Heterophase liquid states: Thermodynamics, structure, dynamics
An overview of theoretical results and experimental data on the
thermodynamics, structure and dynamics of the heterophase glass-forming liquids
is presented. The theoretical approach is based on the mesoscopic heterophase
fluctuations model (HPFM) developed within the framework of the bounded
partition function approach. The Fischer cluster phenomenon, glass transition,
liquid-liquid transformations, parametric phase diagram, cooperative dynamics
and fragility of the glass-forming liquids is considered.Comment: 24 pages, 9 figure
On chemical bonding of Helium with hcp-Beryllium
Chemical inertness is the key property of helium determining its solubility,
distribution and accumulation kinetics in metals. Against all expectations, our
ab initio calculations show a substantial chemical bonding between He and Be
atoms in the hcp-Be matrix when He occupies a non-symmetric position in a basal

Міжвідомча взаємодія як інструмент публічного управління галуззю охорони здоров’я в Україні
Розглянуто сутність міжвідомчої взаємодії та поняття єдиного медичного простору, проведено теоретичне обґрунтування структурно-організаційного забезпечення якісних трансформацій у системі охорони здоров’я, наголошено на необхідності подальшого розвитку загальної системи медичного забезпечення зі збереженням безпекової складової на засадах єдиного медичного простору та її інтеграції в загальнодержавну систему охорони здоров’я. Проаналізовано існуючі моделі міжвідомчої кооперації з питань медичного забезпечення населення, розглянуто існуючі ограни управління медичним захистом населення та проектні форми міжвідомчої взаємодії в надзвичайних ситуаціях воєнного і мирного характеру, підтверджено доцільність удосконалення механізмів міжвідомчої взаємодії з організації медичної допомоги постраждалим у надзвичайних ситуаціях. Визначено основні передумови побудови єдиного медичного простору відомчих медичних служб та цивільних закладів охорони здоров’я, що обумовлює необхідність централізації механізмів управління системою медичного захисту населення, визначення та впровадження єдиних принципів організації медичної допомоги, розроблення і реалізації нових стратегій і програм міжвідомчої та міжсекторальної взаємодії, у тому числі в підходах до програм медичної освіти, функціональної інтеграції відомчих систем усіх форм власності, застосовування єдиних стандартів на загальних принципах тощо. Доведено необхідність опрацювання і впровадження перспективної міжвідомчої системи медичного забезпечення, що базується на національних стандартах, із використанням єдиної загальнодержавної мережі закладів охорони здоров’я та об’єднана спільним управлінням, запропоновано модель єдиного простору надання медичної допомоги в надзвичайних ситуаціях як міжвідомчої системи управління ресурсами
Realistic Tunneling States for the Magnetic Effects in Non-Metallic Real Glasses
The discovery of magnetic and compositional effects in the low temperature
properties of multi-component glasses has prompted the need to extend the
standard two-level systems (2LSs) tunneling model. A possible extension
\cite{Jug2004} assumes that a subset of tunneling quasi-particles is moving in
a three-welled potential (TWP) associated with the ubiquitous inhomogeneities
of the disordered atomic structure of the glass. We show that within an
alternative, cellular description of the intermediate-range atomic structure of
glasses the tunneling TWP can be fully justified. We then review how the
experimentally discovered magnetic effects can be explained within the approach
where only localized atomistic tunneling 2LSs and quasi-particles tunneling in
TWPs are allowed. We discuss the origin of the magnetic effects in the heat
capacity, dielectric constant (real and imaginary parts), polarization echo and
SQUID magnetization in several glassy systems. We conclude by commenting on a
strategy to reveal the mentioned tunneling states (2LSs and TWPs) by means of
atomistic computer simulations and discuss the microscopic nature of the
tunneling states in the context of the potential energy landscape of

Effect of Statistical Fluctuation in Monte Carlo Based Photon Beam Dose Calculation on Gamma Index Evaluation
The gamma-index test has been commonly adopted to quantify the degree of
agreement between a reference dose distribution and an evaluation dose
distribution. Monte Carlo (MC) simulation has been widely used for the
radiotherapy dose calculation for both clinical and research purposes. The goal
of this work is to investigate both theoretically and experimentally the impact
of the MC statistical fluctuation on the gamma-index test when the fluctuation
exists in the reference, the evaluation, or both dose distributions. To the
first order approximation, we theoretically demonstrated in a simplified model
that the statistical fluctuation tends to overestimate gamma-index values when
existing in the reference dose distribution and underestimate gamma-index
values when existing in the evaluation dose distribution given the original
gamma-index is relatively large for the statistical fluctuation. Our numerical
experiments using clinical photon radiation therapy cases have shown that 1)
when performing a gamma-index test between an MC reference dose and a non-MC
evaluation dose, the average gamma-index is overestimated and the passing rate
decreases with the increase of the noise level in the reference dose; 2) when
performing a gamma-index test between a non-MC reference dose and an MC
evaluation dose, the average gamma-index is underestimated when they are within
the clinically relevant range and the passing rate increases with the increase
of the noise level in the evaluation dose; 3) when performing a gamma-index
test between an MC reference dose and an MC evaluation dose, the passing rate
is overestimated due to the noise in the evaluation dose and underestimated due
to the noise in the reference dose. We conclude that the gamma-index test
should be used with caution when comparing dose distributions computed with
Monte Carlo simulation
