Communist crimes in Polish criminal law
This article explores regulations in Polish criminal law concerning the criminality
of communist crimes, especially the statute of limitations of such crimes. The author briefly
describes the legal situation in this respect after the fall of communism in Poland. She indicates that
at that time there was the need to enact special provisions to enable the prosecution of perpetrators
of communist crimes. Consequently, she evaluates relevant criminal law regulations and stresses
the significance of some of them. The deliberations carried out lead the author to the conclusion
that two specific statutory regulations on the criminality of communist crimes should remain in
force. They should be kept as regulations being a peculiar monument of settling accounts with the
communist past
Criminal Liability of Persons Responsible for Occupational Health and Safety in Poland
This paper focuses on the interpretation of the concept of a “person responsible for occupational health and safety”. Only such a person can be an offender under Article 220 of the Polish Criminal Code. Following an analysis of the legal situation and the rights and obligations of the various entities capable of becoming offenders under said article, the author concludes that the category of persons responsible for occupational health and safety includes only the following: the employer, the person managing employees, members of the occupational health and safety service, OH&S coordinators
The Protection of Cultural Property in the Event of Armed Conflict under Polish Criminal Law
The aim of this paper is to examine whether the Republic of Poland guarantees cultural property appropriate legal protection in the area of criminal law in the event of armed conflict. The author begins by analyzing the legal acts of international law and presenting the relevant regulations. In the next part of the paper, she examines the current provisions in Polish law. First, she explains the term “cultural property” and its relationship with the term “historic relic”. She then provides an exhaustive analysis of Article 125 of the Polish Penal Code, which is the main provision governing the protection of cultural property in the event of armed conflict. The author also discusses other relevant regulations of the Penal Code. She concludes by assessing the current state of Polish criminal law from the perspective of the protection of cultural property in the event of armed conflict

Znaczenie symetrii i asymetrii ludzkiego ciała w rozwoju mowy i motoryki dziecka
The aim of the article is to introduce the concepts of symmetry and asymmetry of the human body. The research is of a review nature, and it is mainly based on the analysis of literature on interdisciplinary considerations on the relationship between asymmetry and speech development, as well as the development of motor skills and eye-hand coordination in children, mainly in preschool and early school age.
A child's development is a long and complicated process that is influenced by a number of biological, psychological and social variables. A person develops particularly fast in the childhood period, including early-school and preschool age.
Due to the complexity of this phenomenon, there are many factors that disturb its proper course. In addition to many diseases and environmental insufficiencies, based on many years of research and considerations, we know that one of important aspects is the issue of symmetry and asymmetry of the human body. We distinguish many types of asymmetry. In the literature of social sciences, the most popular one is functional asymmetry, also called lateralization. Many publications associate this type of asymmetry with various developmental parameters such as active and passive speech, hand-eye coordination, as well as gross and fine motor skills.
The harmonious and undisturbed development of a child's mental and motor characteristics is the foundation for their readiness to study at higher educational levels and makes it possible for them to avoid many psychological and social problems. Supporting the child in developing the right type of laterality may turn out to be one of the components of their developmental success.Celem artykułu jest wprowadzenie do pojęć dotyczących symetrii i asymetrii ciała człowieka. Badania maja charakter przeglądowy, w głównej mierze oparte są na analizie literatury dotyczącej interdyscyplinarnych rozważań na temat zależności pomiędzy asymetrią i rozwojem mowy, rozwojem motoryki i koordynacji wzrokowo-ruchowej u dzieci, głównie w wieku przedszkolnym i wczesnoszkolnym.
Rozwój dziecka to długi i skomplikowany proces, na który wpływa szereg zmiennych natury biologicznej, psychicznej i społecznej. Szczególne tempo rozwoju osobnika przypada na okres dziecięcy, w tym wczesnoszkolny i przedszkolny. Z racji na złożoność tego zjawiska, występuje wiele czynników zaburzających jego prawidłowy przebieg. Oprócz wielu jednostek chorobowych i niewydolności środowiskowych, na podstawie wieloletnich badań i rozważań wiadomo, że jednym z istotnych aspektów jest zagadnienie symetrii i asymetrii ludzkiego ciała. Wyróżniamy wiele rodzajów asymetrii, z czego w literaturze nauk społecznych, najczęściej omawiana jest asymetria funkcjonalna, zwana również lateralizacją. Wiele publikacji wiąże ten typ asymetrii z różnymi parametrami rozwojowymi jak mowa czynna i bierna, koordynacja wzrokowo-ruchowa czy motoryka mała i duża.
Harmonijny i niezakłócony rozwój cech psychicznych i motorycznych dziecka, stanowi fundament w gotowości do podjęcia nauki na wyższych szczeblach edukacyjnych oraz pozwala uniknąć wielu problemów natury psychologicznej i społecznej. Wspieranie dziecka w wykształceniu odpowiedniego typu stronności może okazać się jedną ze składowych jego rozwojowego sukcesu

i bez powodu albo z oczywiście błahego powodu, okazując przez to rażące lekceważenie

zlecenie funkcjonariuszy publicznych. Czy Konstytucja przewiduje nową, różną
od kodeksowych, formę sprawstwa? Jaki jest stosunek Konstytucji do kodeksu
karnego? Czy Konstytucja rozszerza zakres odpowiedzialności karnej?
Czy trzeba zmienić Konstytucję, czy dostosować kodeks karny do postanowień
ustawy zasadniczej? Czym różni się sprawstwo zleceniodawcze (zlecające)
od sprawstwa polecającego? Czy w polskim prawie karnym potrzebna jest
forma sprawstwa zleceniodawczego? Niniejszy referat stanowi próbę odpowiedzi

Wokół projektu zmian prawa wykroczeń
In the Ministry of Justice a bill of the 20th February 2007 on the changes
of the misdemeanor (contravention) law has been worked out.
Today, i.e. on 4th May 2007, the bill has been accepted by the Polish
government.
In the report the bill regulations that show a tendency of changes
in law kept by the government have been presented. These regulations
have been assessed. In the report some de lege ferenda demands have
been also put forward.

Czy celowe jest wprowadzenie do kodeksu karnego występku o charakterze chuligańskim?
A bill of the 23rd March 2006, worked out in the Department of Justice,
intends an introduction of the crime of hooliganism character to
the penal code. What is it “crime of hooliganism character”? What
circumstances show that it was committed a crime of hooliganism
character? It should be emphasized that an institution of the act of
hooliganism character isn’t new in the Polish research of the penal
law. It was known to the Polish code of 1969 and currently can be
found in the misdemeanor (administrative offence, delinquency) law.
Since the beginning of being she gave rise to a great deal of discussion
and was criticized. The revised bill includes a definition of this institution.
But an analysis of the judicature and researches of the literature
show, how ambiguous phenomenon is the hooliganism and how unclear
are the elements of the definition of the institution of the crime of
hooliganism character, which is written down in this bill. So it should
be considered, if a proposed amendment to the penal code is legitimate
(well-founded). It should be also considered, if an amendment to the
Polish penal law is necessary. A justification of the bill raises in this
scope a lot of doubts and doesn’t persuade of the rightness of the proposed
amendments in the penal law
