    Critical perspectives on language planning and policy in Africa: Accounting for the notion of multilingualism

    This paper draws on the notion of multilingualism as social practice (Heller 2007) to critique postcolonial language planning and policies in Africa. Drawing on illustrations from Ethnologue's (2009) languages of Africa, studies on language planning and policy in Africa, and recent developments in harmonisation of cross-border language research (Prah 1998; Banda 2008), the paper argues that there are distortions in the conceptualisation of multilingualism and what it entails in Africa's socio-cultural contexts. In turn, the paper faults monolingual biases in the notions and models used to describe and promote multilingualism in Africa, which mirror descriptions of the language situation in Western socio-cultural contexts. The paper argues for cross-linguistic and cross-border status and corpus planning to take advantage of multilingualism as a linguistic resource for socioeconomic development in Africa. The paper concludes by highlighting the prospects for linguisticrepertoire-based multilingual models for language planning and policy in Africa.Keywords: multilingualism, language policy, linguistic repertoire, urbanization, postcolonia

    The Chambo restoration strategic plan

    The Chambo (Oreochromis karongae, O. squamipinnis and O. lidole) fisheries are essential to the food security of the majority of Malawians and a lifeline for rural and urban economies. The chambo fisheries, however, have collapsed and urgent restoration is required. Successful restoration of the important chambo fisheries demands a careful analysis of the problem and formulation of a strategic plan to implement relevant activities that will result in effective interventions in the fisheries. These proceedings give information on the process of developing a strategic plan for the restoration of the chambo fisheries. The papers contained in these proceedings cover topics ranging from governance, policy, biology, ecology and socio-economics and, therefore, inform the reader of the scope of knowledge on the chambo, the socio-economic and livelihoods context within which the people exploiting the resource operate, and past constraints to the management of the chambo fisheries. The proceedings also contain recommendations on how to overcome the problems and a strategic plan for the restoration of the fisheries.     The effects of acute administration of Chinese aphrodisiacs sold in Blantyre City on sperm characteristics and fertility profile in guinea pigs

    Background: Chinese aphrodisiacs have become popular remedy for sexual dysfunction and improvement of libido in men in Malawi. However, selling of these drugs seems not to be well regulated. Probably the aphrodisiacs that are currently on the market have unknown efficacy, potency and safety profiles. The aim of this study was to assess the efficacy of imported Chinese aphrodisiacs using guinea pigs as a model.Materials and Methods: Two types of drugs were purchased from vendors in Blantyre City. Tonic tea, which was purported to improve erectile function and libido, and sperm multiplier tablets which were claimed to increase the sperm count. The tonic tea was prepared by soaking one tea bag in 100ml boiling water. The tea was cooled and administered to eight male experimental animals in varying doses. Each animal was introduced into a separate cage with a female guinea pig. Sexual behaviour such as mounting, sniffing behind the female were observed and recorded.Each sperm multiplier tablet was dissolved in distilled water and administered to the experimental animals in the morning and evening for seven days. At the end of the treatment, the experimental and control animals were sacrificed, their semen collected and analysed sperm motility, concentration and morphology.Results: For the tonic tea, there were no statistical differences between the experimental and the control animals in terms of the number of mountings and sniffing behind the female. The sperm multiplier drug showed statistically significant differences between the experimental and the control animals in terms of the sperm motility (78.24 Âą 1.35 vs. 86.54 Âą 1.88, p< 0.05), and concentration (54.28 Âą 1.24 vs. 67.59 Âą 2.12, p<0.05).Conclusion: The tonic tea did not show any efficacy in improving erection and libido. The sperm multiplier tablets, purported to increase sperm production, significantly increased the sperm motility, sperm concentration in the treated animals

    Language policy and orthographic harmonization across linguistic, ethnic and national boundaries in Southern Africa

    Drawing on online and daily newspapers, speakers' language and writing practices, official government documents and prescribed spelling systems in Southern Africa, the paper explores the challenges and possibilities of orthographic reforms allowing for mobility across language clusters, ethnicity, regional and national borders. I argue that this entails a different theorisation of language, and for orthographies that account for the translocations and diasporic nature of late modern African identities and lifestyles. I suggest an ideological shift from prescriptivism to practice-orientated approaches to harmonisation in which orthographies are based on descriptions of observable writing practices in the mobile linguistic universe. The argument for orthographic reforms is counterbalanced with an expose on current language policies which appear designed for an increasing rare monoglot 'standard' speaker, who speaks only a 'tribal' language. The implications of the philosophical challenges this poses for linguists, language planners and policy makers are thereafter discussed.IS

    Shift-Symmetric Configurations in Two-Dimensional Cellular Automata: Irreversibility, Insolvability, and Enumeration

    The search for symmetry as an unusual yet profoundly appealing phenomenon, and the origin of regular, repeating configuration patterns have long been a central focus of complexity science and physics. To better grasp and understand symmetry of configurations in decentralized toroidal architectures, we employ group-theoretic methods, which allow us to identify and enumerate these inputs, and argue about irreversible system behaviors with undesired effects on many computational problems. The concept of so-called configuration shift-symmetry is applied to two-dimensional cellular automata as an ideal model of computation. Regardless of the transition function, the results show the universal insolvability of crucial distributed tasks, such as leader election, pattern recognition, hashing, and encryption. By using compact enumeration formulas and bounding the number of shift-symmetric configurations for a given lattice size, we efficiently calculate the probability of a configuration being shift-symmetric for a uniform or density-uniform distribution. Further, we devise an algorithm detecting the presence of shift-symmetry in a configuration. Given the resource constraints, the enumeration and probability formulas can directly help to lower the minimal expected error and provide recommendations for system's size and initialization. Besides cellular automata, the shift-symmetry analysis can be used to study the non-linear behavior in various synchronous rule-based systems that include inference engines, Boolean networks, neural networks, and systolic arrays.Comment: 22 pages, 9 figures, 2 appendice

    Mechanism of salinity change and hydrogeochemical evolution of groundwater in the Machile-Zambezi Basin, South-western Zambia

    Machile-Zambezi Basin, South-Western Zambia hosts high salinity groundwater which threatens water security for rural inhabitants. This study investigates the hydrological mechanism that led to high salinity and the geochemical evolution of the groundwater system. The Machile-Zambezi Basin is part of the wider Kalahari Basin which underwent major palaeo-environmental climatic, tectonic and sedimentology dynamics which must have impacted the groundwater salinity. The study examines the groundwater level, hydrochemistry, environmental isotopes (18O/16O, 2H/1H, 3H/3He, 14C/13C). In addition, the sediment cation exchange capacity (CEC) and pore-water chemistry on intact core material were measured. The groundwater chemistry evolved from fresh Ca(Na)HCO3 to saline Na(Ca, Mg)SO4 due to dissolution of salts and not evaporation as indicated by stable isotopes. The saline groundwater is old with 14C ages estimates of more than 1000 years old and stagnant. Geochemical modelling using PHREEQC suggests that ionic exchange due to release of cations from dissolving salts and sulphate reduction were also important processes in this system. High groundwater salinity is therefore associated with Pre-Holocene environmental changes and is restricted to a stagnant saline zone. It will therefore remain unflushed as long as current climatic conditions remain

    A Review of Outcome of Postgraduate Medical Training in Zambia

    The University of Zambia School of Medicine was opened in 1966. Since inception, over 1200 undergraduate students have graduated with Bachelor of Medicine and Bachelor of Surgery. The postgraduate Master of Medicine (M.Med)programme was started in 19822 with the intention of providing district specialists in the rural and semi urban communities of Zambia. Additional hope was to stem the brain drain to other countries. This is a study to describe the deployment of graduates of the M.Med training programs at the University of Zambia School Of Medicine in relation to the objectives defined by the University of Zambia senate in 1981. It was found that the School of Medicine has produced 118 Master of Medicine graduates in 5 clinical programs over a period of 22 years. The average graduation rate is 5 students per annum. The largest specialist group has been in General surgery with 34 (29% ) of all graduates. The ratio of men to women was 3 to 1. The ratio of Zambian to Non Zambian ratio was 10:1. Of all students who have graduated over this period 13 (11%) have gone abroad and 7(6%) have died., Eighty-eight (75%) of the graduates are working along the line of rail in the 5 most urbanized towns in the country. Twenty-five ( 21%) are doing non clinical jobs which involve health programs administration and 12 (10%) are working in private practice. We concluded that external migration is not a major problem and, overall, the creation of a local postgraduate training program has reduced brain drain. The key challenge is internal brain drain

    Effects of urbanisation and a wastewater treatment plant on microplastic densities along a subtropical river system

    Global freshwaters are increasingly threatened by pollutants emanating from human activities around watersheds. Microplastic pollution is an increasing problem for rivers worldwide, potentially threatening ecological integrity, ecosystem services and human health. We present quantifications and characterisations of sediment microplastic pollution in a subtropical river system in southern Africa, and relate distributions to wastewater treatment works, abiotic variables and urban environments. We additionally apply several diversity indices to decipher how microplastic types differ across the river system seasonally. Over two thousand microplastic particles were found across five sites and three seasons in the river system, comprising microbeads of various colours and microfibres. Microplastic concentrations were highest and most diverse in the hot–wet (mean range 76.0 ± 10.0–285.5 ± 44.5 microplastic kg−1) season as compared to the cool–dry (16.5 ± 4.5–27.0 ± 5.0 microplastic kg−1) and hot–dry (13.0 ± 4.0–29.0 ± 10.0 microplastic kg−1) seasons, and were mostly dominated by microfibres. However, no clear patterns were found in relation to wastewater treatment operations spatially, or in relation to abiotic variables in the river system. This study therefore finds a diverse range of microplastic types widely distributed in the river system that differ across seasons. Our results provide important, novel insights into plastic pollution in an understudied area of the Global South, and point to extensive pollution from sources outside of wastewater treatment works

    Prevalence of clinical, immunological and irological failure among children on Haart at the university teaching hospital, Lusaka, Zambia

    Background: There is increasing evidence that the current clinical and immunological monitoring tools are not sufficient to identify early enough patients who are failing on treatment. Development of resistance to the limited treatment options for children and premature switching are the dangers. The objective of this study was to review patient records to see how well WHO staging, CD4 profiles and viral load estimations relate in children on treatment at the University Teaching Hospital (UTH).Methods: A retrospective chart review of all children aged between 0-19 years that started treatment between January 2004 and Dec 2010 was carried out at the UTH. Systematic sampling was done of every second child who received HAART for more than 24 weeks, with at least one viral load (VL) reading beyond 24 weeks of treatment. Six-monthly clinical (WHO staging) immunological (age- related CD4 count/%) and virological data were collected until last follow-up review or five years on treatment. The 2010 Zambian Pediatric Guidelines were used to gauge age-related clinical, immunological and virological failure (VL> 1,000).Results: A total of 517 patient records were reviewed (table 1). Mean age at ART initiation was 7 years ((SD 4.7yrs). Mean time after ART initiation when first viral load test was done was 2.7 years (SD 1.5yrs). Of all the viral loads done, 64% (328) had a routine indication for patients on treatment nearing the 3 year mark (mean 2.7 years). In 40% of children the first viral load test result was above 1,000 after 24 weeks or more of treatment. A total of 482 patients had WHO staging done at the time first VL test was done. Of the 359 patients (table 2) with a clinical stage I/II (not severely immunosuppressed), 41% were failing virologically. On the other hand, 63% of the patients with clinical stage III/IV had a VL below 1,000. Table 3 shows that there were 509 patients who had an immunological staging done at the time first VL was done. Of the 106 patients who were failing immunologically, 28% were virologically well suppressed. On the other hand of the 403 who were immunologically doing fine, 32% were failing virologically.Conclusions: Clinical staging and Immunological monitoring in children on ART does not accurately identify those that are failing. A push for routine, affordable virological testing is needed to identify treatment failures early to prevent development of ART resistance and to avoid premature switches to second line in those who are actually well suppressed
