000K. To optimize the composition of the plasmaforming gas, thermodynamic modeling was performed. The research establishes that an external magnetic field has a significant effect on the formation of a dispersed phase in the mixture of carbon and iron vapor. For example, in a powder obtained without a magnetic field, X-ray diffraction shows up to 95% C. In a powder obtained in the magnetic field of 15 mT, C (up to 50%), Fe[3]O[4] (up to 45%), Fe[2]O[3] (up to 15%), and FeO (less than 5%) are recorded. The observed results are explained by the coagulation of nanoparticles in the magnetic field
Analysis of bow-tie antenna properties for brain microwave radiometry
В работе приведены результаты исследования одной из конструкций вибраторных антенн-аппликаторов, применяемых для контактных неинвазивных измерений собственного электромагнитного излучения головного мозга. Исследования проведены с помощью численного моделирования (гибридным методом конечных элементов и методом моментов), реализованного в программном пакете FEKO Suite 7.0. В этой среде была построена модель тканей головы человека и выполнена оптимизация антенны. В качестве критериев оптимизации выбраны: минимальный коэффициент отражения и максимальная напряженность электрического поля на глубине 50 мм. Рассчитаны частотные зависимости коэффициента отражения и мощности, сосредоточенной в различных тканях. Определено распределение плотности мощности в структуре. По полученным результатам сделан вывод, что антенна, оптимизированная по максимальной напряженности поля, обеспечивает прием большей доли мощности с внутренних слоев мозга.In this work, the results of a study on bow-tie antenna for contact noninvasive measurements of self-radiation of a human brain are presented. The investigation was carried out using numerical modeling (hybrid finite elements method and method of moments) by employing FEKO Suite 7.0. In this software the design of human head model was analyzed and the antenna optimization was conducted. The optimization goals are to minimize the reflection coefficient and maximize the electric field at a depth of 50 mm. The frequency dependencies of reflection coefficient and power collected from different tissues were calculated. The power density distribution was defined in the structure. It was found that the antenna, which was optimized in order to maximize electric field strength, provides better reception of energy from deep brain layers
The investigation of the pervasion of an electromagnetic wave through human skin with sucface discontinuity in the form of pore
В данной работе рассмотрены особенности прохождения электромагнитной волны с частотой 2,4 ГГц через кожу человека с неоднородностями в виде пор. Оценена величина напряженности электрического поля под неоднородностью для различных материалов заполнения поры кожи. Определено распределение напряженности электрического поля в сечении модели при прохождении электромагнитной энергии через пору. По полученным результатам сделан вывод, что участки кожи, содержащие неоднородности в виде пор, лучше пропускают электромагнитное излучение на частоте 2,4 ГГц чем участки кожи без неоднородностей.In this paper, the features of the pervasion of electromagnetic waves on a 2.4 GHz frequency in the model of human skin with discontinuity in the form of pore is considered. The electric field distribution under the pore for different materials filling the pore was found. The distribution of the electric field in the cross section of the model with electromagnetic energy passing through the pore was obtained. By the results obtained it was concluded that skin with pores better transmits electromagnetic radiation at a frequency of 2.4 GHz than the skin without any discontinuities

Long-term archives reveal shifting extinction selectivity in China's postglacial mammal fauna
Ecosystems have been modified by human activities for millennia, and insights about ecology and extinction risk based only on recent data are likely to be both incomplete and biased. We synthesize multiple long-term archives (over 250 archaeological and palaeontological sites dating from the early Holocene to the Ming Dynasty and over 4400 historical records) to reconstruct the spatio-temporal dynamics of Holocene–modern range change across China, a megadiverse country experiencing extensive current-day biodiversity loss, for 34 mammal species over three successive postglacial time intervals. Our combined zooarchaeological, palaeontological, historical and current-day datasets reveal that both phylogenetic and spatial patterns of extinction selectivity have varied through time in China, probably in response both to cumulative anthropogenic impacts (an ‘extinction filter’ associated with vulnerable species and accessible landscapes being affected earlier by human activities) and also to quantitative and qualitative changes in regional pressures. China has experienced few postglacial global species-level mammal extinctions, and most species retain over 50% of their maximum estimated Holocene range despite millennia of increasing regional human pressures, suggesting that the potential still exists for successful species conservation and ecosystem restoration. Data from long-term archives also demonstrate that herbivores have experienced more historical extinctions in China, and carnivores have until recently displayed greater resilience. Accurate assessment of patterns of biodiversity loss and the likely predictive power of current-day correlates of faunal vulnerability and resilience is dependent upon novel perspectives provided by long-term archives
